Managing the software development of a new PC based mission planning

system for Special Operations Forces. Coordinating/managing the

efforts of a multi-vendor, distributed development team. Vendor teams

include Lockheed Martin Federal Systems [Owego NY], Georgia Tech

Research Institute

The new product being developed maximizes Microsoft Back Office

Technologies and it's system architecture is based on the latest

OLE/MFC technologies. The initial fielding will be hosted on Tecra 720

CDT laptops with a Windows 95 operating system. The follow on release

will use Windows NT 4.0. System Architect is a Microsoft Certified

Solution Developer (MCSD). Engineering staff includes several

proficient C and C++ developers, as well as experienced commercial

database designers/developers.

Developed the CM plan and process for managing our rapid, "phased

development" methodology based on a hybrid of "best commercial

practices" {ISO 9001}, and current military standards {Mil-Std-498 and

DoD 5000}. Wrote all system-level requirements documents. Designed and

managed the creation of an innovative on-line development environment.

Managed the launch of the SOFMPO website (IIS 2.0/Front Page/extended

HTML/VB Script/SQL Server 6.0). Website is used to facilitate

real-time communication and beta software distribution between vendor

teams (www.sofmpo.org - password required, project is sensitive).

Also featured on the SOFMPO website is our proprietary, real-time,

software/document/hardware Trouble Report (TR) database application.

The TR database system contains my "auto-nag" capability; automatic

e-mail sent to technical and management individuals responsible for

resolving each discrepancy entered into the system. Both scheduled and

"on demand" reports available. The data contained in TR reports is

selected and formatted based on the requesting individual's user

profile. Managers are automatically sent management summary reports,

developers are sent detailed technical reports, and so on.

My staff and I worked together to design/installed/configure the

SOFMPO LAN. LAN networks several workstations, PCs with docking

stations, and Windows NT Servers. WWW access via T1 and external LAN

access via modem/RASS. LAN includes an Exchange Server (4.0) for

SOFMPO e-mail capabilities, a Raptor firewall, and installation and

configuration of CSU/DSUs and Cisco Routers. (contract: $ Several

Trader Publishing Company, Norfolk VA: 04/94 - 02/96Marketing Manager

/Information Services:

Designed and managed the creation and development of electronic data

products and services for Trader. Starting with only a few overhead

slides and a staff of two (the Director & I), successfully mapped out

the corporate "electronic information" vision and launched both a

nation-wide 800 Service and a family of on-line commerce services.

Results have been profitable distribution channels for "raw" corporate

data enhanced into valuable consumer and business information.

Negotiated lucrative strategic business alliances resulting in new

revenue streams ($250,000/yr). Information Services are:

1-800-3-TRADER(r) and Auto Trader On-Line(r) (www.traderonline.com -

best viewed using Netscape). Intimately involved in all activities

excluding hands-on programming. Wrote all requirements documents.

Designed and developed all PowerPoint presentations.

Fulfilled the role of Systems Architect. Created departmental Systems

Test Plan, designed and managed the development of a proprietary

System Trouble Report database application. Worked with the Sr.

Systems Test Engineer

to insure delivered software was compliant with

system requirements and undocumented corporate and customer needs. I

have chosen to no longer fulfill the role of a programmer, the last

I was the driving force behind the vision that shaped Trader's new

information products and services. I gained considerable knowledge of

the Internet and the process of launching Internet services. System

"raw data" is extracted from 300+ publications, collected from 100+ US

markets daily, processed, error checked, enhanced, and distributed

from a PROGRESS relational database containing 200,000+ used vehicles.

The Trader website has received as many as 300,000 hits/week. Total

investment approx. $650,000/2 years. Budgeted revenue FY96, approx.

IntelliSys Incorporated, Syracuse NY: 01/89 - 07/93Program Manager

:

Managed the production of interactive courseware designed to instruct

maintenance procedures for Canadian naval combat systems. Developed

Instructional Systems Design (ISD) documentation, managed the ISD

staff of the Montreal, Quebec office. Trained Concordia University ISD

interns. (contract: $2.2 Million) Managed several other smaller

projects.

Product Manager

:

EMS III, a knowledge based product designed to perform analysis of

systems and user skill and then derive Training Tasks, Task

Objectives, and recommended Training Media. EMS III incorporated

expert systems with on-line CBT authoring. Worked with ISD Ph.D.s and

other training experts while designing EMS III.

Sr. Systems Engineer

:

Supervised all products developed insuring that they were designed in

a fashion which was both compliant with customer contractual

requirements as well as consistent with object-oriented design

principals. The results of this strategy are both profitable contracts

as well as reusable software packages which are now marketed products.

Acted as the Technical Lead for the classified development of the

Advanced Combat Direction System (ACDS) Graphical User Interface

(GUI). The ACDS GUI was integrated into the Command Tactical Trainer

(CTT). The CTT is the world's first real-time, artificial intelligent

simulator. The CTT was a full simulator/emulator trainer developed to

provide naval officers the opportunity to practice unlimited scenarios

employing modern naval tactics. Student's could practice single ship,

Battle Group, Task Force or full multi-theater, Force-on-Force warfare

fighting against high fidelity, simulated, intelligent adversaries.

The CTT integrated UNIX, X-windows, Ada, C++, C, a shared Oracle OODB

with a proprietary artificially intelligent Tactical Rule Base

software application. The CTT was developed IAW DoD MIL-STD-2167A; a

disciplined methodology for effectively managing software development.

Manager of Government Marketing:

Marketed all company products. Developed marketing materials and

videos. Worked closely with the CEO, COO, Dir. of Advertising

developing marketing plans and strategies. Demonstrated products at

large Trade Shows. Successful proposal team member and Proposal

Manager. Marketed AI products for Factory Automation, MRP, MIS

applications. Marketed IntelliSys' core product: RT/AI(tm) (Real-Time

Artificial Intelligence). This was then, and remains today, a

:

Worked closely with corporate Contracts Administrator and attorneys

performing contracts interpretation in support of litigation. Prepared
