custody issues. Having been a vocational instructor while a university

Selected Achievements
Impounded storm water onsite, saving thousands of dollars. Storm water on
150-acre Tetra Tech Los Angeles re-development project required sampling
before discharge to storm drain. Sending water offsite for testing would
have been expensive. Recommended re-using water from onsite lined pools to
control dust, avoiding need for detailed lab samples and expense incurred
with offsite water testing.
Avoided costly change order, enabling project to be completed on schedule.
Delon Hampton Foreman stated that grading plans for an LAX security project
were problematic, requiring a change order. After examining plans in the
field, determined that Foreman had mis-read them. No change order was
needed/work was finished on time.
Orchestrated critical airport fence realignment. As Engineer for Delon
Hampton project, determined that fence alignment at Ontario, CA Airport was
improper. Worked with Airport Police to re-align fence before contractor
began work, keeping fence away from climbable objects. Averted potential
safety/security problems while saving money.
Solved airport drainage problem. Determined that plans for LAX Airport
lacked provisions for drainage at top of box culvert. Worked with
contractor to grade area so it drained to existing ditch, which involved
minimal time and materials cost. When rains came, area drained properly
with no damage to box culvert.
Resolved sewer challenge, saving $50K over 4 years. While setting up
trailers for Tetra Tech project, noted that plan called for a sewer water
tank on-site. County sewer line was near the trailer. Recommended acquiring
a permit and paying a small deposit to hook into public sewer. Avoided
having a vac-truck pump out the tank weekly.
Solved problem that saved time and averted safety issues. Contractor was
off-loading an 80-ft. concrete beam when bracing (dunage) slipped. As Tetra
Tech Senior Construction Engineer for Tetra Tech, suggested using the empty
truck and trailer next to the one with damaged dunage, fixing it safely
without getting under the load.
Uncovered designer error, avoiding costly change order. As Delon Hampton
planning review Engineer, noticed inconsistency of topo lines on road
construction plans and asked designer for clarification. Designed
acknowledged topo line error and made corrections before contractor
performed any work, resulting in a no-cost change.
Averted bee hazard issue. Swarms of bees are major safety concern at a
construction site because it can cause "lost time" injuries. As EH&S
officer for Tetra Tech project, contacted bee keeper and who removed bees
from site. Achieved a "win-win" solution, as bee keeper was able to use the
bees and site incurred no cost or project delays.
Career Overview
Conducted Phase 1 Property Inspections for EDI, San Pedro, CA, January,
2014. Perform site inspections for commercial properties, documented
conditions at the subject property. This included interviewing site
managers, touring the location and taking photographs to show the condition
of the site.
Supervised Remodel of Strip Mall, Whittier, CA, March 2012- December 2013.
During this time supervised the rehab of a fifty nine hundred square foot,
four unit strip mall and unattached eighteen hundred square foot
Laundromat. Remodel included electrical, mechanical, plumbing, interior and
exterior updates and landscaping.

contracts.

Senior Construction Engineer HSO, Tetra Tech, Carson, CA, January 2008-
January 2012. During tenure with this environmental remediation and
construction firm, supervised construction on Brownfield/landfill project
in south Los Angeles. Activities included: underground pipe systems; geo-
synthetics; road construction; concrete/steel for concrete structures;
crane work; deep dynamic compaction; large earth moving (cut/fill and
import); and retaining walls.
. Evaluated site before construction by documenting existing conditions,
enforcing a storm water pollution prevention plan.
. Provided regulatory support with agencies including DTSC, the water
boards, city building and engineering departments as well as County
Department of Public Works-storm drain.
. Implemented a confined space program.
. Managed CARB/AQMD permits on equipment.
. Procured aero photography services.
. Acquired permits through/from city, county, state and fire departments
for buildings, sewer and storm-drain access Dig Alert notification.

