MANAGEMENT AND LEADERSHIP EXPERIENCE

Program Manager for FEMA Grant Programs Directorate Environmental and Historic Preservation (EHP) support contract. Led team that provides NEPA and NHPA reviews for FEMA grants and EHP technical assistance to preparedness grantees ($4.1M, 2-year, 4-month contract) (2011 - 2012).

Senior Manager, FEMA Occupational Safety, Health, and Environment (OSHE) Division Environmental Management Branch support contract. Led team providing support to the OSHE sustainable tank program and general environmental sustainability program $5M, 3-year contract) (2010 - 2012).

Program Manager for Booz Allen`s $25M EPA RCRA Enforcement, Permitting, and Assistance (REPA) REPA3 and 4 Zone 2 contracts and for Booz Allen's $6M, REPA3 Zone 1 contract and the REPA4 Region 1 subcontract. Oversaw technical, managerial, and administrative services for more than 300 work assignments across multiple geographies, with an overall value of more than $22M (2002 - 2010). Responsible for oversight of work assignment planning and execution including staffing, work plan development, cost estimating, monthly reporting, financial management, subcontractor management, and quality assurance/quality control of deliverables. Led diverse team of environmental professionals, including hydrogeologists, risk assessors, compliance specialists, permitting specialists, and information technology/information management specialists. Work included corrective action oversight and analysis; human health and ecological risk assessment; training and conference support; environmental indicators determinations; RCRA treatment, storage, and disposal incinerator unit permit reviews; and inspection support and compliance site screening visits (2002 - 2010).

Project Manager for Broadband Technology Opportunities Program (BTOP) NEPA compliance team for the Department of Commerce`s National Telecommunications and Information Administration (NTIA). Led a team of NEPA and NHPA specialists reviewing BTOP grant applications for NEPA and NHPA requirements from an environmental compliance standpoint to determine the level of environmental review required during post-award, should an application be selected for review. The team also performed program and process design, guidance development, training, development of pre- and post-award NEPA documentation templates, and development of pre- and post-award tracking and reporting mechanisms (2010).

Internal coordination lead in support of Program Manager for broad Architect of the Capitol BPA with more than 40 active firm fixed price Task Orders. Contract was experiencing problems with aged receivables, unbilled milestones and a general lack of consistency across Task Order management processes. Stepped in and developed a training program for the proper execution of firm fixed price Task Orders from proposal through closeout for Task Order Managers. Empowered Task Order Managers to solve contract management problems themselves, resulting in a reduction in financial reserve issues from $350K to $0K in less than five months (2009 - 2010).

Project Manager for FEMA Integrated Public Alert and Warning System (IPAWS) tank identification project. Led team that researched the status of over 800 old underground and above ground storage tanks supporting emergency generators at radio stations across the country and territories. Team performed file research and field research to identify tanks and determine their physical and regulatory status. Team developed an Access database with over 20 data fields to capture and store research data (2008 - 2009).

Region 2 Regional Manager and Deputy Program Manager for REPA2 Zone 1 contract. Assisted Program Manager with staffing, budget, hiring, staff retention, and financial reporting systems and infrastructure. Led all Zone 1 Regional Managers in coordinating management activities, including QA/QC, Health and Safety program, subcontracting program, and reporting (1999 - 2002).

Subcontracts Manager for REPA2 Zone 1 and REPA2 Zone contracts. Developed SOP for identifying, contracting, and utilizing subcontractors. Oversaw all subcontractor acquisitions and utilization decisions (1999 - 2002).

Associate Project Director and Acting Project Director of 45-FTE EPA RCRA, Superfund & EPCRA Hotline. Performed contract financial analysis, budgeting, and strategic long-term planning. Coordinated and supervised the activities and organization of a nine-person management team. Responsible for management and development of RCRA/UST staff, including hiring, professional development, performance evaluations, promotions, terminations, transfers, staffing assignments, and salary decisions. Planned, managed, and coordinated multiple, concurrent work assignments for several EPA client offices. Projects include performing regulatory analysis, developing and delivering technical and regulatory training, and conducting guidance document review and production. On average, there were 30 individual active projects at any one time (1996 - 1999).

BUSINESS DEVELOPMENT EXPERIENCE

As an active member of the firm`s environmental market (EPA and DOI) senior account team, provided strategic and tactical input into business development in the market, helping the account to realize 30% growth over four years. Represented the firm`s environmental functional capability on the FEMA account team, developing white papers, and working to grow environmental business at FEMA.

Led capture effort for OSHE Tanks and Sustainability program. Identified opportunity and led the proposal, capturing a $5M, 3-year contract. Contract ceiling has been fully utilized to date.

