Abstract: T his paper describes the approach adopted by the Turkish National Health

I nformation System to build a national Data Warehouse, covering more than 50 Data Sets,

specified by the Ministry of Health, and an EHR for each citizen.

T he messages are first specified using a U M L logical design model, which is understandable to

a ll stakeholders. These specifications are then mapped to H L7 CDA Release 2 to produce the

w ire format specifications, xsd's and java classes.

Each message is assembled from stand-alone Data Sets, which populate the Data Warehouse,

and Sections which are used to create the EHR.
