Chief of Environmental Health, Kenner Army Medical Clinic

Fort Lee, VA, 2011-Present

Served as Fort Lee`s Installation Medical Authority (IMA) providing a diverse range of environmental health management, problem solving and consultation to key senior leadership and community stakeholders. Consultation and support included management of 5 critical outlying military populations such as the Defense Supply Center Richmond, Radford Ammunition Plant, National Ground Intelligence Center - Charlottesville, VA, Fort Pickett, and Fort AP Hill. Consistent management and quick response to regulatory non-compliance of food service operations resulted in permanent removal of two food service vending contracts from the Department of Defense. Quick response and support prevented further onset of potential food borne outbreaks. Environmental Management of Fort Lee and outlying areas included routine monthly quality analysis, 200 food service sanitation inspections per month, and numerous environmental air /soil and mold monitoring studies. Managed 2 GS level environmental technicians and 3 enlisted environmental technicians.

Health Risk Assessment Officer, U.S. Army Public Health Command,

APG, MD 2008- 2011

Led initial developing phases of Department of the Army (DA) Pamphlet (PAM) 40-5, which establishes policies for preventive medicine and directs the establishment of preventive medicine programs and services. Preparing draft phases of DAM 40-5 included updating responsibilities for improving and sustaining health throughout the Army and joint military operations, and implement preventive medicine programs and services, preventive medicine resources, services, and technical support. Drafting of DA 40-5 enhanced preventive medicine guidance, strategy, doctrine, and oversight to conduct comprehensive military health surveillance activities to include medical surveillance and occupational and environmental health (OEH) surveillance for Army personnel. Drafting phases assisted with development of military-unique OEH standards, criteria, and guidelines and shaped military-specific force health preparedness, protection, sustainment and recovery interventions. Additional task included risk assessment training and instruction to over 200 DOD civilians and Soldiers.

Food Safety Consultant Officer, Quartermaster Center and School, Fort Lee, VA, 2003-2005

Consultant to senior key leaders of Fort Lee`s Army Logistics Staff, and the General of Quarter Master Center and School reference food safety compliance regulations and environmental health issues impacting the Army Food Service Program. Provided liaison with the Army Medical Command, US Army Public Health Command and Office of the Surgeon General communicating development of new concepts, regulations, policies and training strategies ensuring regulatory compliance. Conducted management assistance visits and training to military installations improving food safety programs and quality assurance. Reviewed reports of suspected food borne illness outbreaks and provided prevention measures and training guidance to senior key leaders. Conducted over 200 food safety classes to over 1000 DOD civilian and Army Officers and developed a Sanitation and Hygiene Course for new officers.

Commander, Specialize Environmental Health Deployment Team Hanau, GE 1999 - 2002

Led, and trained an 11-Solider specialized environmental health team to execute mission operations during deployments to Kosovo and Mauritania, Africa. Provided environmental management and consultation involving air, water, soil and food safety. Led the initial depleted uranium study, working closely with senior leaders from the US Army Public Health Command, to help assess and develop initial exposure guidelines during deployments. Assisted with, sampling, monitoring, design, review and compliance of the first water treat plant established during deployment. Received honorable recognition from key senior staff as leader of the best specialized environmental health team in 2002.

Chief Environmental Health, Evans Army Community Hospital, Fort Carson, CO 1997-1999

Advisor to the Chief of Preventive Medicine on all matters of environmental health and serving as technical consultant for DOD employees, Soldiers and family members working and living on Fort Carson; responsible for environmental surveillance and monitoring of 900 structures and over 126,000 acres. Environmental management programs included water quality and analysis, food service sanitation/inspections, waste water treatment monitoring, regulated medical waste and hazardous waste, indoor air quality, swimming pool sanitation, beauty and barber shop sanitation, health and welfare of child care services, climatic injury reporting and investigation and pest surveillance; supervised four environmental health technicians and one Industrial Hygienist.

Industrial Hygiene Officer, Fitzsimmons Army Medical Center, Denver Colorado 1994- 1997

Performed six industrial hygiene surveys and prepared technical reports for carc paint spray booths, noise and air dosimeter monitoring. Collected and analyzed data carbon dioxide emission data for 3 military vehicle maintenance bays. Data supported studies to determine exposure rates and limits for pregnant Soldiers working near vehicle maintenance operations. Led and prepared technical guidance bulletin for vehicle maintenance emissions and applicable safety exposure assessments.

Preventive Medicine Technician, Fort Campbell, KY 1992-1994

Performed entry level environmental health task involving collection of water samples, performed laboratory analysis and documentation of potable water sources, conducted over 100 food service sanitation inspections, swimming pool surveillance, assessed, and provided technical guidance to conduct safe clean up of roach and rodent infestations.
