through multi-tasking as a vertical integrator of functions including many hand-on tasks. I have managed Proposal Development/Operations and
Production operations within the Business Development organizations of Serco Inc., BearingPoint, IBM, and LB&M/Advancia Corporation for over 20
years. I have been responsible for proposal management, proposal coordination and production resources, teams, and departments supporting Public
Services Segments, Commercial and Private and Federal Sectors. I’ve established standards, processes, and procedures for proposal development
and oversaw the continuous improvement of these. In recent years I have served as the driving force behind establishment of vital Business
Development processes such as definition of roles and responsibility; standardized, contractually transparent practices for bringing in surge support
of proposal development professionals; logging, review, and improvement forums for graphics and team development; full documentation of proposal
processes; and establishment, vetting, and internal marketing of self-starter tools for business groups to take advantage of corporation-wide lessons
learned as they mount their own bid campaigns.
I and my team provide active development and delivery of highly competitive proposal documents and for positively impacting proposal quality and
overall win rate. I have personally served as Proposal Center Manager for a range of bids up to $11 billion, as well as a large number of
more-focused bids. I specialize in leadership of all phases of large, strategic bids; initiation and revitalization of self-managed proposal teams; and
continuous improvement of proposal best practices that streamline production procedures to elevate quality. Our support spans from pre-kickoff to post-
delivery, and I have established and maintain optimal team organization and effectiveness with daily morning teleconferences with all offices
nationwide to balance workload for dynamic resource requirements of up-to several dozen active bids. I led the development of the engagement
form system in 2011; abetted by improvements from the SharePoint support team in Colorado, this system often provides flags in advance to work
needs into budget.
