I am currently supporting the P&ED with its Service Level Standards
(SLS) effort. As the primary chief editor, I am responsible for developing
a comprehensive SLS catalog benchmarking metrics, as well as flow-chart
development for WHS' OSD customers. This catalog consists of 48 SLSs and
"swim lane" flow-charts. The catalog captured the "as is" models and future
catalogs will transform into the documented "to be" models.

I provided part time on-site support to the Defense Contracting
Management Agency's (DCMA) Base Realignment and Closure (BRAC) Human
Resources' Program Management Office (PMO), in support of workforce
planning, knowledge management and transition strategy. I developed a
comprehensive Movement Plan; identified gaps and developing strategies to
maintain mission critical skills; developed a Knowledge Management Strategy
to capture skills and knowledge and made numerous recommendations to the
client in types of training and delivery methods to maintain mission,
critical knowledge and skills once transitioned to Ft. Lee, VA. On a part
time basis, I managed human capital contracts, forecasting, planning,
managing and tracking budgets; developed work plans and executed
deliverables. I provided consulting services in a wide-range of human
capital topics: performance management, recruitment strategies and
workforce planning. I provided proposal support, including writing
technical solutions and provided input to business development team.

As the Support Services Chief, I managed and directed very diverse
programs, which support not only DSS headquarters, but also 71 field
offices located throughout the United States. Within my division comprised
of approximately 36 staff, I was responsible for: Nation-wide Acquisition
and Contracting, to include all Government Purchase Cards; Nation-wide
Property Management; Nation-wide Space and Logistics, consisting of
expendable supplies, Government vehicle fleet management, all furniture,
copier, and fax procurements, as well as all other accountable property,
and a Nation-wide Safety and Occupational Health Program; Nation-wide
Administrative Support, including records and mail management. I managed
and executed a Budget/Spend Plan of over four million dollars. I
successfully lead a team of SMEs in the complete renovation of the
Headquarters building, including paint, carpeting and 100% furniture/work
station replacement, while the space remained occupied and operational. In
addition, the various conference rooms were upgraded with state-of-the-art
equipment and furnishings. I established contract authority for DSS not
later than 1 October 2008. I also completed a nation-wide 100% accountable
property inventory not later than the end of December 2008. I reviewed and
re-vamped approximately 40 DSS-wide policies and procedures. After over 30
years, I retired from Federal service in May 2009.

As the Management and Support Services Group Leader, I managed and
directed a wide variety of diverse programs to include the Administrative
and Support Services, Program-wide Security and Information &
Communications Integrated Product Teams. I provided functional expertise
in logistic support and services to the PENREN. I perfected an in and out
processing program for the 5000+ construction contractors working on the
Pentagon renovation project at any given time. I supervised a staff
of 40 multi-level administrative, public affairs, and management
specialists and assistants. I developed, established, implemented and
oversaw 20+ comprehensive program-level policies and procedures. My Group
was the "clearing house" for all executive correspondence, as well as
provided leadership oversight for the Special Programs (i.e., CFC, food and
Red Cross blood drives, organizational fund raisers, hosting special
events, etc.). I facilitated countless meetings. I developed, maintained,
and briefed metrics at the monthly Director's Monthly Review.

I provided oversight in all HRSC administrative and management
functions, to include all funding and manpower issues, all facility and
equipment requirements for a serviced population of 150 employees. I
developed, analyzed, evaluated, and directed studies of various services
and operations to assess and improve business services provided by this
human resource operation. I conducted studies and analysis in the budget
formulation, development of long and short-range management objectives, as
well as organizational structure. I was a SME for programmatic and
strategic planning in all resource matters, acquisition, space and property
management, telecommunications, contracting, mailroom operations,
scheduling, internal controls and security management, courier and copier
services. From August 1995 through February 1996, I was responsible for the
complete stand up of the HRSC facility, to include all phases of this $5
million dollar project, which included the design, renovation and
construction, systems furniture and telecommunications installation.

I served as a Senior Advisor to the Commander and his senior staff on
the Agency's Contract and Procurement and Force Structure Committees. I
reviewed, analyzed and made recommendations on all major policy, program,
project and strategic planning objectives relating to the contracting,
resources, property management and manpower. I served as a SME on the
Agency's Contract Review Board, reviewing every DISA contract, valued at
over $6 billion dollars and ensured contractual compliance and its
validity.
