failures, and take the appropriate actions to keep the billing process moving along (without much

the Qwest Conversion project for CenturyLink, as well as CMS OGS, and “root cause investigations” for
billing issues.
Was initially hired to work on the conversion project, but it has been put on hold for a while, … so in the
meantime, I worked on the CMS OGS side of the business. The system that CenturyLink is working with
was developed by Amdocs, but CenturyLink has had sole responsibility of and further
development/modifications for the past 7 years or so.
Was told that the Conversion project was officially “scrapped” (never started) in early March 2013, but
continued to work on “root cause investigations” for the next month.

Contracted to the U.S. government's Technology Services Organization (TSO) of the Defense Finance
Accounting Services (DFAS) in Indianapolis, IN, as a Sr. Computer Specialist Analyst on the Air Force's
Automated Bill of Materials (ABOM) and NAVAIR Industrial Material Management System (NIMMS).
Our team was put together as the result of a BRAC, moving the operations from Lexington Park, MD, and
entrusted with the job of developing a more comprehensive development process, that focuses on Air Force
regulations as the driver for much of the functionality. Unix, Oracle, Java, COBOL (old code), and JBOSS,
Remedy, etc., make up the environment.

• Developed an initial Functional Specifications document, for which our Team Lead was so
impressed with, he literally could not stop talking about it that first afternoon when it was presented
to him, and he made the decision for the team to use it as a template/starting point for our Functional
Specs in the future. Also developed a Detailed Program Design document for the programmers.
• Presented SCR's (Software Change Requests) to Air Force personnel at User Conferences, for
consideration/inclusion into upcoming releases.
• Analyzes functional requirements, evaluates system and network solutions, and prepares
detailed system design and program requirements.
• Develops test criteria, test plans, establishes test scenarios, analyzes test results, and documents
test discrepancies or defects for System Integration Testing (SIT), System Acceptance Testing (SAT)
and Customer Acceptance Testing (CAT).
• Collaborates with managers, technical and system experts of other DFAS and DoD financial
systems, and other Federal agencies.

Programming Manager – Responsible for software development for clients in the Recreational Vehicle and
Manufactured Housing industry. Duties included scheduling of tasks for programmers, document analysis of
requirements as Impact Assessments, COBOL coding (AcuCOBOL), final review of code and testing.

• Introduced Impact Assessments as an analysis tool that we had produced at Amdocs in St.
Louis, and clients seemed very receptive to a more “professional approach”. In fact, the owners
were quite surprised that the clients responded so positively to such documented analysis.
• Estimation of project completion times were very accurate due to the time spent in analysis
when developing/documenting Impact Assessments.
• Commended by the President and CEO for ability to test for proper results and functionality of
software, … hence the reason for being assigned the duty of reviewing other programmer’s work
before installing any software on a clients system.
• Part of a team that developed and implemented a Postgres data base system for our clients,
without modifying the “legacy COBOL” much at all.

• Exposed to an Oracle environment on HP 9000’s, using COBOL programs as the main “driver
programs” for batch oriented processes, and then had “called C functions” along with SQL
statements that accessed the Oracle data base. Used “Reflection” as a tool for accessing the Unix
system, and for traversing through the Amdocs tree structure of files that were used in development
of their system.

Vice President/Controller – Responsible for the efficient running of the general administrative functions of
this educational publishing business. Duties included Financial Reporting, Purchasing, Data Processing
(some COBOL programming in the early years), Cost Accounting (Bill of Materials), and various other
administrative responsibilities.
• Promoted to that of Controller in July of 1985, and was then given the title Vice
President/Controller in July of 1989.
• Continued to maintain the initial computerized financial management information system that
had been developed as a Consultant previously.
• Reported financials for three divisions within the company, as well as the consolidated financial
reports. Supporting schedules for specific areas were also produced.
• Developed a 5-year comparative analysis of all of our products to determine trends and expected
volume. From this, one could forecast major paper purchasing requirements for our maps, and other
inventory items that were purchased in a timely fashion to provide for the best use of our financial
assets.
• Visited vendors from time-to-time to discuss issues, and to become more familiar with those we
did regular business with.
• Acquired T-Bills directly from the U.S. Treasury rather than through financial institutions,
saving fees.
• Supervised a major move of our manufacturing process/inventory to a new building in the
Goshen Industrial Park.
• Assigned supervision of some of the manufacturing processes.
• Worked with insurance agents to review our business and health insurance needs.
• Traveled to a few of our industry trade shows in various parts of the country for the first few
years. Managed to “unload” over $10,000 of remaining inventory at a “Teachers Show” in Kansas
City with a local dealer who had sponsored the event.
• Revenue increased very steadily from 1984 to 1992 (around 15-20% per year) and the
employee count reflected that, as employment nearly quadrupled during the same period.

Data Processing Consultant – Responsible for implementing Modern Educational Systems initial
computerized financial management information system from June 1982 to December 1983. Duties included
advice on selection of hardware to be used, transferring of “hard copy” information, some COBOL
programming to change certain software applications, and training the office personnel on procedures for
order entry, billing, etc.
• Developed and implemented the new computerized information system in tandem with the old
“manual” system, so that at one point we were running two systems at once, and once satisfied that
everything was in place, the “old manual system” was dropped.
• Programming (COBOL) changes were made at the requests of the owner and some employees
that wanted to see improvements in certain areas.
• Offered a position with the company after it appeared that the owner liked me and wanted to
keep me around on a permanent basis. After initially turning him down, a couple of months later he
took me down to their trade show in Las Vegas that year, and took me aside with another exec with
the company, and made me another offer that was 50% more than the previous one. I said I’d have
to consider it, but accepted days later.
VEADA INDUSTRIES, INC.

Cost Accountant – Responsible for some general administrative functions of this company that produced
boat upholstery interiors and canvas products for “pop-up” trailers. Duties included Financial Reporting,
Data Processing (learned BASIC programming in the early months), Cost Accounting (Bill of Materials), and
various other administrative responsibilities.
• Considerable time spent modifying their “Bill of Materials” system (BASIC programming
language) to improve speed of development, modification of reports, etc. The result was a system
that could develop and process data much faster than before, saving the company countless hours of
administrative time, and allowing me to pursue even more cost cutting possibilities.
• Presented product bill of material cost reports to the General Manager from time to time to
determine the need for price increases, etc.
• Collaborated with the Plant Managers on new product development in order to develop a Bill of
Materials for such. Alerted to product changes, and updated Qty’s, Item No’s, Costs, etc., and then
would “explode” the Bill of Materials to refigure product costs for the purpose of reporting “Costs of
Goods Sold” on the financial statements.
