I. Regulatory Impact Analysis (R IA): T he Impact of Ministry of Agriculture and M inistry of

I ndustry Decision 950/1 on Food and Beverages Producers and other Stakeholders

The research study aims at weighting the costs and benefits of a regulatory attempt to

i mpose internationally approved and adopted guidelines to food safety and environmental

p rotection on producers in the food and beverages (F&B) sector in Lebanon.

T he cost-benefit analysis applied in the research study was based on results obtained from

a t wo-part survey. One part was designed to detect producers’ perception of the costs they

expect to incur in complying with the stipulations of the ministerial decision. The other part

t allied compliance costs as estimated through field visits to production site premises.

The bottom-line outcome of the analysis is that the overall benefits from compliance with

t he Decision outweigh the costs by a narrow margin of 16 percent.

T he research study concludes with two sets of recommendations. In one set, proposals were

p ut forth that may call for modifications to the ministerial decision that would raise its cost

effectiveness. In another set, suggestions aim directly at underpinning the decision’s two

overriding objectives namely, food safety and environmental protection.

II. Dissertation submitted in part-fulfilment of the MSc in Economics: Measuring t rade

i nformativeness: The case of Ashland Inc.

This paper measures the extent of private information conveyed by a t rade in an

i nformation asymmetric model, for the case of the stock of Ashland Inc. Following

H asbrouck (1991b), t rade informativeness is assessed by decomposing the variance of the

efficient price innovation into t rade and non-t rade related components. The volatili ty of the

efficient price innovation that is related to t rade is interpreted as an absolute measure of

t rade informativeness whether the ratio of this component to the overall variance is the

relative measure. Using 1995 quote/trade data of Ashland Inc., the paper finds that 20

percent of the total variance is att ributable to t rade. The paper also finds that in an

absolute sense, t rades are most informative in the beginning of a t rading t rade.
