The Joint Medical Logistics Functional Development Center (JMLFDC) is a Department of Defense
(DoD) organization that is responsible for requirements integration, software design and development,
testing, deployment, and sustainment support of the three services’ automated medical logistics
systems.
Responsible for defining and implementing a Quality Assurance program at JMLFDC to include Six
Sigma and CMMI methodologies. Working closely with all levels of leadership to bring the organization
to the next level of CMMI and implement process improvement initiatives, program metrics and project
management best practices. Author of Software Quality Assurance Plan.
Established a Project Scheduling function for JMLFDC including a MS Project schedule template for
use in creation of all project schedules, a program master schedule, and standards and procedures for
schedule maintenance and status reporting.
Established an independent integration test team responsible for validation testing of program software
applications. Defined test artifacts, testware and test procedures and created a test case library.

CIRCUIT DISCONNECT INITIATIVE 2006
The Bank of America’s (BOA) Circuit Disconnect Initiative (CDI) was undertaken to achieve a monthly
recurring cost savings of $1.32M for the EDS BOA account by disconnecting data circuits that were no
longer used by the Bank and/or its affiliates. The multi-phase process of disconnecting data circuits
began with identifying potential circuit candidates and ended with disconnect orders being sent to
telecommunication carriers.
Managed the phase of the disconnect process from identification and documentation of potential
disconnect candidates (traffic studies) through to ensuring the circuit was disabled (soft disconnect
status) prior to issuance of a disconnect order.
Ensured traffic studies were requested from and returned by carriers on schedule; issued and
documented soft disconnect requests made to the carriers and ensured compliance.
Conducted weekly Peer Review meetings with EDS Engineering and Network Services virtual teams to
reach consensus and ensure all due diligence was completed on circuits to be disconnected.
Responsible for meeting project targets for the number and cost of circuits processed each week
through Peer Review.
Acted as liaison with carriers to ensure they met deliverable deadlines and resolved compliance issues.

Debt Collections.
Created and maintained the CSB Phase 1 Production Implementation Plans. The Plans included
detailed information on application and data migration strategies, implementation roles and
responsibilities, implementation tasks, contingency plans and hour-by-hour implementation checklists.
