CELL SITES, COLLOCATIONS, TRANSPORT/CENTRAL OFFICE, AND TYPE III POP BUILD:

As a field engineer/project manager I build Cell Sites, Collocations, Transport

Facilities, Central Offices, Type III POP Centers, and Call Centers using anyone's

equipment, i.e. Alcatel, Lucent, Nortel, etc. Stay current in the latest system design,

installation and testing methods. While providing services can perform quality technical

work to help you design, develop, engineer, and manage the construction of, install, turn-

up and test:

- Design and maintain database/spreadsheet for DC power management and other uses. -

AC/DC power system layout and construction using any manufacturer equipment. - Install

software loads, perform integrated system installations, integrated systems engineering -

Design central offices, collocations, and type 3 POP centers. - Install new and relocate

in-service routers, hubs and other equipment. - Design, Install, test and troubleshoot

cabling such as copper, fiber, UTP, STP, and Coaxial. - WAN and LAN build, install

networking hardware and software in business office environment. - Perform site

procurement, site surveys and systems integration planning. - Write reports, universal

service orders (USOF) and proposals. - Estimate electrical construction, data and

telecommunications for any projects - Help executive management build a company and

national/international network.

Am dedicated to performing excellent work resulting in stable system integrity and

quality control. Have proficiency with complete installations, test and activation,

including switching, transport, routers, hubs, A/C power systems, D/C power plant, A/C

emergency power systems, grounding, wiring, and alarm systems. Understand

telecommunications, electrical, data, ITU ANSI, and Bell Core standards. Familiar with

telecom network components such as switches, DACS, channel banks, CSU, DSU, T1/E1, T3/E3,

OC-3, OC-12, OC-192, STM-1, DSX on a functional level (larger list available). Have solid

understanding of telecommunications principles and equipment. Have ability to clearly plan

projects. Have ability to convey information to a multidisciplinary team.

To be effective I know and understand what the budget is and constantly monitor and

reduce costs wherever practical. Also know the schedule and continually plan the progress

of the site from site acquisition to site acceptance by diagnosing problems that are in

the way and coming up with solutions to overcome them. Assist senior manager to meet the

important internal and customer needs on schedule.

Try to improve project build-out schedules, eliminate property/land owner

miscommunications. Coordinate with project leasing manager and account executives in real

estate negotiations, monitoring the consultant's activities, minimize change orders of

account executives services reducing additional consulting and construction costs.

When you are implementing a switch build plan for any field service area or building any

new facility I can oversee the activities related to these switch implementation

milestones or any others set by you:

- Order switch/primary equipment. - Install transport, switch or cell site equipment and

wiring. - Complete Space Conditioning. - Establish transport and/or, local access or cell

site plan. - Install and test switch, power, and primary equipment. - Install and test

ancillary equipment. - Order facilities. - Accept facilities. - Final completion of

testing. - Complete integration and cluster testing. - Cut over switch.

Develop work plans, obtain and approve estimates, and develop timeline for the execution

of the switch build program for specific switches. Assess switch build progress and

quality levels, then compare results to planned targets. Evaluate, prioritize, and execute

ad-hoc requests in a manner that minimizes the impact on project scheduling and scope.

Support the development of switch implementation plans for future year. Interact with

client corporate and site build management as necessary to resolve any coordination

issues.

Prepare monthly build status scorecard versus plan, and highlight areas for intervention

for internal management. Determine internal and external resource requirements and ensure

contractual arrangements are in place in order to begin work and ensure a streamlined

vendor evaluation and selection process.

Interact periodically with vendors to discuss switch installation and transition

progress, resolve critical operational bottlenecks, evaluate status of the relationship,

and resolve relationship issues to ensure that vendor performance metrics match or exceed

planned targets. Assign roles and responsibilities for project team and support staff.

Develop work estimates financial budgets and timelines. Manage multiple projects

simultaneously Coach employees in all necessary means and ways of installation and

maintenance practice.

