PROFESSIONAL EXPERIENCE

October 1979 to July 2008 New York State Insurance Fund, New York, NY

Director of Service Operations (4/92 - Retired 7/10/08)

Responsible for management oversight of all NYSIF owned and leased

properties.

Directed and coordinated building/facilities/engineering/security

operations at all NYSIF locations. This included eleven buildings in nine

locations housing @ 3000 employees statewide. Authorized all maintenance

and security contracts and approved commodity billings for each facility.

Prepared operational and capital improvement budgets totaling

$25,000,000.00 for the following year for all facilities. . Established

specifications for RFP's, coordinated bid processes and evaluated received

bids for all building services and commodities.

Developed, evaluated and reviewed requests & proposals for the

procurement of new space and/or the improvement, addition or alteration of

existing premises. Negotiated the procurement of new and existing leases

and purchases of new space. Evaluated proposed sites based on suitability

as to size and configuration, comparison of the layout and space allocation

with programmatic needs and economic feasibility.

Supervising Project Manager of a subordinate staff of Facility

Managers to oversee all construction work and services statewide for @

1,000,000 square feet of build outs. Secured architectural and engineering

services appropriate for each project. Approved selection and design of

modular furniture, seating and office furniture. Supervised construction

meetings and approved all applications for payment and change orders.

Ensured that all projects met established deadlines and stayed within

planned budget figures.

Chaired the Real Estate Committee and the Statewide Labor

Management Health and Safety Committee reporting directly to the CEO.

Contracted for catering and presentation of the monthly Board of

Commissioners meetings and planning and setup of Policyholder meetings in

our multi-room penthouse conference center. Supervised the planning of the

annual national AASCIF (American Association of Compensation Insurance

Funds) events at the NYC Hilton, Circle Line and Intrepid Museum in 2002.

Established policies and procedures for and oversaw periodic drills

for building evacuations in the event of fire or terrorist attack. Acted as

Fire Safety Director for the home office.

Acted as the building manager for the 199 Church Street home office

(located seven short city blocks from Ground Zero in Manhattan which houses

@ 1250 NYSIF staff. Supervised the building maintenance, engineering &

security staff. This building was used for an initial command center by

NYPD and NYFD after we totally evacuated all personnel when the second

tower collapsed on 9/11. Assembled a team of architects, structural

engineers, blast engineers, physical security experts, contractors &

internal staff to develop plans to protect our building from future

terrorist attacks.

Managed the physical security team reporting directly to the CEO

and implemented the following building improvements to protect the building

and staff from a future terrorist attack at a cost of @ $10,000,000.00.

. Developed plans for and installed the country's only

operable blast resistant windows for the entire building.

. Installed specially designed planters for use as anti-ram

barriers to provide a 12 to 16 foot setback to protect the building

against explosive laden vehicles.

. Installed 64 hi-tech surveillance cameras to cover entire

building perimeter, including the adjacent streets and key secure

areas inside the building.

. Supervised the erection of a 3-story high air intake system

to replace the 90-foot air intake grate in the sidewalk and a mailroom

with a negative air emergency system to protect against a possible

Anthrax attack.

. Designed & installed a secure turnstile access control

system for entrance to the building by employees and the public.

. Established direct contacts with US & NYS Homeland

Security, FBI, FEMA, NYC OEM & NYPD Anti Terrorist Task Force.

Assistant Director of Personnel (10/79- 3/92)

Supervised a subordinate staff of Personnel Administrators in all

phases of Human Resource Management including staffing and recruitment,

classification, labor relations, discipline and grievance procedure

administration, affirmative action, work performance evaluation, staff

development & training and benefits administration.
