Jun 2009– Present: Flight Commander, Special Operations Programs / Program Engineer, Riverside

Research

Program Engineer for $750M ISR platform, reviewing EVM data, EACs, costs and schedules. Provided

quick-reaction capability to Combatant Commanders. Embedded with industry, providing on-site oversight

of $1B+ contracts between DoD and defense contractors on multiple high-profile programs. Coordinated

sustainment, modification and flight test with several commands for special operations program aircraft.

Commanded engineering branch, leading all technical, financial and flight test actions across four program

activities. Oversaw Government Warehouse 25,000+ line items across 11 platforms and 10 deployed

locations with 98% availability rate. Supervised production of unparalleled effort on 32 ISR combat aircraft

worth $1B, provided 10X more capability than any other platform in DOD. Successfully integrated emerging

technologies to include full motion video sensors, software/IT, communications and precision guided

munitions. Tied in multiple low density/high demand missions systems to ensure customer is getting what

Jun 2008-Jun 2009: Program Manager, Department of Homeland Security

Led seven handpicked multi-functional, multi-agency teams at three contractor facilities with over 300

personnel. Directed acquisition actions on 38 modified C-26s, C-130s & commercial derivative a/c & helos

w/four distinct mission areas. Delivered quick reaction capability upgrades in direct support of domestic

agencies and Global War on Terrorism. Worked daily w/Air Staff, OSD, ACC, AFSOC, NGB & USSOCOM

on major capability requirements/funding issues.

Jun 2007-Jun 2008: Executive Officer, ISR/SOF Wing and ASC/CV

Planned and led day-to-day activities for Aeronautical Systems Center’s (ASC) Vice Commander, preparing

for all meetings, trips and events. Interfaced daily with Senior Officers within ASC, HQ Air Force Material

Command and HQ USAF. ASC POC for activities related to local, state and federal elected officials and their

staffs for all Congressional inquiries.

Jan 2006-Jun 2007: Logistics Program Manager, EC-130H Compass Call

Logistics/Sustainment Manager for 14 EC-130H Compass Call (CC) low density/high demand aircraft.

Supervised, coordinated and integrated all program sustainment efforts for 400+ contractor/government CC

team. Led 23-member team to operate single point of provisioning for entire fleet: deployed, in garrison and

at depot. Managed $30.8M in annual contracts to provide spares, repairs and production items for CC aircraft

and simulators. Orchestrated integration and fielding strategy for $400M CC Block 35 upgrade: advised and

supported concept, planning, development, fielding and sustainment/support of innovative information

technology applications.

Feb 2005-Jan 2006: Acquisition Logistics Sustainment Officer

Provided key aircraft maintenance and logistical expertise across all branch research and development

programs. Conducted and managed research to improve speed/effectiveness of maintainer’s ability to

accomplish mission. Program Manager for $99K project to develop advances multimodal hands-free

interface for aircraft maintainers. Built research partnerships with warfighters and academic community to

maximize effectiveness of programs. Functional lead for $6M program, advising team using intelligent-agent

system to revolutionize “smart” logistics. Published author: Smart Systems for Logistics Command and

Control.

May 2002-Feb 2005: Aircraft Maintenance Officer, Moody AFB, GA

Supervised aircraft maintenance production and directed flight-line maintenance for 11 HC-130P and 1 C-

130E aircraft valued at $350M+. Controlled training, resources and work assignments for approximately 175

unit personnel, covering six different specialties. Coordinated flying schedules and executed work schedules

to support flying and maintenance activities. Monitored aircraft and support equipment maintenance and data
