2009-11 FINANCIAL STANDARDS FOUNDATION New York, NY

Consultant/Technical Writer

• Research and writing of procedural assessments of individual countries with regard to particular standards of

international best practice, such as individual country policies on data dissemination, fiscal policy, banking

supervision, investment and securities laws and regulations, anti-money laundering, and corporate governance.

Chief author and editor of the Foundation’s Annual Globalization Report.

• Research and writing of policy briefs and working papers on international financial institutions and issues

associated with the financial crisis of 2008. Focus was placed on changes within and dynamics between the G20,

the Financial Stability Board, the Basel Committee on Banking Supervision, and the IMF, with specific regard to

surveillance of bank and non-bank financial institutions, the Financial Sector Assessment Program, and issues

associated with the legal mandate of the IMF. Charted the progress and changes in the run-up toward passage of

the Dodd-Frank Act on a weekly basis, as well as all changes associated with Basel II and Basel III.

2001-06 INTERNATIONAL MONETARY FUND Washington, DC

Executive Board Operations Officer/Technical Writer

• Advised the IMF Secretary and Managing Director on key country or policy matters to be discussed and decided

upon in Executive Board meetings. Presentations were based on short to long-term research projects involving

qualitative and quantitative analysis of data. Subjects addressed included: (i) Multilateral Surveillance of the

Euro Area; (ii) Sovereign Debt Crises in Emerging Market Countries; (iii) International Standards and Codes and

the Financial Stability Assessment Program; (iv) all individual countries belonging to the South Asian

Association of Regional Cooperation, and (v) the internal policy issue of the governing structure and finances of

the IMF itself.

• Managed a four-person team in executing all preparatory and follow-up work related to a Board meeting. Wrote

procedural summaries of all documentation prior to a meeting, officially registered summaries of the discussion,

legal decisions, and press releases on lending activities and policies. Responsible for the final editing of all

archival documentation associated with an assignment. Wrote and edited internal manuals and procedures

designed for new employees of the IMF as well as representatives of member countries with regard to Executive

Board protocol and the duties and responsibilities of IMF staff.

• Contributed to a socio-economic project designed to determine the state of relations between the largest Buddhist

temple complex and monastery in the ancient city of Anuradhapura and its surrounding lower-caste population.

• Performed research on the Northeast war zone and monitored the 1994 general parliamentary elections – the first

elections to be held in the region at that time for 12 years. Research focused on the ethnic, religious, political,

and economic situation of the region with an eye toward long-term trends of intimidation and obstruction. A

written report was delivered to the UN and the International Human Rights Law Group.

• Investigated cases ranging from narcotics distribution to homicide, researched case history, and assisted

attorneys at trial. Investigations involved interviews with all persons of direct or indirect interest associated with

• Performed research and conducted interviews of prisoners, policemen, attorneys, and judges as part of an amicus
