Management. BTMG extended its current integration platform services

The solution had to be both 4010 and 5010 Compliant to support existing and

future HIPAA transactions. BTMG leverages BizTalk for EDI validation and

real-time integration services (Claims, Claim Status, Remittance and

Eligibility). Initiate was adopted to standardize Provider and Patient

Claim data based on core enterprise repositories, and inbound HIPAA

transaction. Served as Initiate Developer responsible for designing and

Client has a demand for real-time processing for Eligibility

Inquiry/Response Transactions (270/271) and Claim Status Request/Response

Transactions (276/277). The business process also required shredding and

persisting inbound (270 and 276) transactions to a relational database

without impacting service response time, which introduced parallel

processing into the design. The solution necessitated an approach that

fulfilled key core system requirements including parallel processing,

transaction management, secured transaction delivery, transaction

correlation, and notification. As such, I provided guidance on an

Enterprise strategy that integrates multiple applications and data stores

throughout the organization by adopting Service Oriented approach and

employing latest technology and design approaches; specifically leveraging

the BizTalk Server platform as Service Oriented Infrastructure along with

the Windows Communication Foundation (WCF). The solution approach exposes

internal interfaces via WCF (hosted in Internet Information Services) in

client's DMZ; while employing BizTalk address the core system requirements

including managing service end point mapping, HIPAA Level 2 EDI validation,

and guaranteed message delivery sub-system. The Service Oriented

integration approach enabled a real-time, loosely coupled and high

performance solution by exposing and publishing logic-locked business rules

via WCF interfaces on the service bus. It's key to note, that by adopting

this approach existing logic and data stores assets could be used in their

Lead Architect (hands on) implementing Enterprise grade BizTalk 2006 R2

solution replaced legacy IBM Mainframe COBOL solution requiring a staff of

6 to maintain day-to-day HIPAA 835 processing, while integrating with IBM

DB2 Database. The solution processes ~$60 Million Remittances daily (~$18

Billion annually). Responsibilities include Design, Development and

Mentoring and training staff. Development responsibilities include

developing and implementing complex end to end BizTalk processes utilizing

custom Pipeline Components, Custom Functoid development, Custom Adaptor

Development, Orchestrations, Advanced Mapping/Custom XSLT, Schemas,

include staff required to maintain the solution)

a. Existing staff were all COBOL developers with no .NET, Java, C

experience

b. Existing Staff did not have ANY relational database or SQL

experience

c. Staff had been in maintenance and support mode for the past 14

years (i.e. break-fix)

3. Existing System had no documentation

4. 95% of critical data stored in IBM VSAM files

Solution Objectives

1. Secured: Encrypt sensitive data, and authentication credentials (i.e.

connection strings)

2. Robust: Detailed error and exception handling with regards to behavior

and notification

3. Scalable: Ability to add new trading partners without impacting system

performance or functionality for existing trading partners

4. Redundancy: Solution had a 99.99999 up-time requirement Mon-Fri

5. Performance: Maintain or exceed existing processing time frames (beat

existing time frame by 100%)

6. Maintenance: Technical background and past experience with existing

system mandated the design to prioritize Maintenance above all other

objectives, barring security. The goal was to enable the team to deploy

new trading partners by minimizing development efforts to Mapping and BRE

Policy. As such the solution's workflow is largely Policy Driven.

7. Visibility: Due to the nature of the solution (data processing) the

application had to provide detailed insight into the solution. Including

system errors, warnings, state of data load (i.e. Job % complete, and the

ability to drill down to detailed level information).
