He managed programs involving all major military services including the USMC $29M Unit Level Message Switch (ULMS), U.S. Army $12M Fiber Optics Transmission System (FOTS), and U.S. Navy’s $17M Digital Communication Terminal. Mr. Sullivan’s program role included initiation, planning, execution, monitoring closeout that involved over 150 TTOs, 200 personnel and six major subcontractors (e.g., AT&T). He provided both monthly status reports and quarterly in-person customer program reviews on these programs. He also supported the development of system development and test documentation due to personnel cutbacks. These included the FOTS design and test documentation and ULMS system development, detailed software design, and detailed technical equipment drawings. Mr. Sullivan used complex Artemis Project Management System EVM tools to generated detailed performance reports on ULMS and FOTS programs for over five years.
