PROFESSIONAL OBJECTIVES

As a construction quality professional, I have 30 plus years of heavy civil

construction experience. My experience and training was primarily in

quality control, quality assurance and field engineering oversight role,

which was accumulated on large scale highway paving, bridge construction,

and Hydro & Coal Electrical Power Projects. My career goals and objectives

include supporting the quality and safety culture for successful completion

of large complex projects that require detailed planning, team building,

effective communication and execution.

My diverse working knowledge in construction methods, materials testing and

inspection (i.e., geotechnical, concrete and asphalt, structural etc.),

inspection and testing plan development, inspection checklist development,

and subcontractor surveillance throughout my career will promote the

necessary oversight role to effectively support construction effort,

maintain schedules, continuously improve and assist the team in a

preventative working culture.

PROFESSIONAL EXPERIENCE

Hydro-Electric Power Stations

Project: Meldahl Hydro Electrical

Employer: MWH Americas

Client: American Municipal Power INC

Job Title: Civil Engineer - Field

Description of Duty: The Meldahl project included installation of three

35-megawatt bulb turbine generator units and other complex equipment. The

Voith Hydro turbine generators were housed in a submersible powerhouse

constructed with 109,000 cubic yards of reinforced concrete. The

contractor team constructed a 1,850-foot-long approach channel that will

direct water from the river into the powerhouse.

To prepare the site, the team excavated portions of more than one million

cubic yards of rock. Groundwater seepage was proving to be a challenge.

To remove water from the site, the team used deep-well and electric pumps

to discharge up to 5,500 gallons per minute. Additionally, the pumps were

operated around the clock to prevent flooding of the project site.

Featured, approximately 40,000 square feet of Doka's pre-assembled Top 50

gang formwork. The project design required three horizontal draft tubes

with a conical shape starting with an approximate diameter of 36'-6" and

transitioning into a rectangle at 59' x 54', with a total length of 91'-

9. Assignments included but were not limited to providing construction

oversight and QA inspections for civil and structural components

throughout.

Project: Rainbow Redevelopment Project

Employer: Washington Group Intl/URS Great Falls MT

Client: PPL

Job Title: Construction management team QA manager and lead

civil/structural inspector.

Description of Duties: New construction of 65MW hydro facility with

17miles of new transmission lines, three substation replacements or

retrofit. Assignments included but were not limited to providing

construction oversight and QA inspections for civil and structural

components throughout consisting of cofferdam construction, power canal

construction, penstock installations, powerhouse construction etc.

Gas Power Electric Generating Station

Project: South Point Energy Center, Mohave Valley AZ

Employer: Southwest Technologies

Client: Calpine

Job Title: Lead civil / structural QA inspector.

Description of Duties: Construct 520MW base load 530MW peak load gas

fired power plant consisting of Siemens Westinghouse combustion and steam

turbines. Assignments included but were not limited to providing

construction oversight and QA inspections for civil and structural

components throughout including mass excavation and grading, auger cast

piles, conventional spread footings, levies, cooling ponds etc. Monitored

and scheduled soil and concrete testing services.

Coal Power Electric Generating Station

Project: WA Parish, Thompson TX Units 8 and 9 new constructions.

Employer: Houston Consulting Services

Client: Houston Lighting and Power

Job title: Lead civil QC inspector

Located on a 4,650 site acre site near the Brazos River in Fort Bend

Texas (about 27 miles SW of downtown Houston) the WA Parish plant

consists of four natural gas fired units and four coal units. The

3,565,000-kilowatt plant is the largest generator of electricity in the

largest electricity generating system in Texas, and one of the largest in

the country.

Description of Duties: Construct Units 8 and 9, Performed QC inspections

for civil components throughout. Assignments included but were not

limited to installation of rotary car dumper requiring mass excavation

and well points for continuous dewatering, smoke stack foundations and

stacks, numerous subgrade surfaces for railroad and roadbeds requiring

lime stabilization. Pile installations, Installation of lineal stacker,

mass excavation and grading Interfacing directly with HL&P Quality

Assurance and construction management personnel. Monitored and Scheduled

concrete and soil testing services, performed document control

State Highway (Road and Bridge) Construction

Project: SR 125 San Diego CA - $359 Million dollar Design Build Package

Employer: Washington Group Intl / URS San Diego CA

Client: Caltrans

Description of Duties: Construct 31 Typical Bridges including Sweetwater

River Bridge 124'-0 high and OTAY River segmental bridge 190'-0 high.

