As acting CTO of MiPhone led an optimization program and team that significantly improved their networks KPI’s, mentored their
operational staff, and saved them over $6 M in CAPEX. Subsequently led their transformation program from 2G to 3G which
introduced data and general advanced services into their network. Resulted in turning the company from a losing to a cash positive
and growing operation. Prepared documents related to project charter, constraints, assumptions, product description etc, did
cost/benefit analysis, documented strategic plan for implementing the project, found cost effective ways of doing the project,
gathered requirements, decomposed tasks, documented the requirements, prepared design specifications, set up timeline for system

appearing multiple times with both the public and city council and eventually in front of the Board of Commissioners. Defended my
proposals in front of individuals and organizations with competing agendas.

Project managed the site acquisition, permitting, and construction process for cell towers in Costa Rica. Prioritized the site acquisition
tasks, facilitated meetings with the A&E firms, worked with A&E firms, lawyers, and real estate agent to perform site acquisition
activities, resolved issues related to site acquisition, conducted team building activities, tracked the schedule and quality of the site
acquisition activities, ensured that the proper permitting process was followed, tracked the schedule and quality, managed the archiving

Client: Vermont PUC
Expert witness for the PUC of Vermont in public hearings evaluating the Fairpoint acquisition of Verizon’s NE properties. Reviewed
discovery documentation, provided written testimony, and answered rebuttals from the various stakeholders. Eventually provided oral
testimony in front of the PUC.

Managed the design of a cellular backhaul network servicing sites throughout northern California and in-building (DAS) wireless
system for the new Cosmopolitan properties in Las Vegas.

Managed the deployment of their hybrid wireless/fiber network to serve as backhaul for cellular operators in the Boston area.

Opening up new markets for Byers in fiber/wired and wireless network technology. Helped develop the outdoor DAS market,
FTTCS in New York City, and developed a FTTP design and proposal for Google Fiber for the city of Austin Texas. Design and cost
resulted in us obtaining acceptance as a qualified vendor for Google.
EVOLUTION NETWORKS – Atlanta, GA, VP of Engineering and Planning 2/ 2000 – 8/2002
Led the development and planning of a domestic hybrid network using fiber optics and microwave for both long haul and
metropolitan environments, including MAN and WAN circuits. Evaluated DWDM, next generation SONET and packet based (IP,
Ethernet) technology using MPLS and Differentiated Services (VoIP, QoS). Designed architecture for a hybrid fiber optic and
microwave backhaul network providing transport for cell site traffic using Third Generation (3G) technology. Developed
implementation and operational plans. Prepared background materials and gave presentations to existing and potential investors.
METROMEDIA INTERNATIONAL - Stamford, CT, Senior Director Engineering and Vendor Management 5/1994 – 1/2000
Provided technical, project management, and operational expertise to over 40 joint ventures in Eastern Europe, Russia, China, and
Indonesia that provided voice, fixed wireless (WLL), cellular, data, paging, HFC and CATV services. Visited international joint
ventures with diverse cultures and had to analyze situations rapidly in order to make decisions and win people’s confidence. In some
cases brought order out of chaos enforcing new policies and procedures and at the same time control the costs of the various
operations. Many of these Ventures where startups where I built loyal teams and where policies and procedures had to be developed
and incorporated. In other instances the Venture was already in operations so I reorganized and revitalized inspiring the existing staff
to top performance. In some cases vendor relationships had to be revised. Performed feasibility studies on potential Joint Ventures.
Developed RFIs/RFPs/RFQs in support of new procurements.
UTL CORPORATION (Subsidiary of Boeing), Dallas, Texas, Senior Program Manager (DOD) 5/1990- 4/1994
Directed the software upgrade of an airborne Electronic Intelligence (ELINT) emitter identification and location system to operate in
a UNIX environment structured around an FDDI ring. Improved the existing software development process significantly reducing
development time. Implemented a PC based requirements tracking system that helped insure compliance with all contractual
commitments. Led the Continuous Quality Improvement (CQI) team assigned to improve product development, proposal and
marketing methods. Served as expert witness in support of litigation between Boeing and TWC to successfully recover costs on a
program that was overrun due to the primary contractor being late on delivery.
