. Branch Director: Interacting with FEMA FCO /State SCO and JFO branch Directors as well
as state, county and city emergency management officers. Present the Mitigation Goals and
achievements to help implement complete recovery process
I have worked as the Mitigation Branch Director on 6 different disasters since 2009 this
includes DR-1782&1783 in Mississippi, their largest and most complex disaster since H.
Katrina. I have worked each of these Disasters from the beginning to the completion of the
Disaster.
JFO-Mitigation Branch Director (DR-4025 & 4030-PA) Current Assignment 10/06/11

Developed, implemented and manage the four component groups that comprise the mitigation
branch;(Community education and Outreach, Floodplain Management and Insurance, H.M.
Grants & Planning, Hazard Performance & Analysis), ensuring an open environment of inclusion
and team effectiveness. Additional responsibilities include information gathering, reporting &
analyses of the disaster specific information. Establishing and maintaining state and local
partnerships with elected and community leaders, contract management, system analysis and
administrative duties, including payroll and employee relations.
Disaster-related information gathering and reporting of IAP, Sit-Rep, Exsum, Spendplan, FPM
Department reports, and the daily/bi-weekly FCO Reports.
Establish and maintain strategic partnerships with state officials, including SCO/CCO and
state hazard mitigation officers (SHMO, I/A, PA, ESF-15).
Partnered with other FEMA representatives (Region 3 and the JFO) and the insurance
commissioner’s office to coordinate the implementation of mitigation/insurance activities,
provide insurance agent training through the NFIP Insurance Program and providing progress
reports for the “Write Your Own” paid claims program.
Contract management in support of program activities, including the Hazard Mitigation
Technical Assistance Program (HMTAP) and Mission Assignment (MA) required for the High
Water Data Collection project.

Mitigation Management Specialist : Obtained the information, developed and filed reports
for the 4 groups that comprise H.M. Mitigation, monitored payroll for the H.M. branch,
submitted the IAP, Sit Reps, Staffing Patters and the numerous other reports for the JFO
operations, developed and built JFO partnerships within the JFO. Work at the Mitigation
Staffing Center in 2004, 2005, 2009 & 2010.
H.M. Community Planner Team Lead: Interact with the FEMA Regional, State, County and
local planners to ensure that an effective and current Hazard Mitigation Natural Hazards Plans
for the State, County and Community as Individual Community or Multi-Jurisdictional Plans
are in place.
Floodplain Specialist Team Lead: Helping State, County and local Governments
understand how the NFIP can help them t to help them, Build Better Stronger and Safer to
protect life and property.
Hazard Mitigation Grant Programs (HMGP) Team Lead: Reviewed HMGP plans to ensure
compliance with the various regulations located in the Sanford Act, CFR #44 and the NFIP
regulations.
CEO Supervisor : Responsibilities include management of Disaster Recovery Centers
Community Outreach Centers also locate and develop Success Stories.
CEO Team Lead: Develop educational material designed for specific disaster scenarios and
track distribution to multiple disaster recovery centers.
A) Monitor daily success rates of multiple Disaster Recovery Center’s against established
goals and present operational reports to JFO Management.
B) Train Mitigation Advisors to work in Disaster Recovery Center’s to explain educational and
redevelopment programs. Which help the citizens in various communities Build Better,

Disaster Recovery Advisor: Counsel disaster victims, providing information relating to
various Federal assistance and education concerning solutions for current and potential future
loss prevention.

King County Department of Public Safety, Seattle, WA 1989 - 2004
Deputy Sheriff, Retired
Assigned to patrol north and southwest precinct districts in King County. Responsible for
responding to 911-dispatched calls, rendering service to the public and responding to allegations
of crimes against persons and property.
Assisted team members and superiors with initial crime investigations including homicide,
assault, burglary, robbery, juvenile disturbances, traffic problems and accidents.
Selected to participate in Community Policing program: liaise and work with various
neighborhood watch groups, homeowner associations, city mayors, city council members and
local business groups to establish and implement community law enforcement priorities.
Trained deputy recruits in areas of tactics, marksmanship, procedures and law.
