Miami-Dade County Finance Department ... Miami, Florida 2002 to 2011
The finance department serves all County departments for the 5th largest
county in the U.S. and all entities conducting financial transactions
within Miami-Dade County.
Manager, Credit and Collections
Recruited to overhaul small customer service division into a full service
collections and recovery department; increasing sector from 7 to 47
employees and 3 to 30 departments referring accounts. Managed Collectors,
Paralegals, Supervisors, Managers, System Programmers, and accounting
personnel for department; controlled billing and collections for non-ad-
valorem debts, including bad debt collections for Jackson Memorial
Hospital patient accounts and Fire Rescue Ambulance Service accounts;
developed and implemented all policies and procedures for department
consisting of Accounting, Collection, Outside Agency Management, Billing,
Computer Operations, and Legal units.
Coalesced with procurement department to select third-party
vendors/collection agencies; developed tracking method to measure results
for Champion/Challenger competition; provided fiscal and accounting
controls over resources by processing vendor payments and payroll checks;
maintained County's general ledger system and delivered financial reports.
