EXPERIENCE SUMMARY:

As a Lieutenant with a State Law Enforcement Agency, Mr. Tipton supervises Trooper’s day-to-day activities in metro and rural areas. Mr. Tipton has 19 years experience in the design, development and implementation of law enforcement use of force training programs. Mr. Tipton has trained municipal, state, federal and international law enforcement personnel as well as military troops. Mr. Tipton has extensive experience as a classroom instructor as well as scenario based training instructor. Various State, Federal and Foreign law enforcement agencies are currently using courses that Mr. Tipton has developed. Mr. Tipton has developed and taught instructor level tactics courses across the United States and internationally.

As an assistant commander of a SWAT Team, Mr. Tipton regularly assumes the position of incident commander or operation section chief. The tactical team is called upon to respond to numerous types of events that involve multiple agencies and extend into multiple operational periods. The Tactical Team regularly responds to the following:

As an instructor for the Department of Homeland Security, Mr. Tipton has been selected to the training cadre for the following courses; Management of Civil Action Threat Incident (MCATI), Law Enforcement Protective Measures, Law Enforcement Response Action, Incident Command TtT.

During the course of his work with the Department of Homeland Security, he has had the opportunity to assist in training and activation of tactical units and mobile field forces for numerous high profile events to include; 2008 RNC and DNC (Denver and Minneapolis), 2009 G-20 Summit (Pittsburgh), 2010 World Equine Games (Lexington KY), 2010 Super Bowl (Arlington), 2011 DNC (Charlotte), 2011 RNC (Tampa)

As a Court recognized expert in the area of police tactics and use of force, Mr. Tipton has had the opportunity to author numerous expert opinions on various police actions. He has given numerous depositions and testified in both federal and state courts.
