Summary

I am currently the Senior Vice President, Army Account for Eagle Systems, A Columbia Group Company. Since 2007 I had served as the Director of Integrated Logistics then Vice President of Operations. I manage the operational programs; conduct business development activities; develop technical proposals; review pricing strategy; and, am fully responsible for out P&L performance. I also instituted a viable metrics (Balanced Score Card) program for the company during this time-frame and played a key role in our obtaining ISO 9001:2008.

I arrived at Eagle Systems from Military Personnel Resources, Incorporated (formerly MPRI now renamed Engility) where I had served for nine years in several positions in both Croatia and Kuwait culminating in my work as the Chief of Plans and Operations then Director of Support. This was a 245-person/$67M a year effort providing leadership and realistic live-fire training for units immediately prior to their moving into combat operations in Iraq. Prior to that, I had been the Director of Public Works in Salem, New Hampshire, and a highly successful Branch Manager of a four-state region for first Wells Fargo then Loomis-Fargo (merger) armored transportation companies.

I started my professional career commissioned as second lieutenant of Infantry as a Distinguished Military Graduate from the University of Southern Mississippi in 1976. Throughout my career in the Army, I served in a variety of assignments in Germany, the Sudan, Bahrain, Southwest Asia and the United States. I commanded both infantry and special operations units and served in a variety of staff positions to include battalion, brigade, division and joint/combined at the U. S. Central Command where I was the Headquarters Commandant for Generals Schwarzkopf and Hoar during combat operations in Kuwait, Iraq and Somalia.

I earned Project Management Professional certification and hold a Master's Degree in Public Administration, a BA in Criminal Justice, a graduate level certificate in Educational Administration, and diplomas from numerous military schools and courses. I am experienced in ISO certification requirements and the development and use of metrics to drive organizational success.

Qualifications

Over 36 years of experience in leadership, project management, staff, and training management positions.

Directly managed multiple program and project managers in logistical and training contracts.

Wrote and evaluated technical proposals/bids, staffing analysis and requirements, and cost proposals.

As the Public Works Director for a town of 30,000 residents, managed roads, sewer, water treatment and distribution, facilities, cemeteries, solid waste, and other related infrastructure programs.

Negotiated multiple Collective Bargaining Agreements with unions with an excellent success rate.

Developed standardized training team packages and exercise scenarios supporting U.S. Army computer simulated staff training exercises.

Specific Professional Experience

Senior Vice President, Army Programs Division, Eagle Systems October 2007-Present

Senior executive solely responsible for short and long-term strategy, operational management, financial performance, business growth, and movement into adjacencies for the multi-million dollar Army Programs Division of a government services contracting enterprise. Direct supervision and mentoring of senior program managers; manage client relations; develop long-term strategy and long-, mid- and short-term goals/metrics; analyze potential business opportunities to ensure they are strategically viable and possess a moderate degree of obtainability; negotiate contracts; manager subcontractors; and supervise day-to-day operations. Successfully won rebids of contracts, exceeded established financial goals; improved client relations; and had excellent growth in a market that was contracting because of severe Department of Defense and FAA budget cuts. Key player in the company's achievement of ISO Certification and then follow-on management of the program to ensure processes were promulgated and followed and that the bi-annual audits are successful. Develop bids for contracts to include technical writing; evaluation of other's writings; analysis of cost strategy; and, the development and execution of transition and other plans. As a corporate officer review benefits issues to participate in the selection of insurance plans, compensation plans, and other related issues.

Chief of Plans and Operations then Director of Support, Kuwait January 2003- October 2007

Managed the operational, contracting, administrative functions, human resources, and logistical support and services for 245 multi-national personnel in a $60M plus program. Coordinated with external U.S. and other national agencies for the provision of training services in total compliance with the International Trafficking in Arms and Regulations. Assisted the U.S. Army in determining long-term training requirements and innovative techniques to support the training of U.S. and Coalition military units deploying through Kuwait into combat operations in Iraq. Wrote training plans, pamphlets and key author in the writing and publishing of the Army, Navy, Marine Corps and Air Force Multi-Service Tactics, Techniques, and Procedures for Tactical Convoy Operations (Field Manual 4-01.45). Prepared cost estimates, wrote proposals, and negotiated modifications and other contractual issues. Continually evaluated performance process and consistently improved the quality of our program. Job was in a desert camp in Kuwait. Company at the time was named Military Personnel resources, Inc in Arlington, VA. They were bought by L-3 Communications but retained the MPRI name. Later they were 'spun off' from L-3 and now operate as a separate company called Engillity. The corporate/senior staff have all changed out as is the nature of that business.

