2005 2009: University of Colorado, Department of Ecology and Evolutionary Biology -
research associate and graduate student, specializing in the ecology of microorganisms in
mountain ecosystems and the impact of climate change.
1998 2007: Engineering consultant. Expert witness in telecommunications,
specializing in network architecture, internet connectivity, and other technical aspects of
local and long distance networks. Represented utilities in more than 100 hearings and
technical workshops (list of cases available on request).
1980 1998: AT&T Bell Labs: Systems engineer specializing in network architecture,
network performance, business plan development, asset management and contract
negotiations. I managed professional groups at Bell Labs and AT&T from 1984 through
1998, rising to the level of Regional Director.

Recent Experience in Conservation and Renewable Energy
Community Solar Garden Legislation: I testified in favor of Community
Solar Gardens at the State House of Representatives and the State Senate, helping
to get a favorable bill that permits Solar Gardens throughout Xcel s service area.
I have worked at the Public Utilities Commission for good rules that will foster
Solar Gardens. I have provided consulting for the City of Golden on Solar
Gardens and for other clients who want to build them in the coming years.
Rocky Mountain Secure Smart Grid Initiative I worked with Colorado State
University and Spirae (Ft. Collins Smart Grid Company) on a very large proposal
to the Department of Energy. I was the project manager for this proposal. The
proposal would have implemented smart grid demonstration projects in Boulder
and other cities on solar energy, electric vehicles, and smart grid security.
Regional work on Renewable Energy I am a member of the Policy Committee
for the Colorado Renewable Energy Society (CRES). This organization promotes
renewable energy throughout Colorado. The Policy Committee works with State
Legislators on bills that will facilitate more renewable energy.
Smart Regulations I negotiated with the leadership of the Boulder Area
Realtor s Association to make the new Smart Regs an ordinance that members
could support and help implement. This program has been very successful in the
first six months of implementation.
San Luis Valley Solar Project I consulted on a 100 MW Concentrating Solar
Thermal power station for the San Luis Valley Development Resource Group:
2006 2008.
Solar MET Station for San Luis Valley: I was instrumental in getting GEO to
fund and NREL to install and monitor a solar MET Station near Alamosa,
Colorado in June 2008 (Sun Spot One).
Climate Change Research: I have conducted research on climate change impacts
on mountain ecosystems, with an emphasis on carbon cycling under the snowpack
by cold growing fungi: 2005 - 2009
Water resources: As a former member of Boulder s Water Resources Advisory
Board, Board Chair, and now council member, I participated in Boulder s Source
Water Master Plan study and other water resource issues. I was the primary
instigator for Boulder s adaptation of a water budget rate structure, which gives
new control and incentives for water conservation. I am currently a member of
the Board of Directors of the Urban Drainage and Flood Control District.
Boulder County Consortium of Cities Sustainable Energy Plan I represented
the City of Boulder on a county wide project for energy conservation,
transportation and renewables.
Biographical Information
I have been married for 34 years to Priscilla Corielle. Our two children are G. Willow
Wilson (author) and Meredith Wilson (Research Associate at Virginia Tech.). My family
and I have lived in Colorado for 16 years after living in New Jersey for 18 years (Ken
with Bell Labs and Priscilla with Merrill Lynch). I have been coming to Colorado since I
was a child to camp and backpack. I have deep roots in Colorado, stretching back to a
prospector in the Carbondale area in the 1880s and great great uncles who were
blacksmiths in Carbondale dating from the 1920s.
