1. Global Director (HSE/Ops) June 2013 - present

APR Energy LLC

Global HSE plus Project Management/Operations Management (as needed) responsibilities.

Most recent assignment - Deputy Project Manager for 6 energy projects in Libya.

Concurrently - leading HSE works on over 26 pr ojects in Libya, Iraq, Oman, Yemen, Indonesia, Myanmar,

Australia, New Caledonia, Botswana, Angola, Mozambique, Senegal, US Virgin Islands, Argentina,

Uruguay and Guatemala.

Strategic Guidance and Leadership responsibilities:

Providing overall strategic leadership to set the direction of the Company’s HSE Program;

reporting to the Senior VP Operations, General Counsel and partnering with business unit leaders

to establish APR Energy as a recognized industry leader. Working with Executives and other

leaders across the Company to inspire participation and to bring a cohesive approach to the

program.

Driving the operational implementation of HSE strategies and initiatives in a way that builds a

Company -wide safety and compliance culture.

Providing guidance to business units for processes and activities inc luding compliance with

applicable laws and regulations and the investigation of accidents and any violations of policies

and procedures.

Managing the day -to-day operation of the HSE Department, including budget matters,

establishment and maintenance of appropriate competencies and professionalism on the part of

Department team members, and the establishment of appropriate metrics to measure

Department performance; develop and execute the HSE work plan and recommend projects;

facilitate work and resolve problems.

Providing analysis of trends/data and provide recommendations to Executives and other leaders

through the HSE Committee and otherwise for follow-up and action.

Designing and executing, working with Human Resources, Operations and others as appropriate,

education, training and awareness programs and incentive compensation for team members and

management whose functions or responsibilities involve compliance with C ompany HSE policies,

laws or standards of conduct, including both introductory and ongoing training; monitor the

effectiveness of these programs and link them to achievement of Company goals on HSE KPIs.

HSE Enforcement

Partnering with the Executive team and business unit leaders, maintain an effective system for

identifying, reporting, tracking, trending and taking action upon team member violations of HSE

laws, policies or standards of conduct covered by the HSE program to minimize the risk of

unlawful or improper conduct and to protect the Company’s reputation.

Maintaining a system for uniform responses to alleged violations of laws, regulations, standards

of conduct or policies covered by the HSE program.

Recommending disciplinary or corrective action in response to violations, as appropriate, to

management. Modifying policies and procedures, as needed, to reduce the likelihood that

similar violations will occur, and make changes as appropriate.

Monitoring

Developing and implementing annual HSE compliance audits to ensure Company requirements

are being implemented as intended; report results to Senior Management.

Developing and implementing ongoing programs to remediate processes and practices where

necessary to assure compliance with the APR HSE policies, procedures and standards, including

regular reporting to the COO, Senior VP Operations and General Counsel.

Assessing business unit HSE risks and develop and implement appropriate risk mitigation plans.

Identifying and monitoring developments and trends in the HSE-related international legislation

and regulations, policies, standards, processes and practices.

Undertaking continual improvement to the HSE program.

Reporting and managing all work related injuri es and illnesses, including root cause analysis and

follow up training as needed.

Other

Providing assistance as needed to the Legal Department in any litigation and regulatory

proceedings.

Representing the HSE Department to trade associations and government agencies.

Attending relevant industry conferences and professional meetings to maintain professional

2. Senior Project Manager

US Department of Defense (various locations: USA, Germany and numerous African

countries).

Key assignments:

U.S. Air Force Project Manager, Technical Expert and Contracts Manager. Managed program

and contracts; coordinated, oversaw, and executed the HQ Air Force Special Operations

Command (AFSOC) Installation Restoration Program (IRP) as part of the DoD "One Cleanup"

Program. Annual funding of over $20 million. Coordinated IRP with Military Construction Projects

to maximize funding and minimize mission impact.

Air Force lead on nation-wide implementation of Performance Based Contracting and Triad Rapid

Field Assessment and Decision Making.

Plan, budget, and execute Mil-to-Mil and Defense Environmental Security Cooperation (DEIC)

program in Eastern Europe and Africa.

W rite procurement specifications and implementation plans for training activities geared to African

military and other stakeholders, to build mission capacity for accomplishing environmental and

energy security objectives.

Coordinate with Eastern European and African nations’ militaries and other stakeholders to

address environmental and energy issues. Established a network of co ntingency engineering,

environmental, and technology contacts that provide subject matter expertise.

Review and authorize engineering division approval on Final Governing Standards (FGS),

Environmental Baseline Surveys (EBS) and interpretation and implementation of the Overseas

Environmental Baseline Guidance Document (OEBGD).

Provide engineering support to the Exercise Related Construction (ERC), Humanitarian

Assistance (HA) and Military Construction (MILCON).

W ork on the UN panel of experts to address engineering considerations during peacekeeping

operations.

Manage Environmental Considerations for Contingency Operations (ECOps) (pre -deployment

training for peacekeepers; engineering, energy and environmental aspects of military training

exercises; military “basing”; and management of fixed military installations)

Institute policy to ensure green (sustainable) technology is considered for mitigating

environmental impact from military training and other operations while still promoting readiness

and continued access to land, air and sea resources for joint training exercises.
