Successfully Planned, Engineered, Permitted, Budgeted, Financial Project
Feasibility, Scheduled and Managed Mining and Construction Operations
ranging from 5-110 employees with annual operating and capital budgets from
$5-50 M. These skills have led to over 40 successful projects resulting in
increased productivity, while minimizing cost and setting excellent safety
and environmental records.
EMPLOYMENT:
10-08/Present Mining / Milling Consulting Engineering: West Jordan, Utah
Client Project Mine Engineering/Management. Currently compiling data to
conduct project financial feasibility due diligence for outside project
financing of two new mining projects. This includes development of a
technical and financial package for WUCC Copper Mine and Century Gold
Mining and Milling a precious metal property. Assembled and provided due
diligence technical information package to investor prospects for financial
capital and operational support of future exploration, mining and
metallurgical process improvements as needed. Also, at Century Gold
currently estimating & budgeting all stockpiled reserves coupled with
sampling and process optimization testing program to determine economics.
Negotiation of Joint Venture Contracts for mining, milling and refining by
JV contractors as phase one operations are also taking place.
Project Team Leader. Interviewed and hired professional contract staff and
lead team through the mineral report development phase for Bio West's
client. Managed the mineral examination report staff, organized, compiled
legal and technical information, and co-authored the final mineral report
for mitigation of potential United States Forest Service opposition. Also
assisted editing NOI and EA permits. Project is currently looking good,
pending US Forest Service decision to proceed without opposition rather
than to deny and litigate.
Sr. Project Manager. Providing a broad range of PSE industrial client based
engineering solutions for the production and management of a new tungsten
pellet plant. Upgrades included robust precious metals process plant,
large chlorine plant expansion facility and a new trona crushing,
conveying, processing and load out facilities. Also, budgeted and managed
the overall engineering specifications and detailed AutoCAD designs. This
included project cost estimation, client bidding/presentation and
subsequent project management.
Projects of new mine land permitting and public issues, mine budgeting and
equipment selection, process civil, structural, mechanical and electrical
engineered designed solutions for tungsten, precious metal, and Uranium
mining, milling and chemical processing facilities. Assisted Sales team in
market/ client development, project financing and implementing new
integrated 3D CAD design technology utilizing Lidar surveys.
Sr. Construction Site Manager. Provided onsite QA/QC and EH&S management
of local construction site subcontractors for all civil installations of
new Uranium process facility in Blanding, Utah.
5-06/10-08 Palladon Iron Corporation: Salt Lake City/Cedar City, Utah
Open Pit Iron Mine and Mill & Rail Construction, Startup and
Operation.
Director of Operations. Interfaced directly with Palladon Ventures
corporate officers, financial backers, key contractors and various
governmental agencies to plan and bring this new iron mining and process
facilities on line. Assisted with development of international, regional
and local sales by directing production for the various markets. Managed
all permitting, mine planning, pit operations, mineral exploration /
geology, engineering, security, EH&S, all on-site construction projects and
start up contractors. Land and water rights manager for over 6,300 acres
and 2,040 acre-feet of water rights on mining, farm land claims and
parcels. Directed all Pre-Feasibilities groups in providing appropriate
technical information to acquire project financing. Permitted, budgeted and
managed two open pit mines and developed small quarry operation to crush
mine waste rock to provide both onsite and external public aggregates.

Sand and Gravel Operations / Residential & Commercial Excavation.
Vice. President / General Manager. Directed all aspects of Rock
Products and Excavation business. Accomplishments included tripling
aggregate sales, doubling pit productive capacity, increasing companies net
worth three years consecutively, and turned the business around from a
profit loss to continued profit gains. My responsibilities expanded early
in 2004 to include management of all excavation projects. This included
Project Engineering, Estimating & Bidding, Operations Management,
Scheduling & Dispatching of Operations and Maintenance, on site MSHA/OSHA
Trainer, Project Manager, Customer Liaison, Material Purchasing and site
Coordinator for several residential subdivisions, commercial sites and

Engineering Staff and Project Management of tailings pond BAT
expansion. Expanded mine employee assignments to include
training 58 "mill employees" in heavy equipment operation.
