Costa Fire Protection District (ECCFPD)
Summary and Recommendation
Pursuant to Council action in July o f this year, Staff commenced a process of soliciting
applications for appointment to the ECCCFPD Board. Nine applications were received and
they are attached to this report. A review o f the applications has led to the selection of five
finalists for interview at the Council Meeting, in alphabetical order:

Kevin Bouillon
Alan Hartford
Ronald Johansen
Jonathan Michaelson
Interview questions will be provided to the City Council and the same questions will be
asked of each finalist. The finalists will be located in a nearby conference room and will be
called in to the Council Chambers for each interview. It is estimated that each interview will
last 15-20 minutes. A t the conclusion of the interviews the Council will have the opportunity
make the three appointments, as was discussed in July and formalized by the amended
resolution also on this Council Meeting agenda.

Recommendation
Interview the candidates and make two appointments to commence office on October 1,
2012 and one appointment to take office on April1, 2013.

Background Information
The East Contra Costa Fire Protection District (ECCFPD) was established in 2002 w ith the
consolidation o f t he Bethel Island, East Diablo and Oakley-Knightsen oFire Protection Districts. The
District serves the cities o f Oakley and Brentwood, as well as t he unincorporated areas o f east
County, including Bethel Island, Byron, Discovery Bay and Knightsen. Pursuant t o t he Fire
Protection District l aw o f 1987, the District operates as an independent public agency and the
Contra Costa County Board o f Supervisors initially served as the District's governing board.
In late 2009, t he cities o f Oakley and Brentwood, the County and the ECCFPD consented t o local
governance o f t he District. The newly-formed Board o f Directors includes nine members: four from
Brentwood, three f rom Oakley and t wo f rom the unincorporated County area, each residing within
the District. The County solicited applications and appointed members o f t he general public f or its
Board seats; however, t he t wo cities appointed Councilmembers. The Oakley City Council has now
voted t o appoint members o f t he general public (Oakley residents) t o the Board seats, starting with
t wo o f t he seats this fall and t he remaining seat next spring. The f irst t wo seats will be appointed t o
2-year terms and t he remaining seat f or a one-year term. The appointees serve at the will and
pleasure o f t he City Council.
The ECCFPD Board currently meets the first Monday o f every month in the evening. There is no
compensation provided f or Board Members.

7. In 300 words o r less, please explain why you would like t o r epresent Oakley and serve on t he East Contra
Costa County Fire Protection District Board.
I plan on staying on here in Oakley after retirement and wish to see a successful model for fire protection
in the area. I am concerned that with the financial issues facing the District, few qualified applicants will
seek board positions which will further complicate the already difficult issues facing the District. I have
significant experience in public fire protection on both the labor and management side which will only
benefit the District as we navigate the present and future. I understand the issues facing fire districts and
am extremely knowledgeable o f not only the fire service history here in Co~tra Costa County, but the
specific issues facing the fire service here in East Contra Costa.
8. In 300 words o r less, describe your qualification and educational, work and o ther experience which would
make you a valuable addition t o t he Board.
I have been in emergency services f or over 32 years. I started out as an Emergency Medical Technician
working for a private ambulance company in central Contra Costa County. I then attended Paramedic
training and continued working as a Paramedic for the same provider until being hired as a Firefighter by
the Riverview Fire Protection District (Antioch, Pittsburg, Bay Point) in 1986. Soon after District mergers
in the County I was promoted t o Captain in the newly consolidated Contra Costa County Fire Protection
District. In 20041 was promoted to Battalion Chief which is the current rank I hold. I have served the
CCCFPD as EMS Chief, Training Chief and a field Battalion C hief- each for several years. I have also served
as elected President and Chief Negotiator o f the United Chief Officer's Association which is the bargaining
unit f or the Battalion Chiefs. The large majority of my field time has been spent in CCCFPD's Battalion 8
(Antioch/Pittsburg and Bay Point) and I have worked very closely with all levels o f personnel in the
ECCFPD. I have forged good working relationships with many current District employees and Chief
Officers.
9. What do you feel a re t he m ost pressing matters for t he East Contra County Fire Protection District Board?
There is no doubt that the current financial state of the District and the structural imbalance in funding
sources are the two most pressing issues. Faced with such a limited budget, failed tax measure and
severely limited service capabilities, i t will take knowledgeable leaders to assist the Fire Chief in making
sound decisions f or the present and into the future. It is clear t hat a three fire station model is unsafe for
not just our citizens, but our Firefighters and i t is only a matter of time that this will become physically
evident. I t has yet to be demonstrated that a viable Paid on Call or Volunteer force can be marshaled t o
augment the full time personnel and serve the needs o f the citizens. I understand that this was a viable
model many, many years ago b ut much has changed in not only the Fire Service but also the communities
served.
