Accomplishments

Team Leader

Led cross-staff operational planning teams to develop maritime strategy in support of real world and exercise contingencies in the European and African Areas of Operations. Optimized the employment of limited Naval assets in Eastern Africa in response to piracy, and developed the framework for a Continuity of Operations Plan to protect U.S. Navy command structure in Naples, Italy, in the event of natural disaster or civil unrest.

Supervisor

Successfully led as operations and communications control room staff. Used mid-grade supervisors from all departments throughout the command as control room supervisor. Drafted procedures that enabled use of their leadership skills to provide control and oversight in areas outside of their areas of expertise, increasing quality of service & safety of operations.

Self-Starter

Directed the development and formal implementation of a post-nuclear-refueling overhaul shakedown-and-recertification schedule for Ohio Class submarines. Allotted adequate time for both crews to regain proficiency (in navigation, nuclear weapons safety, nuclear command and control, tactical weapons employment, and engineering) while expeditiously returning the submarine to strategic service.

Innovation

Revised operating plans for strategic submarines that reduced surfaced exposure to potential terrorist threats by over 25%. Overcame the challenge of safely transiting submarines, often on short notice, within congested local operating areas where other submarines and submerged interference operated by establishing stratified submarine transit lanes (shallow/deep).

Scheduling

Drove the development of a multi-year, long-range deployment schedule for Pacific Fleet strategic submarines. Integrated a 5-month radio room modernization period into all submarine schedules, completing installations within a 4-year window in support of national objectives, despite major obstacles such as 27-month midlife refueling overhauls.

Communication

Principle drafter of the Navy’s Readiness story in support of the fiscal year 2014 Program Objective Memorandum. Drafted numerous responses to Congressional and Navy inquiries, testimony preparations, and budget decision materials to successfully defend the Navy’s $6.5 billion dollar annual ship and submarine depot maintenance budget request.
