Air Force Environmental Restoration Contractor 2008-Present
Environmental advisory and oversight consulting to USAF Civil Engineer Center (AFCEC). Support
project management of large DoD, multi-year, performance-based remediation contracts valued at
$37mil (8-yrs) and $12mil (5-yrs). Contracts provide for cleanup of hazardous and regulated waste
releases to soil and groundwater at 93 CERCLA, NPL, RCRA, and Leaking UST sites located across
six USAF bases, five USEPA regions, and six state regulatory jurisdictions, including CA and FL.
Analysis and strategy support to AF clients through situational awareness of contracts’ long-term
performance. Monitor, document, and report remediation contractors’ compliance with contractual
objectives for environmental investigation (PA/SI), remediation (RI/FS, PP/ROD, & RA-C/RA-O), and
monitoring (LTM & NFA) activities.
Verify and report to AFCEC leadership on contractor’s technical and financial compliance with
contractual and regulatory milestones and schedules. Author AFCEC technical reviews of draft
deliverables prior to regulator submittal. Produce procurement execution packages for new project
acquisition awards, as well as contract modification packages to revise previously awarded Scopes-
of-Work and exercise fiscal year funds.
Instrumental in resolving complicated, out-year scheduling errors originally awarded as part of 8-yr/
$37mil contract, initially placing contract “at risk” for failure. W ork closely with AFCEC Legal,
Technical Division, and Contracting; AF Bases; field contractors; and EPA & state regulators to help
solve complex site-specific technical problems, contractual funding issues, and process scheduling
delays. Collaborate with process engineers to produce formal presentations to AFCEC leadership.
Zurich North America Houston, Texas
Senior Environmental Underwriter / Risk Manager 2001-2008
Underwrote facility, contractor, professional, healthcare, and lender environmental liability insurance
for nation’s third largest commercial carrier. Developed loyal customer relationships with licensed,
commercial insurance brokers in order to generate, retain, and grow profitable business.
Personal underwriting authority of $10mil policy limits. Responsible for placing limits up to $50mil.
Bound (sold) highest volume of environmental policies among three department underwriters. Single
policy premiums in excess of $500,000.
Reviewed consultants’ technical environmental reports of industrial/commercial facilities to determine
insurable risks relative to corporate underwriting guidelines. W orked closely with Corporate Legal
and Risk Engineering Depts. to find solutions to clients’ unique risk mitigation needs, enabling Zurich
to win profitable accounts against competing insurers.
Performed environmental site inspections and data room reviews of commercial and industrial
facilities. Consulted with clients’ environmental specialists and attorneys to help place their coverage.

Senior Environmental Risk Analyst 1993-2001
Managed due diligence to mitigate environmental risk to bank’s real estate collateral assets.
Enforced bank’s national environmental policy, and acted as internal environmental consultant.
Managed 30 to 60 deadline driven projects per month, with loan amounts ranging from $250,000 to
$100mil.
Ordered/reviewed Phase I, II and III reports from third-party environmental consultants nationwide.
Managed consultants’ investigations and remedial actions of soil and groundwater contamination,
LUSTs, asbestos, and regulated/hazardous wastes. Interpreted collateral, legal, regulatory, and
financial liabilities, and determined risk s and responsibilities to involved parties.
Established pre/post loan closing due diligence. Calculated time/cost estimates of work needed to

Senior Project Manager / Environmental Geologist 1986-1993
Project Manager of Phase II and III soil, groundwater, LUST, and regulated/hazardous waste
assessments and closures. OSHA 40-hour trained and certified.
As field geologist, conducted subsurface soil investigations, groundwater monitoring well installation
and sampling, LUST closures, hazardous waste investigations /remediations, and waste
characterizations.
Compiled TWC assessment documentation for compliance notification and reporting. Negotiated with
TWC case managers for regulatory compliance and project closure. Performed OSHA Level B
investigations of Dallas Water Treatment Plant and hazardous waste petroleu m facility.
