Independent Consultant Experience (Dec 2006 - Dec 2008)
Project Manager @ Safe Auto, OH
Managed and implemented a .NET web application, which enabled customers to
get an online auto insurance quote. This project was part of a larger
program to rewrite the client's existing application, which is written in
Delphi to C# .NET. To realize this larger initiative, this project defined
a Services Oriented Architecture (SOA), which was used to design and
develop the web solution.
Project Manager @ Affinion Group, OH
Conducted project assessments to determine scope, business requirements, IT
solution, cost and schedule. Successfully completed 3 projects on time and
within budget worth USD $1 million. Projects included the delivery of .NET,
BEA WebLogic, AS400 and IVR/CTI solutions based on SOA.
Accenture Consulting Experience (Feb - Dec 2006):
Project Manager @ CareFirst, MD
Developed an Enrollment and Billing (E+B) Migration Strategy for business
users from a legacy custom built application to Facets. The strategy
included what type of data and how much of historical data will be migrated
to Facets. It also included when the migration should occur and its impact
to stakeholders (e.g., members/patients, claims system, internal
associates, brokers, business partners and vendors). Developed a project
schedule, which outlined tasks for the requirements gathering /
configuration / data mapping, testing, training, pre-conversion, conversion
and post-conversion phases.
Technical Architect @ WellPoint, CT
Developed a high level conceptual architecture blueprint that showed the
Member Portal application within the context of all the systems it will
interface with to support the Consumer Driven Healthcare (CDH) initiative.
Specified CDH requirements to vendors (e.g., Subimo, WebMD, Ingenix,
Graphic Surgery & RxEOB). Determined the level of effort required to
develop, test and deploy the portal application.
Technical Architect @ Caremark, TN
Assessed Caremark's 3 adjudication engines, reference systems (provider,
eligibility, formulary, plan design, finance and billing) and key
interfaces to select a single adjudication environment. Defined current
state of each system, assessed system performance, scalability,
reusability, integrity and determined the business capabilities supported.
DiamondCluster International Consulting Experience (May - Nov 2005):
Technical Architect @ Pfizer, NY
Developed current state and future state technical architectural
blueprints. Conducted application portfolio rationalization analysis of
applications that supported the pharmacovigilance efforts of the client.
These deliverables were used as inputs to create the future state IT
roadmap for the client's Safety and Risk Management organization.
Capgemini (originally Ernst & Young) Consulting Experience (Feb 1999 - May
2005):
Integration, Configuration & Installation lead @ Norfolk Norwich University
Hospital, UK
Designed the integration of the clinical systems used at the hospital with
the new iSoft iPM system (Patient Administration System) using HL7
standards. The core clinical systems that were integrated with the iPM
system were Protos, Symphony, LabTrak, ICE, eMed, JAC, PACS and Orsos.
Identified and reported issues with the functionality provided by iPM,
which did not meet the business requirements.
Created a process and tool to collect information for configuring the iPM
system. Managed the design of a new Oracle data warehouse to generate
reports using Business Objects. Led vendor and client IT staff to produce
the deliverables mentioned above.
Project Manager @ WellPoint, CA
Managed 30 resources spread over CA, GA, MO, NY, Ireland and India to
successfully develop 26 Enterprise Business Services (EBS). The project
spanned over the requirements, design, development and testing phases with
a budget of $2 million. Delivered the EBS based on SOA, which provided for
a single client interface from 5 Membership systems. The applications were
developed using J2EE, COBOL and VB, and was implemented on the IBM
WebSphere, IMS DC/CICS and UNIX platforms respectively. MQSeries was used
as the Message Oriented Middleware (MOM).
Project Manager @ Cigna, CT
Led 6 developers to support the 'beta' version of the client's Billing
system. Applied expert knowledge of RDBMS and learned the process flow of
the client's Billing system to identify corrupted data and apply time
critical data correction to the DB2 database. Defined processes to conduct
technical analysis of the problem tickets and release coordination of the
corrected invoices with operations.
Led the analysis, design, test and implementation of a batch job that would
detect where the integrity of data was compromised between the Enrollment
(2 million records) and Billing databases. Led 3 client developers to
develop the batch job using Integrity software, COBOL II, DB2, Eztrieve,
JCL and Excel. Trained client production support and business staff on how
to evaluate and resolve any data discrepancies identified by the reports
generated from this batch job.
Project Manager @ CareFirst, DC
Re-engineered the benefits determination application (part of the Claims
system) from a batch system into a transactional system. Designed the
transactional system based on business requirements and the analysis of the
batch (JCL) system process. Developed the project schedule and managed 18
developers to develop, test and implement the system on time and within
budget.
Lead BA @ AAA Missouri, MO
Documented requirements and defined a set of process flows that described
how the new e-commerce application would enable an Internet Customer or an
Agent to purchase and maintain his/her auto insurance policy over the
internet. The process flows also described the interactions between the
different modules within the application and 3rd party components (e.g.,
MVR and credit card payment processor). The e-commerce application was
developed using Java on IBM's WebSphere environment.
Technical Team Lead @ Sprint
Designed and implemented changes to the Customer Hierarchy sub-system as
required by the business. Led 4 developers on this project. The system was
developed using COBOL II, DB2, MVS and CICS.

(PDP) system. The system was upgraded to COBOL 360 on the IMS DC platform.
Led 4 client developers and a BA to recreate source code for programs that
were missing source code. The team was also successful in creating a test
environment for the application. In addition, I managed the off-site vendor
that did the remediation work.
Programmer Analyst @ Nationwide Insurance, OH
Coordinated and managed the parallel batch system test run of the
Payable/Receivable sub-system, which is a part of the COGEN system. Made
code changes based on the business analyst specifications and identified
defects. The system was developed using COBOL II, CICS, DB2, IBM MVS and
JCL.