Have forty-two years strong electrical, data, and telecommunications construction,

operations and project management experience (plan, design, build, and execute). Have

ability to manage projects and get hands into the technology. Supervise technicians and be

responsible to perform additions, moves and changes including the software changes to the

switch. Be responsible for backup and emergency systems necessary to keep the central

office or call center fully operational during normal hours, as well as automated systems

to ensure after-hours functionally.

Provide responsive telecommunications support to Learning Tree staff and instructors.

Interface with all local and long-distance vendors/carriers associated with phone

requirements in the US. Cooperate with all departments, setting and maintaining ACD users.

Update switch view database. Perform daily systems checks. Prepare daily reports and as

requested. Travel as necessary to other sites for support. Respond to trouble tickets.

Work with administrative phone databases. Performed special projects and administrative

tasks as assigned. Make changes in phone system configuration and troubleshooting. Have

experience in managing vendors in support, installation and upgrade of medium-sized and

large-sized phone systems. Received specialized training in ACD (Automated Call

Distribution), PBX and voice mail.

Keep abreast of the latest technology and developments in telecommunications. Stay

current with knowledge of systems for hands on experience troubleshooting, maintaining,

installing, and upgrading PBX, central office, collocation, type III POP centers, and call

center systems.

Will endeavor to have each site completely constructed and ready as scheduled, within or

below budget, and within company quality standards. Since both the schedule and budget are

always aggressive, I will always be exploring ways to do it quicker for less money while

not compromising safety or quality.

service (i.e. Intellipath), including the ability to supervise contractors in diagnosis of

Merdian digital Centrex station equipment and associated station wiring. Well able to

translate user agency telephone needs to work orders which he will then coordinate with

OBJECTIVE:

May 1975 to Present Time - Own and operate E. H. Petree Company (Insured-Licensed).

Company was licensed Electrical Contractor, Telephone Interconnect, and FM Two-Way radio

dealer for 22 years in Oregon. Owned and operated mobile radio relay stations in Oklahoma

and Texas operating in business radio service.

Provide my personal services via this company on a one-to-one basis to client companies

as engineer, technician and manager, sometimes working through prime vendors (staffing).

Currently on a yearly basis at different times perform (presale/post sale) design and

installations of AC electrical wiring and DC Power Plant installations for

telecommunications industry. Assist sales force in their attempts to sale equipment and

systems. Oversee financial aspects including job cost accounting of each project,

coordinate personnel, review bids, change orders, and safety policies.

Coordinate and manage people, materials, all equipment, budgets, schedules, and

contracts. Manage safety of employees and the general public. Supervise the evaluation of

electrical construction methods when determining the most cost effective plan and budget.

Work as Electrical Field Superintendent to supervise electrical field installation of any

ac and dc electrical wiring in commercial and industrial facilities, conveyor systems. Am

familiar with NEC requirements (take 24 hours code each three years), wire motor controls,

graphical and operator interfaces, and PLC programming in the material handling and

furniture industry. Made conduit runs, Allen-Bradley PLC programming. Build traffic

signaling at highway road intersections.

installation performance and progress. Create construction drawings. Prepare site budgets

and contract processes. Attend bid walks. Implement daily operational project management

existing backbone infrastructure and communications equipment. Provision customer premise

equipment to support company services.

Advise and be responsible for implementation of network hardware and support application

upgrades. Work with corporate departments, local system personnel, and contractors to

manage installation and deployment of TCP/IP network systems and applications. Provide

leadership for installation and operations personnel.

Operating as an Interconnect Company sell and install PBX/KEY systems equipment made by

Siemens, Lucent, Mitel, Nortel, AT&T, Comdial, Northern, Toshiba, NEC, Intertel, Iwatsu,

define user requirements. Installing Avaya Aria Voicemail systems and Cisco AVVID Call

Manager systems, IPC Alliance Turret Systems, Avaya G3 PBX telephone systems, and Serenade

voicemail systems, ROLM 9751 PBX ROLM MAC and ACD.

Design and perform equipment and cabling installations, manage and oversee construction

thereof. Work on installation of access nodes, HDT, switches, hardware, and software

installations, test equipment, Fujitsu, Nortel DMS line, Lucent 5ESS line, Alcatel 1631

series, Nokia DX200, Tellabs, and many more types and brands of equipment.