Chief of Simulation Center, Zagreb, Croatia November 1999-January 2003

Began as a Training Management Consultant then promoted to the Simulations Exercise Director finally ending as the Chief of the National Simulation Center. Managed the team that assisted Croatia in the design, construction, hard and software installation, training of staff, and the operation of their first national simulation center. Developed, executed, and small and large scale training exercises; advised on equipment, software upgrades, personnel, and training standards; and, conducted planning for future expansion of their simulations capability to enable a broader range of operations. Developed and assisted with the execution of a multi-country emergency management exercise. Assisted military educational personnel with program of instruction design and the development of a training strategy for the armed forces. Worked with a team of governmental agencies to develop legislation and an implementation program to establish a national level FEMA-type simulation training program.

Chief, Opposing Forces, Kuwait May 1999-September 1999

Developed plans and strategies then controlled opposing forces during the conduct of large-scale military training operations for the U.S. Army in Kuwait. Key leader in a contract team that out-performed a 5 candidate competitive field to be awarded the contract to establish and operate a National Training Center type 15-day external evaluation military exercise for units deployed to Kuwait. Executed pilot program resulting in company being awarded ten-year multi-million-dollar contract by US government. Developed operational and logistical support plans; conducted evaluations of unit performance; and advised unit commanders on training strategies to strengthen their weaknesses once they had completed the exercise.

Public Works Director, Salem, NH January 1997-January 1999

Public works director for town of 30,000. Managed roads, sewer, water treatment and distribution, facilities, cemeteries, solid waste, and other related infrastructure programs. Obtained hundreds of thousands of dollars in grants for emergency management projects. Improved operations while reducing budget through waste elimination.

Manager, Wells Fargo Armored Services, Wakefield, MA February 1996-January 1997

Managed a 5-state region wherein we were responsible for the delivery of currency, valuables and the maintenance and replenishment of cash in ATMs. Improved bottom line by 700% in seven months as a direct result of improving customer service and satisfaction. Captured all major financial institution's accounts from competitors.

Chief, Combat Arms Training Department

U.S. Army Medical Center and School, Fort Sam Houston, TX January 1995-January 1996

Chaired Non-Clinical Department responsible for the development and instruction of army medical and medical service corps officers (credentialed and non-credentialed) in operational subjects. I was given the responsibility to redesign the annual Army Medical Exercise (AMEDEX) a simulations based training event that was the premier large-scale medical training simulation in the Army. As a consequence I was assigned the additional responsibilities as the Chief of Simulations to manage all medical training simulations in additional to departmental leadership and teaching responsibilities.

Chief, Combat Arms Team 1 and Deputy Chief of Staff

Headquarters (HQ), Sixth Army, Presidio, California January 1994- January 1995

Chief of an evaluation team that traveled through 12 western states to evaluate active, reserve, and National Guard units in both administrative functions and tactical operations. Later, handpicked to be the Deputy Chief of Staff by the Commanding General.

Headquarters Commandant

U.S. Central Command (CENTCOM), MacDill AFB, Florida October 1990- January 1994

Trained, deployed, sustained, and redeployed HQ USCENTCOM to and from DESERT SHIELD & STORM. Established a joint intelligence facility in Mogadishu, Somalia. Managed multi-million-dollar Military Construction (MILCON) projects and other large facilities projects.

Security Assistance Officer, U.S. Embassy, Khartoum, Sudan June 1989-October 1990)

Advised the Sudanese Military Forces on training, logistics, sustainment, equipment acquisition and training exercises in conjunction with the U.S. Foreign Military Sales program and in keeping with U.S. strategic interests. Responsible for personal and residential security of selected military personnel assigned to the embassy.
