Mr. Tremble is responsible for working with senior leadership on security guidance, oversight, and support to all personnel and managers within the business unit to include each one of the 28 cleared facilities and over 20 uncleared facilities inside a 720 million dollar business unit. Provide guidance and oversight of the 42 security professionals and 62 contract guard force employees in the area of security management of DD 254, operations, personnel, communications, physical, and protection of information both classified and unclassified as well as ensuring compliance with all SAV are documented and action plans adhered to, Corporate Export/ITAR requirements and Technology Control Plans (TCP). Mr. Tremble is the business unit`s single point of contact on all SCIF/SAPF facilities pertaining to construction/AIS certification and accreditation, co-use, joint-use, and MOU agreements.

2006-2008: Operations Security Manager, Science Applications International Corporation, Technology and Advanced Systems Business Unit

Mr. Tremble is responsible for 17 security professionals within a geographically diverse operation. He coordinated construction build-outs through accreditation and systems for multiple customers. He led Tiger Teams to improve security and safety practices and procedures. Traveled to remote sites to conduct internal audits; conducted numerous security and safety education and awareness training to 2758 employees.

2003-2006: Security Program Manager, Science Applications International Corporation, Homeland Protection & Preparedness Business Unit

Coordinates SAV team functions in a geographically distributed environment world-wide. Support multiple customers in addressing security and special program requirements across the spectrum of security disciplines. Autonomously oversees a broad range of special programs security and safety functions including internal investigations and audits; workforce violence, personnel security, security education and training, physical security, logical security and implementing physical security measures, reviewing and commenting on government draft policy documents. Provide Information Assurance (IA) functions for networks and systems supporting operations within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) and Customs and Border Patrol (CBP). Responsibilities include performing technical security consulting, policy development, risk management and security compliance activities for the integration of information systems security best practices, safety and security into DHS and ICE departments.

1997-2003: Security Manager, Science Applications International Corporation Enterprise Security Solutions Group

Mr. Tremble managed the security program and staff for the Campus which included over 1,400 employees. Authored and reviewed security procedures and security classification guides for multiple federal and non-federal government agencies. While maintaining his responsibilities to the Group, Mr. Tremble volunteered to be a member of the Information Systems and Physical Secuirty SAV for the National Science Foundation (NSF). Areas assessed were: information systems, physical security, emergency evacuation plans, logic access control, Badging, mail room security, key control program, alternate system reliability (single-point-of-failure), child care center, surveillance, intrusion detection, and duress systems. Co-authored NSF Physical Security Assessment and Analysis Plan that described costs for implementation security related equipment, risk vulnerabilities, and cutting edge technology to correct deficiencies noted in the assessment.

Led a team of 6 senior security analysts for the U. S. Forces Command (FORSCOM) Site Survey and Evaluation Team, conducted evaluations, identified requirements, and recommended solutions to design and operability of physical security; access control, electronic security, information systems security, air field security operations to meet DoD standards covering 18 DoD installations. Recommendations included secure construction of SCIFs and SAPFs, with redundant communication links with fiber optic media to monitor each entrance point to the command and control center, construction of entry and exit lanes, gates with smart card readers and state-of-the-art barriers, toll plazas equipped with smart card readers, and guard houses with surveillance equipment to include sensors and cameras, covered search areas equipped with Under Vehicle Surveillance Systems (UVSS), Vehicle and Cargo Inspection Systems (VACIS), equipped with gamma ray scanning for automobiles, trucks and trains, Radio Frequency Identification (RFID) devices, biometric sensors for access control, and biometric chemical detectors. Mr. Tremble co-authored an Army Installation Security Master Plan (AISMP) that described risk vulnerabilities and cutting edge technology to correct deficiencies noted in the risk assessment.

1989-1997: Senior Enlisted Advisor, SCI Deep-Ocean Special Operations Officer,

SCI Personnel Background Investigator, U. S. Navy

Mr. Tremble is responsible for 80 enlisted and 30 civil service employees. Also, for guiding complex and controversial matters to include discipline, training, salary, housing, and customer relationships.

Authored and implemented a joint technical publication for at-sea operating, testing, and training. Responsible for creating and implementing various physical and information security plans for the U. S. Navy`s involvement in classified operations, physical protection of equipment, facilities, and materials against inadvertent disclosure, theft, and sabotage. He coordinated construction and accreditation of a 7.1 million dollar SCIF. Mr. Tremble is responsible for the installation of an entire security apparatus of several highly sensitive facilities, including the protection of high-risk assets.

Mr. Tremble was responsible for the training and professionalism of eight Background Investigators. Responsible for the quality and protection of high-risk personnel handpicked for the Chief of Naval Operations (CNO) (for Undersea Warfare) Special Projects Program. While assigned to the CNO Special Projects Office (N89), Responsible for assisting the Special Projects Office in developing a Security Classification Guide (SCG). The SCG classified over 32 individual informational sources, took over one year to accomplish and was implemented by the CNO Special Projects in its classified program. Authored and implemented directives to streamline the manning process for SCI positions. He managed an annual budget of over $5.2 million dollars. In the face of deep budget cuts, Successfully made difficult decisions on security management issues, despite personnel downsizing and budgetary reductions. Published point papers implementing advanced technical schools in New London, Connecticut, San Diego, California, and Pearl Harbor, Hawaii. He co-designed and implemented a highly successful personnel security clearance databases that allowed data entry, search, report generation, and rapid analysis of security clearances and access.
