(III) WORK EXPERIENCE

Intern (2006-2007), and subsequently staff member (2007-2010) of the UNESCO/OAS

International Hydrological Programme (IHP-LAC) in Montevideo, Uruguay.

Coordinator and researcher for PccP (From Potential Conflict to Cooperation Potential),

the leading initiative of IHP/LAC, on resolution of international water conflicts, and

Translator, from Spanish into English and vice versa, of the whole range of HIP/LAC

documents. My translations into English included the Manual for Facilitators of the

UNESCO-IHP WET Program, Water and Education for the Americas and the Caribbean,

a book being used in the WET program throughout the Hemisphere, as well as “Legal and

Institutional Framework in the Management of the Transboundary Aquifers in the

Americas” ("Marco Legal e Institucional en la Gestión de los Sistemas Acuiferos

Transfronterizos en las Americas"), a resource book for worldwide distribution for the

International Shared Aquifer Resource Management (ISARM) Americas Program. The

book deals with transboundary water bodies, and involves International and National Law

and Natural Sciences concepts and terminology which are relevant from the legal and

diplomatic standpoints. I also translated the follow-up Second Book of the aquifer series,

and started the translation of Part III.

Organization of American States (OAS) – Intern, Department of Sustainable

Development (DSD) of the OAS in Washington, DC (July-August, 2007), for which I was

recommended by my University’s faculty. DSD/OAS is responsible for Hemispheric OAS

environmental progrms, including international aid to countries for hazardous chemical

substances and other pollutants’ control legislation; drafting of common customs codes to

prevent illegal trade, promote adequate labelling of hazardous substances, etc. As part of

such Internship I made a presentation for the whole Department of Sustainable

Development and experts of the Legal Department of the OAS on Replication In Central

America Of Mercosur Achievements In Management Of Traded Hazardous Substances . The

Such Internship was followed by an ongoing Contract as a paid Consultant for the OAS

Department of Sustainable Development. In such context I was the Rapporteur for the

Regional Workshop, Sound Management of Chemical Substances, held in Managua,

Nicaragua, 3-5 October, 2007 with the highest regional officers and experts of

Environmental and Health Ministries in attendance. My presentation in the workshop is

Retained by the OAS Department of Sustainable Development (DSD/OAS) for an

additional Consultancy whose output was a paper on Integration of gender analysis into

management plans, and developing a public information component to support gender

equality: Development of information and data disaggregation on gender-related issues

concerning use of chemicals and agro-chemical; risk level assessment based on relevance of

gender for key sectors (notably agriculture).

2009 – Selected by the UNESCO Center for Water Law, Policy and Science of Dundee

University (Scotland, UK), for a presentation on Water Regime Constitutionalization in

Uruguay (the 2004 Constitutional Water Resources and Sanitation Reform in Uruguay,

named by UNESCO Courier (ISSN 1993-8616) as “a world first” in terms of Water Rights,

Policies and State involvement in water and sanitation services.
