SUMMARY OF QUALIFICATIONS

As an Intelligence, Law Enforcement and Security professional with over 18 years of experience, I have a strong presence, distinguished written and verbal communication skills, and the ability to communicate technical concepts and plans at all levels. I have often been appraised for my leadership and management skills, self-motivation skills, and I maintain the ability to work independently or in a team environment. I am formally trained and an experienced Intelligence officer with skill sets in ISR/ Geospatial Intelligence Collection management, All Source/ General Military Intelligence analysis and Foreign Disclosure for fused Intelligence analysis to identify intelligence issues and information gaps for threat analysis and target development. As a former Police Officer, I have experience in interviews, investigations, arrests, and evidence management. As a military security specialist trained in physical security of military installations and intelligence centers, I have conducted threat risk/vulnerability assessments and recommended appropriate courses of action.

PROFESSIONAL EXPERIENCE

AtN ISR Collection Management SME Mobius Industries 10/2011-Present

As the Intelligence Surveillance and Reconnaissance (ISR) Collections Management (CM) Subject Matter Expert (SME) and CM instructor for TECOM’s Attack the Network Training Team (TATT) for Joint IED Defeat Organization at the Marine Corps Tactics and Operations Group, I train and mentor Marine staffs on National, DoD and Service ISR architectures and capabilities (FMV, LIDAR, GMTI, Multi/ Hyper Spectral, TIR, SAR, 2CMV, CCD and AGI), collection requirements, Processing, Exploitation, and Dissemination (PED) architecture of intelligence data, developing and maintaining collection plans to prioritizing Priority Intelligence Requirements. I emphasize the availability of organic and non-organic collection systems for new nomination requirements, validations and distribution to answer intelligence related RFIs in order to de-conflict or collaborate on other units C-IED and/or targeting requirements to operational problems sets such as insurgent, criminal, narco-trafficking, and geo-political-ideological networks.

Duties:Familiarized Marine staff on developing all-source collection strategies to address intelligence gaps, creating collection postures, outreach to IC partners to improve collection and CM tools; Planning Tool for Resource, Integration, Synchronization, and Management (PRISM) for planning, preparation, coordination, validation, and submission of multi INT (SIGINT, MASINT,IMINT and GEOINT) standing, ad-hoc, and time sensitive collection requirements to managing and ensuring requirements are tasked to the appropriate collection platforms.As a lead instructor for two AtN courses, I am able to effectively communicate both orally and in a written format instructional material and I am familiar with the Instructional System Design (ISD) process to assist in the analysis, evaluation, design, development, facilitation techniques, maintenance and revision of course materials, lesson plans, and practical exercises. I have developed and integrated multi-layered Intelligence collections threads and injects into TECOM supported Master Scenarios Events List (MSEL) for deploying units to shows staffs the complexity of IED networks compositions, associations, TTP's, geospatial distributed events, indications and warnings of attacks and other asymmetric threats. I also integrate CM best practices, and common procedures for targeting networks in order to narrow the search space to conduct CIED and targeting operations

Geospatial Intelligence Officer US Army 05/2010-12/2011

As a Geospatial Intelligence Officer (in charge of USD-S Iraq) and Deputy Intelligence Collection Manager at a Division level, I have prepared and presented intelligence collection assessments to General Officers, senior key leadership, and Special Operations Forces (SOF). I routinely interfaced with requesting units on procedures for creating tasking and dissemination requirements, adjudicating requirements, assessing collection performance in submission of Geospatial & ISR collection requirements utilizing PRISM, GIMS, NES, and other intelligence collections tasking databases. I also interfaced daily with intelligence source providers to align collection requests with priorities and balance time sensitive requests for comprehensive multi-intelligence and source strategies capabilities collection plans that extract geospatial derivative information for visual and geospatial sensor analysis to solve problems and enhance knowledge on intelligence issues for deliberate targeting, network analysis and crisis action planning for 24/7/365 operations.

Duties:I have mentored and directed intelligence activities of GEOINT teams in the understanding of collection requirements and supporting intelligence documents (e.g., stated PIRs & EEIs, background and justification statements, and any supporting materials) as well as participating working groups (with other military branches, Department of Defense, State Department, UN and Other governmental agencies) to develop operational plans and/or collection strategies that identify potential Geospatial and ISR collections shortfalls, gaps and vulnerabilities. I also mentored the develop subsequent collections for specialized Geospatial intelligence products to be incorporated into threat analyses, fusion intelligence, geographic target development for complex briefings, reports and ad-hoc operations.As the Deputy Collection Manager, I supervised the organizational structure and shifts of intelligence personnel involved in collection and production management of National Technical Means, DoD/ Service ISR platform and ground tactical sensor capabilities of mutli- intelligence disciplines (i.e., HUMINT, SIGINT, GEOINT, MASINT, IMINT, BIOMETERICS, etc.). I developed risk mitigation techniques to minimize issues and optimize intelligence collections to create geographic representations in areas of interest or specific locations related to identifying targets for action, network analysis and force protection compiling data from multiple intelligence sources through GIS products including shape files, geo-databases, kml and kmz files for use with both ArcGIS and Google Earth.

