HR Cloud/NEOGOV, El Segundo, CA August, 2012 – Present
VP, Research & Development
The company provides HCM solutions to private and public sectors through a pure SaaS model. In year 2013, 18M+ users used its
services, a user base that has been growing at 30% year over year. My role has been to provide leadership and support to Engineering,
Product, QA, IT/Ops and Integration Services.
• Brought product focus back to the core business, realigned teams to product investment strategy, rolled out
a quarterly roadmap, and executed.
• Brought in scrum based development methodology, increased product throughput by over 90%, and
delivered on bi-weekly releases with quality.
• Grew the development team from 45 to 90 with two new satellite offices in Belarus and Croatia. Larger
selection pool from other countries allowed for a much higher quality of talent acquisition.
• Mentored individual contributors from within into leaders, and delegated broader responsibilities and
autonomy to them.
• Supported large client acquisitions with pragmatic product investments, leading to 35% revenue growth.
• Leveraged modern technologies such as Mongo DB, Solr, SQL Server 2012, and advanced JS frameworks
for improved user experience.
• Rebuilt IT/Ops, established a moderate budget to meet current SLA’s and to support a three-year growth
trajectory. Moved seasonal traffic to AWS to reduce cost.
• Upgraded the InfoSec policy to ensure customer data security, and executed on a compliance plan.
• Eliminated frequent and unplanned outages by relentless focus on fixing the root cause.
HumanConcepts/Saba, Sausalito, CA Jan, 2008 – July, 2012
VP, Product Development
HumanConcepts’ product suite helps organizations analyze and align their workforce to meet their business’s evolving objectives.
Started as the head of engineering, and through a series of increases in responsibilities, managed all product portfolios and led the
development team.
Created the product vision and three-year roadmap with a focus on user adoption, value proposition, and
•
market differentiation.
Consolidated three separate products and code lines into a single SaaS based solution with multiple mobile
•
apps through a common public API framework.
Executed on the roadmap through an agile, scrum based weekly release cycle, and globalized the product.
•
Built an award winning, best in class application suite from the ground up. Link to a few videos
•
http://www.humanconcepts.com/resource/resource-media.htm.
Rebuilt engineering, QA, product management, user experience, and performance engineering teams with
•
clear roles and responsibilities. Calibrated the in-house/off-shore development distribution and rebuilt the
off-shore team.
Introduced development disciplines and tools for timely software releases including storyboarding,
•
architecture and design reviews, unit test coverage and automation.
Rebuilt the IT organization, negotiated contracts with a managed services provider and datacenter facility,
•
and oversaw the rollout of the new SaaS platform.
Built a product advisory board for product feedback, and filed for a patent for the underlying technology.
•
Blackboard Inc, Washington, DC Jan, 2005 – Aug, 2007
Director, Engineering
Blackboard, with a market cap of over $1B, is the leader of e-Education enterprise software applications and services. As the head of
engineering, led a distributed team of 100+ professionals including engineers, architects and project managers, and managed a budget of
$8M.
Renovated the engineering team, introduced proper development processes and engineering disciplines, and
•
thereby reduced QA costs by 50% within the first year.
In the acquisition of a major Blackboard (Bb) competitor, WebCT, led the technology merge of the two
•
distinct product platforms. This created a large cross-selling opportunity while reducing development and
maintenance costs. A product line offering of “best of the breed” from previous two rivals was critical to
customer retention and the company stock price gains of over 30%.
Delivered Outcomes Systems, one hundred and fifty man-year project, on-time and under budget. The new
•
product line increased average sales contract ten-fold and further widened Bb’s competitive advantage. See
http://www.blackboard.com/Platforms/Learn/Products/Blackboard-Learn/Assessment-Accreditation-
Analytics/Outcomes-Assessment.aspx.
Led the architecture counsel and established a five year technical roadmap. The roadmap met its goals of
•
aligning infrastructure growth with the product requirements, paying off 90% of the technical debt without
incurring data migration costs for existing customers.
Merged the two disparate (Bb and WebCT) engineering teams’ culture, processes and infrastructure to build
•
a single cohesive team with clearly defined roles and responsibilities, career paths, and a mission statement.
The combined team was 40% more productive and had an attrition rate of less than 5%.
Open Harbor, San Carlos, CA Jan, 2001 – Dec, 2004
Senior Engineering Manager
A leading provider of International Trade Logistics solutions. As one of the early employees in the company, wore many hats during my
4-year tenure.
Hired and led a core development team to re-architect a web services-based system with focus on scalability
•
improvements and per transaction cost reduction, and increased the system’s throughput capacity from
100k to 20M transactions a day.
Designed and implemented the first database platform for Open Harbor, and led the database team through
•
four major and twelve minor upgrades over four years in a 24x7 uptime production environment.
Created a business intelligence platform that included establishing business goals, setting short- and long-
•
term development strategy, selecting the right software vendors and tools, and design and development
execution.
Led a system internationalization (i18n) project that included gathering business requirements, projecting
•
development cost and time estimates, cost containment and feature creep prevention, design and
implementation, and ensuring a solid quality assurance strategy for all layers of the system.
Built the first successful offshore development team for Open Harbor. Established a co-development
•
process and delivered against solid quality standards.
Built an engineering hiring team, established and executed on a hiring process, and grew the team by 30
•
engineers in two quarters.
Etak (a unit of Sony), Menlo Park, CA Nov, 1998 – Dec, 2000

newly created database contained an editable, spatially accurate, topologically connected roadway, other
landlines and waterways map for the entire United States.
Wrote the data loaders, geo-coding and reverse geo-coding applications, spatial queries, and map editing
•
tools.
Designed and implemented stress tests to ensure the system’s robustness to serve as the next mapping
•

Lead Software Engineer (1996 – 1998)
VersaForm provides Integrated Electronic Health Records Software and Practice Management Software from solos to clinics.
Replaced a single transaction object model with an asynchronous multiple transaction object model in a
•
large electronic health records (EHR) application. The new model used varying transaction isolation-level
controls, and increased concurrency and performance.
Wrote the installation and upgrade programs for shrink-wrapped EHR application (a multi-tier, ODBC
•
compliant, client-server application) to run on all Microsoft platforms.
Designed and implemented www.versaform.com and an on-line EHR demonstration program.
•
Wrote a generalized feature lockout mechanism to cripple various levels of the application and the
•
accompanying web-based key generator program.
Software Engineer (1993 – 1995)

•
speech recognition, and was competitive to IBM’s Simply Speaking and Kurtzwiel’s Dragon Dictate in
usability, speed and accuracy.
Implemented a multilayered security model tailored after Windows NT for EHR application.
•
Developed an electronic data interchange (EDI) program for medical claims submission, eligibility checking