Proposal Manager for successful bids for REPA3 (Zones 1, 2, and 3) and REPA4 (Region 1, Zones 2 and 3). Won six of the seven REPA3 and REPA4 contract opportunities. Led all aspects of proposal efforts, including teaming, orals, color teams, and writing, resulting in wins with over $60M in contract ceiling (of which more than $45M in revenue has been realized to date).

Led cost proposal for successful EPA RCRA, Superfund, and EPCRA Hotline procurement. Developed model to generate a $10M firm-fixed price cost proposal. Developed an extensive and detailed Basis of Estimate (BOE) to bound the firm`s risk. BOE was used as a model in Booz Allen internal training on cost estimating.

Have overseen the development of more than 500 Work Assignment and Task Order proposals.

Price volume lead for successful Volpe Transportation Security Solutions (TSS) IDIQ win ($120M), and proposal manager and orals team coach for successful Volpe Operations Research and Analysis (ORA) services IDIQ win ($40M).

TECHNICAL AND POLICY EXPERIENCE

Developed Land Use Control/Institutional control (LUC/IC) implementation model and strategy for the Air Force Real Property Agency (AFRPA). Work included designing architecture of management system to identify, confirm, and communicate LUC/IC implementation, management, enforcement, and communication requirements based on DoD LUC/IC Policies. Work product consisted of data modules that collect necessary data and feed information into AFRPA Management Information System to facilitate automated tracking and communication notices to property grantees, regulators, and other interested parties. Also developed AFRPA lead-based paint management policy for compliance with the Residential Lead-Based Paint Hazard Reduction Act of 1992 - Title X (2001 - 2003).

Led team developing RCRA corrective action environmental indicator (EI) determinations for sites in New Jersey and Puerto Rico in support of EPA Region 2 under REPA Zone 1. For this $500K work assignment, the team completed over 200 EI checklists and 50 data gap analyses for sites not yet attaining positive determinations. Issues include human health and ecological risk assessment, hydrogeologic research and analysis, migration of VOC contaminated groundwater to indoor air, and groundwater-surface water migration (2000 - 2002).

Provided technical leadership to team supporting US Postal Service Environmental Division. Provided expertise in solid and hazardous waste issues, including recycling, procurement, reporting, and internal policy development. Team developed and updated USPS policies on solid and hazardous waste management, and integrated solid and hazardous waste management principles into a USPS-wide Environmental Management System (EMS). Also led team supporting the US Postal Inspection Service updating internal policies and procedures for suspicious/dangerous mail. The team developed comprehensive recommendations to the USPS`s Office of National Preparedness to make training, outreach, and policies internally consistent, representative of best practices regarding dangerous and hazardous mail, and consistent with policies of other agencies (e.g., law enforcement agencies) (2003 - 2008).

Served as Senior RCRA technical expert on engagements including procedural support of the South Dakota and Utah state authorization process; revision of EPA`s 1998 RCRA Orientation Manual; and production of a series of RCRA industry-specific compliance and waste minimization guidance documents aimed at segments of the regulation community such as dry cleaners, printers, chemical manufactures, and the metals industry (1997 - 2000).

Managed a $500K project to develop the EPA RCRA Online database. Database build required categorizing, indexing, and summarizing more than 3,000 letters and memoranda providing RCRA interpretive guidance. Developed content criteria and data elements architecture, supervised regulatory experts developing content, and systems experts developing the online database platform and functions. Database was put online on EPA`s website for use by the public and regulated community as a replacement for the RCRA Hotline. Also Data Content Team Manager for project to develop an on-line searchable database of EPA OSWER policies in support of EPA Public Task Force mandate. Designed a data information flow plan that incorporated the entire information lifecycle (1996 - 1999).

Served as RCRA corrective action expert on team supporting DOE contaminated property program. Advised clients on RCRA policy and procedures, developed flow charts of possible DOE RCRA enforcement scenarios, and worked with other cleanup experts on the intersection of CERCLA and RCRA at DOE facilities (1996).

Reviewed, edited, and analyzed data for EPA's Chemical Industry Environmental Baseline Report, 1990 - 1994 for the Office of Enforcement and Compliance Assurance (OECA). Report provided a summary and general profile of the chemical industry, provided snapshots of the industry's environmental performance, and provided an overview of compliance trends and status. Also, reviewed and edited the DOE Standards/Requirements Identification System Manual for technical accuracy, focusing on RCRA and UST corrective actions (1995).

Designed, planned, and conducted more than 200 hours of technical classroom training on RCRA, UST, CERCLA, and EPCRA topics. Scoped proposed course objectives, course content, and estimated level-of-effort and cost with EPA. As a manager, supervised the production and delivery of training on over 30 specific RCRA topics. Personally conducted training on RCRA Enforcement, RCRA Corrective Action, RCRA State Programs, an Introduction to RCRA (3-day course), CERCLA Enforcement, EPCRA Enforcement, and RCRA Closure (1993 - 1999).