Intelligence Officer/ Security Manager US Army 09/2008-05/2010

As an Intelligence Officer with a strong research, development, presentation skills and analytical background in regional, Geo-Political, and HUMINT/SIGINT/IMINT analysis, I have been responsible for input into various intelligence assessments products, and have supplied analytical support for senior Military leaders on insurgent and criminal networks directly linked to the acquisition, production, transportation, emplacement and employment of IEDs. I have overseen various special analytical projects in which I exercised broad responsibility and authority for planning and managing Intelligence Analysis related to terrorists operations, attacks and plots, CBRN, and health and strategic infrastructure threats to regional areas. This was done in order to provide Intelligence presentations products (Regional, Political, Social, Economic, Military, Tribal, Criminal and Narcotic Networks) and reports to General Officer and senior military officials on units deployed to Afghanistan, Iraq and Senior Military, State Law enforcement, CBP and ICE on US- Mexico border related threats .

As one of the Security Managers for the Division Head Quarters, I assisted units in construction of a Sensitive Compartmented Information Facility (SCIF) including its accreditation, upgrades, and introduction of new equipment. I helped implemented policies and procedures for evaluating candidates requesting access to classified or other sensitive information programs, including SCI security oversight. Provided guidance and assistance for processing e-QIP applications, SCI position and eligibility requests; conducted SCI security briefings, indoctrinations, and debriefings; obtains signed nondisclosure agreements; and performed other related personnel security actions and security briefings on methods to handle, store, and destroy classified information and materials.

Austin Police Officer Austin Police Department 08/2006-07/2008

As a Police Officer in the City of Austin I served a community of over 1.2 million residences within the Metropolitan area. I have a strong ability to react effectively in emergency and stressful situations with ability to exhibit imagination, initiative and problem-solving skills in high stressed environments. I’m extremely proficient in firearms, emergency vehicle operations and other specialized equipment including dynamic entry, riot control and restraining devices, basic CPR, First Aid and emergency management related to natural or manmade disasters.

Duties:I have responded to and/or investigated complaints ranging from identifying and enforcing minor violations to identifying, investigating and making apprehensions in felony crimes (fraud, rape, murder, car theft, illegal financing, alien smuggling, traffic accidents and drug/ weapon trafficking). I’ve interviewed witnesses, victims, and suspects as appropriate and obtained signed statements when necessary to support any legal or criminal actions. DHS/ TSA 03/2002-08/2006

As a DHS Supervisor I performed a wide range of duties from set priorities, assigning work details and projects of subordinate supervisors in day to day operations to mentoring subordinate supervisors and employees in aviation security operations to technical operation of equipment all while learning to adapt to changes in the work environment to balancing security requirements with the employee needs, customer service and safety. I’ve also performed a variety of human resources functions including, but not limited to, serving as a rater or reviewing official for performance appraisals; approved or recommended awards and recognition, promotions, reassignments, and transfers; counseled employees concerning performance, discipline, development and other matters; resolved majority of employee relations issues and only refers the most serious to higher management.

Duties:Communicated and reinforced EEO policies and programs to subordinate supervisors in all areas of responsibility, including selection, training, and promotion; fostered a work environment where all employees are treated equitably; and, ensured that TSA employment policies, procedures, and practices were effectively administered.Developed and delivered training, including on-the-spot training, for respective program(s) in such areas as screening operations; detection of explosive devices, chemical, power supplies, switches, and initiators that terrorists may attempt to carry onto aircraft or into other transportation systems. Screening Manager ICTS (International Consulting on Target Security) 11/2001- 03/2002

As a Screening Manager at SEA-TAC international airport for ICTS I was one of four Screening Managers responsible for over 500s employees and supervisors of multiple terminals with passenger and baggage screening checkpoints responsible for the protection of the traveling public by preventing any deadly or dangerous objects from being transported onto aircraft. I monitored lane times and implemented changes to enhance security and efficiency at checkpoints to maximize safety and avoid disruptions to passengers and stakeholders. I performed administrative functions (training, evaluation, development, recruitment and budgeting) and operational requirement (staffing, resource allocations, OSHA safety compliance and emergency matrix responses).

Security Specialist US Air Force 06/1994-06/1998 US Air Force Reserves 07/1998-06/2002

As military policeman trained in physical security of military installations and intelligence centers I have conducted risk/vulnerability assessments and recommend appropriate courses of action to Installation and Agency Commander for perimeter security, access control, protective lighting, risk assessments, Closed Circuit Television Systems, guard force, intrusion detection systems, security and locking, operations security (OPSEC) to eliminate conditions conducive to terrorism, espionage, sabotage, wrongful destruction, malicious damage, theft, and pilferage.

Duties:I have implemented physical security checks where I ensured combination and security locks were changed in accordance with security and intelligence directives. I’ve also prepared inspection reports on security discrepancies found and corrective action to be taken to include follow up inspections and inquiries to ensure problem were corrected.I have evacuated bystanders and personnel from the area to prevent and reduce the likelihood of collateral damage; implemented antiterrorism/force protection measures and prepared technical descriptive documents and reports when needed. As requested, I provided specialized support during investigations to OSI by performing surveillance, providing assistance on drug incidents, search warrants, and apprehensions. I have also provided ground perimeter security and utilizes other security techniques while protecting visiting dignitaries and during antiterrorism/force protection measures I have performed law enforcement duties such as traffic enforcement and security duties at fixed posts such as entry and exit gates throughout the installation. While performing those duties I have evacuated bystanders and personnel from natural and manmade incidents to prevent and reduce the likelihood of collateral damage; implemented antiterrorism/force protection measures and prepared technical descriptive documents and reports when needed.
