Direct report to Chief of Appeals; assists Chief on daily basis with
everyday business of Appeals Unit; under broad supervision
supervises/manages support staff of 40 workers, and 47 hearing officers.
Assists Chief in daily duties of entire unit, the making of policy and
procedure for unit, obligated to insure that entire unit conforms to
Federal policy and procedure for conducting of unemployment appeal
hearings, insures conformity with Federal 382 ET Handbook.
Sole trainer over all new hire Administrative Hearing Officers; insure all
hearing officers receive proper training to successfully conduct appeal
hearings; issue and train in usage of equipment; insure compliance with
policy and procedure of the Department as well as Federal 382 ET Handbook
policy and procedure for conducting of hearings.
System Administrator over Electronic Appeals Process (EAP); primary liaison
with other Units within the Agency regarding the implementation and
processes of the EAP system. The EAP process was created by the UI Appeals
Tribunal Senior Regional Administrator along with me as his assistant. The
EAP system was "rolled out" as the Unit's standard process for conducting
of Appeal hearings as of July, 2013.
Review case law and remain updated on current law, policies and procedures.
Perform random case reviews of hearing officer's; assists with maintaining
Appeals load-ins for legal and technical accuracy; assists with keeping
hearing officer's resource manual updated and accurate; represent the
Appeals Tribunal within the Agency and in public; and communicate with
other units within the Agency and with the public on behalf of Appeals and
Department.
Represented the Tribunal and State of Georgia in March, 2013 at the USDOL
Annual UI Appeals Quality Review in Washington, D.C.
Manager in charge of Overpayment cases, Educational Worker cases and Labor
Dispute cases appealed to the UI Appeals Tribunal. As manager in charge, I
insure conformity with policy and current stance of Department as a whole
as well as in conformity with current Georgia statutory law and
Departmental Rules.
Prior to becoming Assistant Chief of Appeals I conducted 7 hearings per day
and managed 10-13 hearings officers under an assigned region as a Senior
Regional Administrative Hearing Officer; prior to becoming a Senior
Regional Hearing Officer, I conducted 7 hearings per day as a Hearing
Officer I and II.
Member of IAWP since August, 2011.
