Support Program Manager (upon award). Consultant for Small Business
contract at VAFB and Patrick AFB.
L-3 COMMUNICATIONS (10/02 to 8/23/2013); WR Deputy Depot Manager
Manage Depot level II support for Space Lift Range Support Contract
(SLRSC).
Supported metric proven successful managerial guidance over Depot Repair
Center engineer's and technician's that support range mission equipment
failures. I was Integral to development of ISO 9001 Quality process
control and ISO 14001 ESH Environmental Health & Safety programs. I worked
with Union personnel on a combined Eastern & Western Range budget of
several million dollars with over a million dollars' worth of sub-
contracts. Supervised the Western Range, "Depot Operations Center" (DOC),
the single point of contact for Depot maintenance operations on the Space
Lift Range Support contract, encompassing both Eastern and Western Ranges.
The Depot provided the maintenance effort that includes overhauling or
rebuilding mechanical and electronic parts and assemblies to support range
launch operations. This effort included manufacture of parts,
modifications, testing and reclamation. Depot maintenance supports base-
level operational maintenance technicians by giving them technical help and
doing any repairs beyond their skill level or responsibility.
Additionally, As WR Depot Interim Engineering Change Project Lead, Initiate
Rough Order Of Magnitude (ROM) and maintain Depot engineering change
proposal schedule
Assign Roles and Responsibilities / Coordinate changes in cost/schedule

RS INFORMATION SYSTEMS, INC. (11/01 to 10/02); Bus Development Consultant:
Consultant hired as representative of RSIS at Vandenberg to provide
information and technical support towards the procurement of the 45 million
a year, 8year term (WROC I) Western Range Operations, Communications and
Information contract. Initial effort was to establish RSIS at Vandenberg
and review, (DRFP) draft request for proposal and assist in proposal
development. I investigated potential partnering and provided reports to
assist with establishing partnering with (HEI) Hernandez Engineering, SA-
TECH and (DCS) Digital Consulting.
NORTHROP GRUMMAN/PRC Defense Systems (11/00 to 05/01); Senior Engineer:
Provided engineering evaluations on procedures and processes of DMSP
contractor to SMC/CI, evaluated Space Craft quality control and testing at
Vandenberg AFB's Payload Integration Test Facility (PITF) and (SLC-4W)
Titan II launch facility. Presented Quality Evaluation and Improvement
recommendations to SMC/CI on (DMSP S-20/Titan II G-9) Spacecraft/Payload
Processing concerns at Vandenberg Air Force Base. In support of the launch;
reviewed Test Authorization Reports (TARs); attended Test Review Boards
(TRBs); Launch Readiness Reviews (LRRs); Technical Interchange Meetings
(TIMs); and procedure table top reviews and provided verbal and written
reports to SMC/CI.
DYNAMIC CONCEPTS INC. (7/98 - 11/00) Quality Manager / Safety Officer &
Lead Project Engineer:
Manage Quality Control Department, monitoring ever changing, Metro Area
Network of computer LAN/WAN and Telephony communications systems and vast
cable plant at VAFB. Wrote and implemented Government accepted Quality
Control Plan & Environmental Plan fulfilling two of several related CDRL
requirements. Prepared metric analysis reports presented monthly, quarterly
and annually covering all tasks of the contract to the government. Chaired
Staff meetings where I briefed status of operations and new installations
on a variety of projects. Managed and Trained Military personal performing
Maintenance Standardization and Evaluation Program (MSEP) to include
Special, Personnel, Managerial and Technical evaluations for monitoring
performance trends and analysis. As Manager played a key role in acceptance
of project upgrade of installations by Nortel and GTE on DMS 100
communications switch facility. Inspected the installation contracted by
government to Alcatel of DACCs for Sonet and ATM wideband network control
system. Setup and maintained Cal/Osha, Afosh Safety and training program
for DCI and Sub Contractors.
DELCO SYSTEMS OPERATIONS. (1983 - 5/97) Quality Systems Test Specialist:
Provided a full range of technical support for a General Motors Research
and Development center of electronic hardware designs for space, airborne
and land vehicle computers including inertial guidance and navigation
systems. In this position I was instrumental in developing prototype
mission computers for multiple aircraft and missile programs. I was
responsible for all testing, data analysis, configuration, final assembly
and attainment of workmanship standards. I provided technical and
managerial leadership in complex test and evaluation projects. I
collaborated effectively between manufacturing, engineering, quality
control and clients. I am experienced with a wide range of state-of-the-art
projects and support equipment. Obtained data, analyzed and formatted into
presentations for government and customer review. I completed contract
requirements for classified, low cost inertial guidance programs. Problem
solved complex analog and digital devices while maintaining government and
engineering documentation control.