Place 29,200 cubic meters PCC paving and 320,000 cubic meters MTn AC

paving, excavate10 Million cubic meters, construct retaining walls, noise

barriers and perform major utility relocations. Duties included

construction QC inspection and testing for civil and structural

components, direct interfacing with Parsons Construction Management team

and the State Highway Authority, Caltrans.

Project: Nevada Department of Transportation U.S. 95 from Boulder City NV

to Searchlight State Road 163 from Laughlin NV to US 95 and State road

318 Hiko, NV

Employer: Washington Group Intl -Las Vegas NV

Description of Duties: New road construction consisting of embankment cut

& fills, AC roadbed modifications AC cold mill recycle, AC paving, box

culverts and other supporting structures. Duties included construction QC

inspection and testing oversight for both civil and structural

components, as well as interfacing directly with NDOT Resident Engineer

and staff for scheduling correlation testing and overall acceptance of

work features.

Project: Nevada Department of Transportation Clear Acre Interchange

Overpass.

Employer: Stantech Consulting - Reno NV

Description of Duties: Provided construction QC inspections for civil and

structural components throughout interfacing directly with NDOT Resident

Engineer and staff.

Summary of Field Experience

Safety: Performed daily walk troughs to ensure safe working areas and safe

habits were in place throughout the projects.

Environmental: Performed daily walk troughs to ensure environmental

controls were in place.

Mass Excavations: Monitored excavations for lines, grades and quantities,

performed surveying scheduling registered survey when needed.

Slopes: Have inspected slopes and made necessary adjustments to ensure

stability including benching, shotcrete, retaining walls etc

Pile Inspections: Have performed inspections of bored piles consisting of

friction and end bearing piles, sheet piles for cofferdam construction and

retaining walls, ICP piles, Augeo piles and micro piles. Have performed

blow count, alignment and head pressure inspections. Have performed load

and pull testing.

Blasting: Monitored vibration seismograph readings, ensured all related

explosives permitting was in compliance with ATF, fire marshal and

specification requirements. Performed inspection of overall drilling and

blasting, ensured each blast had adequate stemming and cover. Scheduled

registered blasting consultant when needed.

Sub-grades: Inspect sub-grades for loose or unsound conditions prior to

construction. In road construction have worked extensively with geo-

textiles, lime and fly ash stabilization

Form work: Inspections for lines, grades and adequate shoring.

Reinforcement steel: Inspected concrete reinforcement steel installations

ensuring bar size, lap length, clearance and spacing were in compliance

with approved project plans and specifications.

Concrete: Inspected concrete placements, ensuring the concrete mix, slump,

consolidation and curing were in compliance with approved project plans and

specifications. Have performed as well as have scheduled concrete testing

services.

Mass and cold weather concrete: Have performed thermo-mechanical analysis.

Post tensioned concrete: Have performed as well as have inspected post

tensioning of concrete

Backfill: Inspected backfill operations ensuring the materials and there

placement were in compliance with project plans and specifications. Have

performed as well as have scheduled soil compaction testing services..

Structural steel: Inspect the materials and there installation to ensure

compliance with project plans and specifications have scheduled as well as

have performed torque verification of bolted connections.

Welding: Performed visual inspection of welds for crack identification and

bonding flaws, Scheduled x rays as required.

Piping: Performed hydrostatic testing and inspected HDPE liners.

Fireproofing Inspections: Have obtained samples and verified depths and

adequate coverage of fireproofing agent.

Electrical: Have performed electrical inspections under the direct

supervision of an electrical engineer.

Construction materials testing

experience

Was employed with Alt and Witzig geotechnical engineering Indianapolis

Indiana from 1980 to 1997 the experience gained while employed there has

proven to be invaluable. Having a good understanding of concrete, soil and

steel field and laboratory testing and inspections has been a great asset.

From 1990 to 1997 I set up and managed an office representing ALT and

Witzig near the IU campus gaining management skills that would benefit me

in my future endeavors.

Management experience

Implemented plan and procedure development, performed document control,

reviewed submittals and assisted resident engineers with RFI's, attended

weekly construction safety, progress and QA QC meetings. Have put together

a team and provided direction.