Engineer, Delon Hampton Associates, Los Angeles, CA, May 2005-September
2007. Responsible for reviewing Submittals, RFIs, Shop Drawings, change
directives (CD), Contractor Change Request (CCR), Pay Requests, Design
Changes, Value Engineering and Change Orders. Facilitated permit process
for numerous projects with city, state and federal agencies.
. One particular $20M project involved the construction of an ACAMs
Security System (Access Control and Monitoring) system, utilities,
grading, construction of pavement, associated storm drains and
electrical utilities, pavement markings and striping, airfield
lighting modifications, installation of new airfield lights,
barricades. reinforced concrete barriers, box culverts, crash gates,
street improvements and Pre-Engineered Steel Buildings for security
improvement projects at LAX and Ontario Airports. Projects involved
fence and security systems placement, underground utilities
(electrical, water, sewer, fiber optic, storm drain and telephone), a
box culvert, parking lots, roads, ADA sidewalks and ramps, ADA
restrooms, HVAC systems, lighting systems, T-Bar ceilings storefronts,
signage and Pre-engineered metal buildings.
. Assessed constructability of contract plans/specifications and
facilitated consensus on actual constructed product.
. Performed job walks to evaluate project quality and progress. Worked
closely with contractor, inspectors, Inspection Department, designer,
city building departments, Police Departments and owner to facilitate
completion of projects. Projects included Southwest Perimeter
Enhancements LAX, Airfield Perimeter Security Enhancement and Ontario
Airport.
. Achieved savings that allowed for the completion of substantial amount
of additional work while staying under budget and ahead of schedule.
Field Engineer, Tetra Tech, Santa Ana, CA, July 1998-January 2005.
Performed site supervision of employees and sub-contractors for projects at
various US Navy remediation sites and CERCLA landfill. Accountable for
safety monitoring, QC, groundwater sampling and treatment, environmental
audits, and regulatory support and permitting.
Partial list of projects while serving as an Office/Field Engineer include:
- Long Beach Naval Ship Yard: Set up project field office.
Responsibilities included performing QC and Health and Safety
oversight for remediation of two sites involving excavation and
removal of contaminated soil and drums on sites regulated by the Navy.
Also performed Quality Control for another site involving soil
contaminated with TCE excavation and removal.
- Seal Beach Naval Weapons Station: Performed Health, Safety and
Quality Control for construction of a landfill cover that involved the
excavation of nearly 10,000 tons of waste soil and placement of more
than 30,000 tons of clean fill, with project involving UXOs and UXO
personnel. Projects were completed ahead of schedule and under budget
by consolidating work tasks.
- Naval Air Facility El Centro: Installed gas system near active runways
and interacting with air traffic control tower on base. Watched over
contractor installing underground piping.
- San Diego Naval Training Center. Performed Health, Safety and QC for
demolition of Building 443. Project included lead paint and asbestos
remediation Performed under authority of the Navy RAC.
- Long Beach Naval Ship Yard Site. Set up the office and performed
Health and Safety at Long Beach Naval Ship Yard Sites 1 and 2 -
excavation of drums and contaminated soil.
- Marine Logistics Base Barstow, California. Performed supervision of
well drilling, field testing of the SVE system, groundwater sampling
and data analysis at Marine Logistics Base Barstow, California.
- Hunters Point Shipyard, CA. Conducted surveys and sampling for
environmental audits in occupied and unoccupied buildings. Surveys
consisted of site walks to identify possible contamination and
sampling.
- Perchlorate at JPL, CA. Performed Pilot Test for Perchlorate at JPL
including setup of equipment and procedures.
- Alameda Point Housing, CA. Soil sampling and removal of PAH
contaminated soil from occupied housing.
- San Diego Naval Ship Yard's 32nd Street Garage, CA. Performed Health
and Safety duties at Alameda Point Housing and at San Diego Naval Ship
Yard's 32nd Street Garage.
- Seal Beach Naval Weapons Station, CA. Performed Health and Safety and
Quality Control for a landfill cover involving the excavation of
nearly 10,000 tons of waste soil and the placement of over 30,000 tons
of clean fill material. These projects were performed for US Navy and
were completed ahead of schedule and under budget by consolidating
work tasks.
- Ascon Landfill in Huntington Beach. CA. Supervised field work,
including health and safety, for a feasibility study including
drilling and trenching into lagoons used for disposal of oil well
drilling mud.
- Monterey Park Landfill Project. Performed Quality Control inspections
of all aspects of the OII Landfill Project. This included site
supervision of employees and sub-contractors for work on a CERCLA
landfill including safety monitoring, borrow site investigation the
installation of pipe systems for gas, storm drain and leachate
collection (above/below ground) well installation, concrete work and
gas barrier installation. Materials used included HDPE, PVC, RCP and
CMP.
- Foster Wheeler Environmental. (Foster Wheeler Environmental was
acquired by Tetra Tech during the OII landfill project)
- OII landfill Monterey Park CA. Ensured that construction activities
were performed in accordance with project specifications and
construction drawings. Also supervised well drillings on the landfill
and provided other engineering services.
