To use my thirty years of environmental consulting experience in support of environmental protection

while benefitting industrial expansion and employment through efficient, cost-effective regulatory

compliance.

Summary

Experienced in implementation of the Clean Air Act (CAA) across a range of industrial categories,

sizes, and locations.

Supported a variety of industries in overall environmental compliance efforts including, in addition

to the CAA, hazardous waste (RCRA and CERCLA), chemical reporting (TRI, EPCRA, etc), and oil

management (SPCC and SWPPP). Tasks included permit application preparation and negotiation,

recordkeeping system development and implementation, and compliance reporting. Supported

industries include: chemical manufacturing, general manufacturing, asphalt and concrete batch

plants, coal fired electric utilities, coal mining, automotive parts manufacturing, primary and

secondary metals, and distilled spirits production among others.

Assisted industry in assessing regulatory impact on operations and in developing strategies to

implement compliance regimes to support both compliance and ongoing operations.

Performed multimedia environmental, health and safety compliance audits for industries such as

manufacturing, chemical processing, petrochemical, and radioactive material processing. Audits

were performed for several reasons, such as a component of the due diligence process or as part

of standard compliance activities. Media experience includes, air, water, solid waste, and

hazardous waste. Additionally, safety compliance with OSHA regulations has often been included

in the auditing.

Worked in a variety of office settings which included leading a group of technical professionals,

being part of a team, and working alone. Team experience includes multinational teams related

to global due diligence investigations.

September 2012 – June 2013

CEC, Inc, Brentwood, Tennessee

Project Manager III

Worked on a variety of environmental projects related to general environmental compliance,

Phase 1 Environmental Site Assessments, and NEPA assessments. Supported industries included

general manufacturing, gas fired electric power generation, and cellular tower siting.

Developed a sampling protocol for a wastewater treatment facility holding wastes of unknown

makeup. The protocol included EPA approved sampling and preservation techniques, some

innovative sampling methodology due to the condition of the tanks in question, and included

safety guidance.

Was the primary business development contact for environmental compliance projects in the

office.

October 2006 – December 2011

S&ME, Inc., Nashville, Tennessee

Senior Project Manager

5 years of responsibility for work product quality and profitability for environmental projects

performed at S&ME, Nashville. Projects included:

Air permitting and compliance

o

Prepared air permit applications for a $1.4B chemical plant in Middle

Tennessee. Worked closely with fast track designers to ensure that the facility

construction schedule was not adversely impacted by the permitting timeline.

Applications included combustion emissions, process emissions and hazardous

air pollutants. The site was the first new construction major source of

greenhouse gases permitted in Tennessee. The permitting was successful in

that the construction schedule was not adversely impacted by permitting

requirements.

For the same site, also prepared an SPCC plan with the flexibility to include

construction equipment and fueling operations in addition to plant operations.

Coordinated source sampling for an asphalt plant engaged in preparing

pavement material.

Performed extensive air emission estimate calculations using published data and

mass balances for the permitting of an iron blast furnace. Upon completion of

the application package, initiation of negotiations with State and Federal

regulators, and the initiation of dispersion simulation for the Preventions of

Significant Deterioration analysis, the client terminated funding and closed the

project. Had the project gone forward, it would have been the first iron blast

furnace constructed in the United States since the 1970’s.

Developed Title V recordkeeping and reporting methodologies for industrial

clients utilizing a variety of schemes including published emission factors,

process mass balance calculations, and actual source testing data.

SPCC development for sites ranging from single source fueling terminals to

o

manufacturing facilities with many potential sources such as tanks, drums, totes, etc.

Client types included trucking companies, chemical manufacturing and solid waste

processing.

Phase 1 Environmental Site Assessments for rural, urban and industrial sites.

o

Sites ranged from very small roof footprints and wire routes for rooftop cellular

antennae, to several hundred acre forested tracts. Industrial sites were

assessed in conjunction with merger and acquisition projects.

Phase 2 Environmental Site Assessments primarily related to active and historical

o

gasoline station investigations.

NEPA projects for communication tower siting.

o

Established a safety program for S&ME employees working on a large construction project in

Middle Tennessee. Implemented record keeping systems, Behavior Based Safety (BBS)

observation routines, represented the company at site-wide contractor meetings, performed root

cause analyses for safety and environmental incidents, and provided initial and recurring safety

training. Company employee count was in excess of 75 including subcontractors with a peak site

employment of 3,500.

Assisted in marketing efforts for the branch as a whole and more specifically as relates to

environmental projects.

March 2001 – October 2006

ERM Southeast, Brentwood, Tennessee

Senior Project Manager

5 years of a range of environmental projects on a regional and national basis.

Responsible for performance and profitability of air pollution projects performed at ERM.

Air projects consisted primarily of Title V recordkeeping and reporting; and permit

o

compliance and modification. Affected industries included: concrete batch plants, metal

mining and primary smelting, automotive parts and distilled spirits manufacturing.

Participated in multimedia environmental, health, and safety compliance audits and due diligence

investigations related to mergers and acquisitions including Phase 1 and Phase 2 Environmental

Site Assessments.

For industrial clients including distilled spirit manufacturing, automotive parts

o

manufacturing, primary metals, and chemical manufacturing.

Audits included multi day onsite inspections, review of client collected data, and media

o

sampling. These projects included permit and regulatory compliance auditing for air

emissions, water discharges, solid and hazardous waste management and OSHA safety

compliance. Audit teams ranged in size from 1 to 5 auditors based on the site size and

complexity.

EMPE, Inc. and EnSafe, Inc. Nashville, Tennessee

Senior Environmental Consultant

Twenty–one years of progressive responsibility for environmental projects performed at EMPE and

the Nashville office of EnSafe, after a corporate purchase. Projects included:

Municipal water and sewage treatment, collection and distribution

o

Designed wastewater treatment plant components for several municipal wastewater

treatment plants.

Designed municipal sewage collection for system expansions and upgrades.

Designed a stormwater/sewage collection separation project for a medium sized city

to reduce wet weather impacts on the wastewater treatment plant.

Assisted municipalities in wastewater plant operations to assess and troubleshoot

treatment schemes due to changes in incoming sewage and for new plant startup.

Provided training to operators to ensure adequacy of ongoing operations.

Trained plant operators in sampling techniques and sample preservation methods.

Designed components for the expansion of a municipal water treatment facility.

Functioned as onsite inspector for the expansion of a municipal water treatment

facility while continuing to produce potable water for the city.

Surface mining permitting, for coal mining.
