As the Legal Hold Leading Petty Officer of the Transient Personnel Unit (TPU) aboard Japan's largest Naval Base, I am directly responsible for and manage 12 military personnel in offering accommodations to over 2,000 transient tenant personnel per year.
Serve as the designated TPU authority on policy development, cost management as a means of coordinating work forces and resources for the efficient, economical us of TPU assets, working on an annual budget of $237,000 or more. Responsible for the centralized management of all transient personnel assigned to TPU and assigned functions, including temporary duty referral to tenant commands and the furnishing program.
Arranges and coordinates escorts/bailiffs for Commander, Fleet Activities, Yokosuka legal hold personnel for courts-martial appearances, attorney interviews, and all other scheduled interviews. Receives and processes all prisoners upon completion of confinement at Yokosuka Waterfront pre-trial confinement facility for Administrative Separation and convening of Administrative Boards.
Provides the following function for personnel assigned to TPU for billeting, administration, work assignments, disciplinary action, orientation and training, and coordination of specialized functions with pertinent commands, (e.g. personnel processing with Personnel Support Activity Detachment and the Staff Judge Advocate).
Develop and recommend to higher authority for approval, department policies, standards and procedures relating to all aspects of the running of TPU. Develop programs, policies and procedures to effect the sound management of TPU maintenance, repair, improvement, alteration and new renovation / construction. Was in-charge of a $167,000 80 room refurbishment project which was completed on time and within budget acting as a liaison between the department and the primary contractor.
Forecast the annual budget and the five-year program which require constant review and revision. Review, compile and analyze data pertaining to the number of expected TPU transient personnel and room availability working with various commands throughout the Seventh Fleet area of responsibility to ensure that all transient personnel are properly housed.
Strong knowledge of housing management policies, procedures, principles, concepts and methodology. Work closely with various departments on the base to ensure that TPU personnel and transient personnel are properly trained when sent on temporary duty assignments and that all work completed is done efficiently and safely.
Support readiness by ensuring excellent housing facilities and services, including privacy and furnishing required for a safe and comfortable living is provided for all military members and eligible civilians in the community. Contributed to readiness through lodging programs that improve productivity by providing quality market driven lodging to support berthing requirements.
Resolves customer service complaints and initiate continuous staff training program to meet and exceed CNIC standards. Plan, direct, supervise and evaluate the services provided by the assigned customer service personnel in front desk operations and housekeeping services. Communicate and coordinate with internal and external agencies in order to provide effective customer service.
As a Legal Hold Leading Petty Officer, I work closely with junior sailors and have assisted my staff in achieving advancement and higher education. Monitored, mentored and advised staff under my supervision in setting and maintaining career goals with over 20 personnel taking the option of military reenlistment.

As the Assistant Leading Petty Officer, Im accountable in shipboard operations including stevedoring, maintenance, maintains small boats, deck equipment, and machinery. Demonstrates the knowledge of rigging, ships security, deck seamanship, navigation, and piloting.
