Mr. Stinnett has over *7 years of diverse leadership experience supervising and overseeing projects with both union and non-union craft personnel in the environmental, radiological, construction, demolition, and geotechnical field as well as in manufacturing plant maintenance and operations. Mr. Stinnett has supervised operations and performed oversight and project management and support of projects ranging in value up to $51M with crew sizes up to 245.

Mr. Stinnett has extensive radiological and environmental management experience in remedial action (RA), decontamination and decommissioning (D&D) oversight, and construction design and cost estimating support for federal agencies. He has demonstrated experience working within controlled regulatory environments and ensuring the implementation of safe work practices without compromise. He has supported various federal and state agencies including the U.S. DOE, U.S. Petroleum Reserve, U.S. Amy Corp of Engineers, U.S. Air Force, TDOT, SCDOT, and the State of Tennessee Governor’s Office.

Also performed layout, bedrock verification, grout testing, material ordering, and pile load testing.

Soil Nail Retaining Walls at HFIR (ORNL) - Responsible for layout of wall, location of primary and secondary cooling lines to HFIR, material ordering, testing of anchors, erosion control, and personnel management.

Micro piles on HFIR beam line (ORNL) - Verification of refusal, material purchases, grouting test sampling, and establishment of pile cap elevations.

Containment Pond and Storm Drain Chemical Grouting (ORNL) - Determined grout quantities, ordered materials, controlled access. Oversight of site safety and documented field activities.

Electron Linear Accelerator building Micro piles for shielding walls - Responsible for special equipment set-up, personnel, pile verification, documents, and grout sampling and testing.

• Projects with State of Tennessee:

Tennessee Governor’s Mansion - Oversight and quality control of installation of permanent foundation support and shoring for safe excavation of new basement under existing house; D&D of existing foundation and preparation for future basement walls and new foundation.

State Capital Building - Oversight and quality control for repairs to existing elevator system underground from Capital Building to Tennessee House of Congress. D&D of existing shoring systems of elevator housing and installation of new rock anchors, and new concrete walls. Provided Site access control during off hours.

• Projects for USACE:

Center Hill Dam. Soil nailing walls - Responsible for assigning tasks, testing of anchors, application of shotcrete, crew safety, and material procurement.

Burgess Falls Dam - Chemical grout of concrete fractures preventing further erosion and dam failure. Determined grouting injection points, grout quantities and flow rates. Responsible for site safety.

• Project Supervisor for a variety of projects including stabilization and repairs of foundations, sink hole capping, slab void filling, soil improvements, shoring for excavations, retaining wall tie-backs, chemical and epoxy grouting and injections, rock and soil anchors, and shotcrete applications.

Weak Island Petroleum Reserve, Weak Island, Louisiana - Chemical grouting of salt dome to stop water leaks from the gulf into the salt dome at -425’ below sea level, putting underground oil reserve in the salt dome at risk. Performed site training, equipment mobilization, material procurement, local crew hiring; determined grouting locations, and quantities.

South Knoxville Bridge Access Road - Combination of permanent and temporary retaining wall for new highway built from Knoxville to South Knoxville. 21,000 sq/ft permanent structure wall with over 4,200 permanent anchors 40’ deep.
