Responsible for all data models for the Civilian Information Services Division of the U.S.
Army. Reversed and version controlled existing models. Created new logical and
physical models / warehouses using Embarcadero’s ERStudio, such as the Korean
National Recruiting System, a multilingual application.
Gathered requirements with stakeholders and worked with developers for modeling
applications; any and all changes went through me to be modeled (i.e. check naming and
architecture standards as well as generating the ddl) before going to DBAs.
Created data governance plan, standard operating procedures, naming standards, domains

CMS (Centers for Medicaid and Medicare Services). Hospital Reporting handles a great
variety of health data from nationwide sources. Built reports from ground up, sending
refcursors to Cognos front ends. Worked on dozens of pl/sql packages, loading and
validating data, as well as sql scripting for the annual population of HCAHPS, (Hospital
Consumer Assessment of Healthcare Providers and Systems) A national, standardized,
publicly reported survey of patients’ perspectives of hospital care. Modeled all objects as

Consular Affairs which received 20 million entrants during the month of October, as well

Designed the catalog data model for the web services of NOAA’s National Marine
Fisheries One Stop Shopping with Oracle’s Designer 6.1 (90% crossover functionality
with ERwin) including all relevant data structures. Also designed Marine Recreational
Information System, and National Bycatch Reporting System Datawarehouse. Built a
transactional 100 page web front end to the National Bycatch Reporting System in

Highlights:
- Designer Lead (6i Release 4) at DOJ’s Office of Justice Programs. Reverse engineered
and created server model diagrams for 18 existing schemas and 1000 + tables. Created
data structures (tables, indexes, triggers, constraints, sequences etc.) and generated data
definition language for new development efforts, such as post 9/11 benefits for the
families of police and firemen who were killed. Customized Forms 6i and Discoverer 4.2
applications to datawarehouses and OLTP’s.
- Sole designer/developer of a 12 screen, 3 menu prototype on-line test taking
application for the Internal Revenue Service for their internal use, using Oracle Forms 6i
and designer-generated data model.
- Sole designer/developer/tester for a 30 screen intranet web application for DOJ’s
Executive Office of US Trustees which tracks information about fraudulent bankruptcy
petition preparers using Oracle HTML DB. (APEX.) It can be used with database
versions 9.2.0.3 or above. Designer-generated data model.
- Responsible for the monitoring component of “Web Bid and Compliance” a custom
add-on to Oracle’s 11i Financials - Purchasing Application (eBusiness Suite) for the City
of Chicago, which involves tracking payments from Prime to Subcontractors, and web
upload of payrolls. This application was built with Oracle Platform FlowBuilder, a web-
based pl/sql development environment. (APEX) Also customized 11i // eBusiness Suite
Developer 6i forms, and generated data definition language through Designer 6i.
- Responsible for requirements gathering and design of the RABITS data model for the
National Cancer Institute’s Cancer Trial Evaluation Program. ERD, Process Flows,
Business Functions, data definition language generated through Designer 6.0. Weekly
meetings with FDA key users. Overall system reduced drug approval time at the FDA
from 3 years to 6 months.

Develop the Integrated Naval Research Information System (INRIS) for the Office of
Naval Research applying CASE Methodology using Oracle Designer/2000 and
Developer/2000. INRIS runs Oracle RDBMS version 8.04 in a Windows 98/NT
environment. Primary responsibilities include analysis, design, test and implementation
of the physical model using Oracle Designer/2000, SQL*Plus, PL/SQL, Forms 5.0 as
well as reporting with SQR and Microsoft Access. Project received CMM Level II
certification.
Also responsible for a payroll information system for the Navy Controller which
compares different Navy databases. Team lead on many projects, with staffs of up to 40,
including mass processing of financial commitments and obligations to the Department
of Defense Accounting System (DFAS). Lead INRIS programmer on AWARDWEB, a
combined INRIS, Web and EDI application. The Office of Naval Research awards grant
money of 4 to 5 billion dollars annually.
