Is to obtain a position as Structural/ Bridge Engineer, where I can
utilize my engineering and project management education couple with the
application of the principles and practice of civil engineering using
these accepted codes for design, construction and inspections: AASHTO,
ACI, ASCE, PCI, etc.

> Served as Head of the four major Engineering Departments of the
Ministry of Public Works, Republic of Liberia;
> Supervised Departments : Design and Supervision Division, Operation
and Construction Division, Zoning and Land Use Division, and Traffic
Division:
Design and Supervision Division
-Supervised the head of this Division, an Assistant Minister, who
functions to run the day-to- day activities and operations consisting
of several other units. The units are Engineering, Surveying,
Architectural, Electrical, Mechanical, and Public Building. This unit
designs all structures, supervise their construction, and review all
drawings and designs submitted to the Ministry by private and
consulting firms for approval. Collaborated with and Attested to all
final approval of this division's work.
Construction and Operation Division:
-Supervised the head of this Division, an Assistant Minister. This
division functions to implement the construction and maintenance of
all new roads/ highway, including bridges. It also maintains a fleet
of equipment and several teams of engineers. Nationwide, this division
maintains fifteen construction districts that review, approves and
supervise construction work in the counties. This division comprise of
two units: Highway construction and Highway Maintain. All new
constructions including bridges and culverts are supervised by the
Highway Construction unit while their maintenance is supervised by the
highway Maintenance. Collaborated with and Attested to all final
approval of this division's work
Zoning and Land Use Division
-Supervised the head of this Division, a Director of Rural and Urban
planning who reported directly to the Deputy Minister for Technical
Services. Their functions included the review of all sites for new
structures/proposed construction based on the land use guidelines of
the Ministry of Public Works. Presently, under the direct supervision
of the Deputy Minister for Technical Services, this Division
implements an active Zoning Project, the zoning of the land commencing
from the Eternal Love Winning Africa (ELWA) Communication Center
intersection to Roberts International Airport (RIA). This project cost
five million dollars financed by the Japanese Government.
Traffic Division
-Supervised the head of this Division, a Director ( who should be a
qualified traffic engineer) but presently there is none. I formulated
an enriched program which resulted in the hiring a Traffic
Engineer/Procurement Specialist to work with the staff assigned in
upgrading the division and build their capacities refine their skills.
This Division functions to design and install traffic signals and
other pavement markers and traffic improvement/easement technologies
at required intersections based on periodic results of traffic studies
conducted on all the road corridors of the Liberian Road Network.
Under my supervision, we secured a plan and program to developed the
capacity and to promote innovative skills of the staff in the
division which is presently on-going.
> Supervised the staff assigned to the program units:1) Infrastructure
Implementation Unit and 2) Labor Base Unit:
1) Infrastructure Implementation Unit (IIU)
Under the auspices the Ministry of Public Works, this unit implements
all World Bank Projects in Liberia. And this unit would develop within
five years into the Liberian Road Authority. A Director that heads
this unit and runs its day-to-day operations reporting directly to the
Deputy Minister for Technical Services. As Deputy Minister of
Technical Services I reviewed, qualified and approved all aspects of
the unit's projects and funding for those projects. He is the Direct
Infrastructure Representative of Liberia to the World Bank on the
discussion for all funding at the international and local levels.
Approximate total project cost implemented to date under this unit is
US$400,000,000.00 which includes the Red Light to Ganta Highway,
Caldwell Bridge and Fuel Unloading Facility projects . Another
Project Funded by this unit is the construction of the high lift pump
at White Plains for the Liberian Water and Sewer Corporation.
As Deputy Minister of Technical Services, I negotiated and provided
for the Kuwaiti funds, which financed the Feasibility Studies for
paving the highway from Gbarnga, Bong County to the Liberian - Guinea
Border. This highway forms part of the Trans-West African Highway that
connects Sierra Leone, Guinea, Liberia and La Cote d'lvoire.
2) Labor Base Unit:
Under the auspices the Ministry of Public Works, this unit implements
all community based infrastructure projects funded by the African
Development Bank in Liberia. A Director that heads this unit and runs
its day-to-day operations reporting directly to the Deputy Minister
for Technical Services. As Deputy Minister of Technical Services I
reviewed and approved all aspects of implementation for the unit and
funding for implementing its project.
As Deputy Minister of Technical Services, I served as the Direct
Infrastructure Representative of Liberia to the African Development
Bank on the discussion for all funding at the international and local
levels. Projects Cost implemented under this unit is approximately
US$100,000,000.00 which includes the Rehabilitation of the Harper to
Fish town Highway Project, The Feasibility Studies and Paving of the
Harper to Fish town Project, the Fish Town to Ganta Project; and The
Construction of fifteen schools and five clinics in the Southeastern
Counties- Maryland, Grand Kru and River Gee counties.
> Supervised other Assistant Ministers and several Directors while
validating Complex Independent Project Designs under their supervision
> Developed policy and programs and monitored those policy and programs
implementation while assisting and guiding the junior Ministers
and Directors of the division and programs units on the execution of
those policies;
> Served as the Chief Engineer for the Government of Liberia;
> Represented the Government of Liberia at all Technical Meetings;
> Developed codes and standards for the design and construction of
feeder roads;
> Initiated and participated in a program to fully utilize basic in-
house training on design and construction for senior and junior
engineers;
> Liaised with donors and other stakeholders on matters related to
infrastructure development of the country;
> Negotiated construction contracts for all the major roads paid for by
the World Bank, African Development Bank, Japan Corporation Agency,
Germany Technical Assistance implemented by GIZ, European Union and
International Labor Organization, UNOPS/ UNDP.
