• I am the Senior FMS F-35 Airframe Engineer for the country of Israel. I participated

as a subject matter expert in the evaluation and negotiations of the proposal submitted

by Lockheed Martin in response to the request for proposal to incorporate the Israeli

C4I systems into the standard conventional takeoff and landing (CTOL) version of

the F-35. I oversee all airframe modifications and analysis to incorporate the Israeli

C4I systems into their jets starting with first deliveries in 2016.

Senior Technologist

• Designed, analyzed, evaluated, built, and marketed a new highly efficient

electromagnetic (PANDORA) AC traveling wave universal launcher. This launcher

exceeds the capabilities, robustness, and safety of a rail or coil gun and has the

potential of generating paradigm shift warfare. The development effort is still being

pursed under JTI – Innovations, LLC.

Science & Technology Advisor & Integration Manager

• Assess and advocated the naval investment in Science and Technology (S&T) with

respect to identified Future Naval Capabilities (FNCs) program at ONR.

• Assist in the development of an S&T investment strategy based on the Naval

Capability Development Process (NCDP) capitalizing on the outputs of campaign

analyses of future war fighting scenarios involving Naval forces.

• Provide close liaison and interaction with each of the N70 NCDP points of contact as

well as senior staff and FNC S&T leaders at ONR on a daily basis. The S&T

assessments are regularly briefed to Flag Officers and senior civilian leaders at

various Navy and Marine Corps activities.

• As Chief Engineer:

o Brought together key players throughout DPO-MA and J20 to develop a process

for selecting sites for assessments using a mission based approach and using the

Combatant Commanders Integrated Priority List. Led development of Vision,

Goals, Mission, and guiding principles for the DPO-MA.

o Published a classified paper on research conducted to investigate the vulnerability

of the defense industrial base (DIB). The paper identified single points of

manufacturing and site clustering on the production of tactical missiles and smart

bombs.

o Participated in development of requirements for Senior Leader's program and

Foundations of Leadership program for governing council for NSWCDD. As

Chief Engineer, I led the requirements development and systems design for a

classified computer systems that would support a web portal for maps and Critical

Infrastructure Protection (CIP) databases. The system included numerous servers,

100TB of storage, and data backup.

• Planned, coordinated and managed/directed a highly technical RDT&E program

supported by multiple in-house organizations, contractors, and other technical

specialists.

• Demonstrated ability to effectively interact and influence program and resource

sponsors, at the SES and Flag Level, from the PEO's, OPNAV, and the Ballistic

Missile Defense Organization.

• Developed and applied Computational Fluid Dynamics codes for aerodynamic analysis of

tactical missiles and fighter aircraft. Also, have the accompanying experience in grid

generation.

• Served as lead project manager and programmer for software development projects such

as Xvis, a 900K line visualization package for Computational Fluid Mechanics. Managed

requirements definition, object oriented design/analysis, coding, testing, configuration

management, quality assurance, verification and validation.

• Design and analysis of PropFan Cruise Missile, Thrust Vector Controlled (TVC) vehicles,

Unmanned Air Vehicles (UAV), Micro-UAV's, Precision Guided Munitions (PGM), High

• Conducted work on the Flight Operations Program (FOP) for the A-6 aircraft and a six
