Summary
A results-oriented executive experienced in operations, project management, and program
direction for diverse organizations – telecommunications, logistics, training, industrial, and service
organizations. Proven, demonstrated skills developed over 23 years in the US Navy's most
challenging positions at sea and ashore. Expertise and formal training in Total Quality Management,
program management, safety (OSHA/HAZMAT/Environmental compliance), public relations,

Accomplishments
Program and Operations Management. Led successful proposal effort for 100 million dollar
US Defense Reutilization and Marketing Service solicitation in Iraq. Managed multiple ships'
overhauls ranging from $2 to $15 million. All completed on time and on or under budget. At
Military Sealift Command, directed plan to identify key indicators of readiness, established and
analyzed metrics resulting in savings of over 45 million dollars. Using Total Quality (Demming)
methodology, oversaw the training and administration of over 300 personnel at shore command,
instituting innovative feedback/communication methods that produced the highest readiness in
the nation and the best inspection results (fewest discrepancies) ever recorded. Successfully
spearheaded initiative to reduce decommissioning time for Frigate from 10 days to less than
three. Directed ship operations under extremely trying circumstances that “completely turned
around ship operations in less than eight months” when senior leaders said it could not be
done. Developed detailed operations plan leading to award of Base Operating Services contract
(USAF) for Manas Air Base in Kyrgyzstan.
Executive Leadership. Using TQM principles, led shore command to excellence – awarded
Sidney Fields award as the best command of its kind in the world. Analyzed cost effectiveness of
personnel reorganization and took action to save Navy 11.2 million dollars in a single year. Led
budget development and execution of two Navy ships and one shore installation. Conducted
business processes and manpower analysis projects for two separate worldwide enterprises
(shipping and telecommunications). Commanded Naval vessel called the “showcase of the
squadron” – evaluated as the number one ship on the West Coast in retention, combat systems,
maintenance management and a host of other metrics.
Corporate Trainer. Developed Combat Systems training plan that was adopted by
SURFPAC MTT as their model. Created training program for 40 person directorate that set
the standard in US European Command – standardizing the training format, establishing
policy, and executing the program. Taught executive courses at George C. Marshall Center
for Security Studies (Germany) to East European leaders. Analyzed and created “cradle to
grave” training and certification processes for four separate organizations in engineering,
combat systems and communications with stellar results. Developed leadership course for
newly commissioned officers for Officer Indoctrination School.
Communications and International Relations. Prepared remarks for Commander in Chief,
Europe testimony to Congress, briefings to the Navy National policy Board. Frequent liaison with
Office of Secretary of Defense, Joint Chiefs of Staff, State Adjutant Generals and numerous Flag
and General Officers on National Reserve Policy matters. Promoted international good will as first
US Navy ship Captain to perform humanitarian mission to East Timor. Led briefing team in
presentations to Republic of Bulgaria on Reserve Component organization and training, laying
groundwork for that nation’s Military Reserve Forces.
Member Project Management Institute. Certified Project Management Professional. Graduate of
Philadelphia Institute of Paralegal Training. Formal training in OSHA standards, industrial
psychology, industrial management, leadership development, professional communication,
personnel supervision and leadership. Formal media training.

Foreign Military Sales Support Office (FMSSO) 2013 – Present
Booz Allen Hamilton, Alexandria, Egypt
Manages Foreign Military cases advising Egyptian Military and acting as liaison between Egyptian
Navy (EN), NAVSEA, the U.S Office of Military Co-operation, and contractors supporting FMS
cases. Assists in prioritizing EN military budget expenditures. Tracks and advises on official
governmental correspondence between militaries.
Technical Assistant Team Operations Manager/Safety Manager 2011 - 2013
VSE Corporation, Alexandria, Egypt
Manages 45 personnel in the repair operations for 8 Egyptian Navy warships. Program Safety
Manager for over 500 employees in Industrial environment. Develops and executes long range
planning to support continuous training, maintenance, and repair of former Knox, Perry, and
Osprey class vessels. Maintains relationships with Senior Egyptian Navy Officers and
NAVSEA.
Program Manager/Ship Construction 2008 - 2010
Northrop Grumman (Sperry Marine), Charlottesville, VA
Developed multiple proposal and quote efforts in response to U.S. government solicitations for
hardware, services, and software development. Responsible for Business development
relations with US Military. Familiarity with FAR/DFAR requirement. Responsible for budget,
schedule, quality and adherence to Program Management principles.
Business Development/Program Manager Iraq/Kuwait/Afghanistan 2006- 2007

Developed business and project leads in assigned areas of responsibility. Performed gap and capability
analysis to determine potential short term and strategic benefits. Worked internal business case
analyzes for program purchasing. As Program Manager for Defense and Government Services
planned and executed three programs in excess of 127 million dollars. As part of Program
Management Office, formulated processes and SOPs for both Business Development and
Project Management Departments. Received ISO training.
Program Manager/Special Assistant to the Commanding Officer 2005 - 2006
Military Sealift Command, Washington DC
Primary advisor to Commander on all operational matters pertaining to a 1500 person Reserve force in a
company of over 8800 personnel supporting worldwide shipping. Managed budget of over 2 million
dollars. Established policy, standards of training and associated documentation, metrics of readiness,
evaluation and mentoring of 41 unit commanding officers.
Program Manager/Special Assistant to the Commanding Officer 2003 - 2005
Naval Network Warfare Command, Norfolk, VA
Primary advisor to Commander on all matters pertaining to a 1200 person Reserve force in a global
telecommunications company. Stood up the Reserve organization at this new Navy Command. The
Navy’s first IP Community manager - coordinated long range community career path and training
requirements. Managed budget of over 2 million dollars. Established policy and standards of training
and all associated administrative support. Performed evaluation and mentoring for 27 unit commanding
officers.
Commanding Officer, USS George Philip (FFG-12) 2001 - 2003
San Diego, CA
Responsible for all aspects of operations, safety, long range planning, and career development for 200
men. Managed $1 million annual budget. US representative in East Timor for first US Humanitarian
mission for that country. Achieved unparalleled success in long range planning for ship – excelling
among all vessels on the West coast in training, morale, combat systems, operations and a host of other
metrics.

Plans officer and Executive Officer for two star directorate. Assisted in formulation, coordination,
execution of policy for all Reserve Component forces in Europe. Supervised senior Air Force, Army, Army

Responsible for all administration onboard warship. Managed highly motivated group of 20 officers.
Implemented successful integration of women onboard – the first integration of women ever on a Reserve

Responsible for all aspects of engineering training, safety and operations for 30 year old diesel
and gas turbine engineering plant and its auxiliary equipment. Led talented group of 20
supervisors and 180 engineers. Managed $6 million overhaul. LST 1186 received first Award
for Engineering Excellence in ten years. Tripled number of certified watch standers.
