program management, contracting, and remedial action selection.

Achieved Program Manager Authority for installation compliance by establishing
professional standards in providing environmental compliance management, direction,
and control related to Resource Conservation and Recovery Act (RCRA), Comprehensive
Environmental Response, Compensation, Conservation and Recovery Act (CERCLA),
Clean Water Act (CWA), Toxic Substance Control Act (TSCA), NJDEP Site Remediation
Regulations, Safe Drinking Water Act (SDWA), and Environmental Management Systems
(EMS).
WORK EXPERIENCE
October 2011 – Current Green Earth Bio-Diesel Inc.,
Toms River New Jersey
Account Manager and Representative. Completed marketing and sales programs for
Monmouth, Ocean, and Atlantic counties. Created marketing materials for both direct sales
and mail marketing programs. Initiated service agreements, maintained customer records,
and responded to customer needs. I increased the company’s customer base 50% in 6
months while working part time.
January 1991 – May 2011 U.S Army Directorate of Public Works,
Fort Monmouth New Jersey
Manages the Installation Restoration and UST programs for Fort Monmouth. Completes
environmental assessments and remedial actions at multiple complex sites which include
soil/groundwater contamination, reviews & approves remedial assessments / designs,
ecological evaluations, laboratory analytical data reports / investigations in support of the
BRAC closure of Fort Monmouth.

Achieved compliance in over 200 cases and closed each out in accordance with NJDEP
and USEPA regulatory standards by compiling work schedules and suspenses to meet
prioritized objectives, developing correspondence, permits, licenses, reports, cost
estimates (RACER), work plans, decision documents, assessing all reports and laboratory
data packages for completeness, completing conformance summary reports relating to all
applicable regulations and guidelines.

Subject matter expert with the Installation Environmental Management System (EMS),

Water Act, RCRA waste, NRC radiological waste, Universal waste, etc..
Implements environmental management policies / programs and provided staff direction
and support services on matters concerning environmental compliance, protection of
natural resources, new construction charette design and planning issues (BRAC, Re-Set,
UXO, contracting, etc..) as well as impacts on public safety.
Plans, conducts and participates in project design charettes, site investigations and
security issue resolutions regarding new construction and renovation activities to include
Administration, Laboratory, Server Room and SCIF facility construction as well as leads
periodic inspections and surveys of CONUS facilities to ensure compliance, provides
assistance and recommendations for corrective acti ons dealing with environmental
matters.
Acquired knowledge in MILCON Construction and joint venture contract management
policies and procedures which expanded his abilities in the design of complex
laboratories, secured space regulations (DCID/9, CIA) and LEED building policies.