Completed the Tailings Dam Project on schedule, under budget,
and with no accidents. This was followed by seepage mound BAT
environmental ground water remediation, resulting in a major
win-win team success with much state, public and corporate
recognition.
5-90/6-02 Mine Manager. Coordinating all exploration, mine plans,
engineering, permitting, reclamation, and capital
feasibility/expense budgeting. Directed mining operations &
maintenance, site EH&S/with no loss time accidents or health
issues (12 years), environmental reclamation (won DOGM's best
in state 2000 award), customer and public relations, land and
water resources management. Planned, permitted, contracted and
developed 5 new hard rock open pits, wrote and successfully
administered all associated site contracts. Scheduled all
mine/mill ore feed blending and trucking contractors. These
new mines provided 97% of the worlds demand by assuring
dependable and quality mill ore feed during my tenure.

Consulting Mine and Mill Engineer
. Currently consulting with Century Mining and Milling to obtain project
funding and develop a preliminary start up plan to process existing low
grade ore stockpiles. Reviewed all past technical information provided,
developed innovative plan to sample old historic stockpiles and obtain
appropriate ore metallurgical testing to develop optimal low cost
precious metal recovery system, that will self fund next year's future
capital required. Developed process operating plan, negotiated mining,
custom milling and refinery ore processing contracts for Century mine
expansion.
. Due Diligence consulting and management assisting WUCC, Nevada Copper &
Uranium One staffs in preparing technical mining/milling, analytical/
legal land/water/environmental and economic budgeting reports for
financial funding.
. Project Team Leader for Bio-West client permitting a mine on USFS lands.
Tasks included assembly of a handpicked professional mineral specialist's
team consisting of two analytical testing labs, Economic Geologists,
Field Pozzollan Geologist / Governmental Specialist, Mineral Lawyer, and
Mineral Land Specialist. I provided team leadership, project scope /
schedule and corresponding budget estimation to develop and co-author a
comprehensive Mineral Report for Bio-West's client to secure the mining
permit for a new Pozzollan mine and plant site with additional NOI and EA
support. After our initial mineral research, investigations and
deliberations the USFS choose to reverse their initial stated position
and to allow the mining permit to proceed unchallenged. Thus avoiding
precedence setting trail case.
. Client project scoping, budget estimating and proposal preparation,
bidding presentation, project management of design engineering drawings
and specifications and site civil construction management for many client

Palladon Iron Corporation- Director of Mining
. Planned and permitted this large open pit Iron mine operating permit with
the appropriate governmental agencies. Managed all natural resources of
company owned or leased land, right of ways, water and mineral rights
assets.
. Remediation, demolition and reclamation of old Geneva job site,
mitigating all asbestos and PCB's on site.
. Exploration/condemnation sampling, water well drilling and permitting
insuring all water rights preserved.
. Site Construction Manager of a 13-megawatt transformer substation and 2.9
mile, 138kv transmission line and all low voltage secondary power to run
milling and administrative facilities which was the critical key
deliverable, on time.
. Developed a secondary market for the iron ore and organized new ore truck
loading and transportation system working with Barney Trucking / Holcim
Cement. Providing early accelerated continuous cash flows.
. Permitted and developed mine operations facilities and all haul and
access roads and dumps, installed 62" horizontal rotary impact crushing
plant, rotary telescopic radial ore stockpile stacker and rail load out
facilities, upgraded 13 mile short line railroad and installed two one
mile spur tracks, next to UPRR. Tested and permitted an onsite supporting
quarry providing internal construction aggregate materials during
construction and external public aggregate sales.
. Developed, negotiated and managed all mine site contracts for mining and
milling operations, land leases and right of ways, site construction
contractors and vendor support bringing new mine product in on schedule
and in budget.
. Hired and managed technical staff, bid and selected construction and
operations contractors and trained all in operational quality control,
EH&S, site demolition and construction procedures bring all on site
construction projects on line with mining & milling first month ore
production 130,000 tons blended Magnetite Iron ore in stockpiled and new
crusher and stockpile blending and high speed conveyor rail load out and
short line railroad fully operational in a record 4 mo's time.
