CAPABILITIES SUMMARY

Mr. Morell is currently employed the US Nuclear Regulatory Commission as a

Storage & Transportation Safety (SFST) Inspector. He serves as professional

staff member and inspector of 10 CFR Part 71 and Part 72 licensees,

certificate holders, vendors and suppliers of radioactive material

transportation packaging's and spent fuel storage systems with an emphasis

component design, fabrication, procurement, handling, shipping, repair,

maintenance and modification of components important to safety. Mr. Morell

provides the NRC SFST inspection staff ASME and AWS Code, Welding, NDE

expertise and technical assistance in the resolution of safety - related QA

issues identified by inspections.

Other Duties - Periodically provides ASME and AWS Code, Welding and NDE

technical expertise to Regional personnel during inspection of

transportation or dry cask storage activities. Also participates as an ASME

and AWS Code, Welding and NDE specialist on various NRC committees, panels,

task force assignments, and professional society groups as assigned.

Mr. Morell has more than 30 years of hands-on knowledge of quality

assurance methods, principles and practices; inspection methods, techniques

and characteristics; quality construction methods and techniques;

statistical methods and sampling techniques for process controls required

to assure product quality. He has the ability to interpret and apply

contract and engineering specifications, codes, standards, and regulations;

and conduct quality assurance studies, analyze the results, and develop

recommendations for corrective actions and/or improvements in the quality

assurance.

He is experienced in ASME vessel fabrication, welding engineering,

nondestructive examinations, QA auditing and surveillance, Quality Control

(QC) management, Quality aspects of procurement, vendor surveillance, QA/QC

Procedure writing, QC Material control, and warehousing. His experience

includes providing QA/QC services during the construction, operations, and

decommissioning phase of commercial nuclear power plants as well as for the

U.S. Department of Energy's (DOE) high-level nuclear waste repository and

spent nuclear fuels programs. He is thoroughly familiar with the following