Strang Excavating & Rock Products- General Manager
. Tested, developed and started a second mobile screening processing
operation at our new Bluff pit site doubling productive capacity, which
enabled tripling sales. This later proved to be very flexible mobile
process system that lowered product cost and gave customers quicker
delivery and more variety. Because of this plants mobility it gave us a
cost edge on our new construction sites, in a highly competitive market.
. Implemented on-site partnerships adding value and flexibility to our
business, through synergies of the value added cooperatives. This added
depth to our business and improved customer support resulting in
increased ongoing income.
. Upgraded, expanded and trained new professional staff and skill to meet
increased business growth.
. Developed a new outdoor amphitheater, trails, lots, restrooms and sales
booth at This Is The Place Monument.
. Bid / constructed two new major flood control impoundments and
diversionary structures for Alpine City.
. Bid Estimator, Contract Negotiation and Project Site Manager for a large
Industrial building site with civil developments including all utilities,
foundations and roads and drainages for a major Graphite building
expansion, at Hexcel.
. Engineered and managed all earthwork, utility trenching and pipe
installations, roads, sidewalks, curb and gutters for five residential
subdivisions and commercial developments, totaling over 460 lots and
sites all completed in three years resulting major improvement in company
profitability and professional standing.
Brush Wellman- Mine Manager/ VP Operations
. Successfully coordinated ongoing exploration, water quality surface
(SPCC) and ground water rights, maintained de-minim's levels of ground
water contaminates and managed an extensive mine and mill employee air
monitoring program implementing many mine and plant improvements to
protect employee and public health and the environment.
. Implemented state of the art modeling software which allowed for quick
and accurate ore evaluations which assisted us in the economic
evaluations and eventual purchased additional economic lands resulting in
increased proven ore reserves.
. Managed and coordinated ongoing long and short range mine and mill budget
planning, operations, permitting, air and groundwater discharge, spill
control, on site landfill and reclamation which all included T&E and
Archeological pre-clearances, bid/contracted and mined 5 new open pits
and several process improvements ranging from 1-16 M $/ea.
. Managed and bid contracts for several ongoing over the road ore haulage,
onsite security, cleaning services, maintenance and special projects.
Building much team work and respect resulted in very few issues over my
tenor.
. Implemented many improvements in mine and mill planning, operations
starting with sample drilling, sampling, ore control, mill ore testing
and optimized mill ore blending and plant operating program which
resulted in improved mass balance quality controls and accountability,
yielding ongoing process plant cost savings and improved mill ore
recoveries.
. Researched and implemented a new mill ore crushing method (converted from
jaw crushing to horizontal impact crushing) which increased ball mill
throughput and life with much reduced maintenance, resulting in ore cost
reductions.
. A major team win-win cultural shift was developed resulting in a very
productive, efficient, environmentally sensitive, flexible, self-directed
work team, while instilling employee EH&S values, skills and knowledge in
the culture.
. Project Manager coordinating, engineered,
planned and managed a 15 year tailing site
maintenance and BAT operations remediation
mitigation system. This consisted of an
extensive seepage mound pumping collection and
evaporation system, extensive ground water
seepage mound monitoring program and a 200 acre
pond clay slime sealing cyclone separation /
multi cell distribution system with a 16 foot
downstream tails dike lift (93/94). The
tailings dam project utilized 55 mill
employees, trained by the mine work force,
which negated a 17-week mill layoff. Under my
leadership this project, beat contractor cost
estimates, was on time and under budget. It was
a significant win-win team success. The UDWQ
and CEO were very pleased in our progress
which significantly reduced process tailings
seepage.
. Received a letter of Commendation / Special
Award from CEO for this huge Project Management
Success. They enlisted me to teach BPOS Project
Management methods to other project managers at
the corporate level.
. Developed and executed a local, state & federal
public relations plan that educated key
governmental officials and rallied much public
& governmental support, benefiting the Utah
Operations, working closely with the 7 county
boards.
. Developed many improvements in mine
reclamation, which resulted in our winning the
States 2000 DOGM Recognition Award for the best
overall large mine reclamation. I have given
many public educational lectures on the mines
reclamation program and special techniques
implemented, with much public interest praise
and support.
. Patented (+6000 acres) of mine and mill land
holdings through a difficult political, three
way land exchange, involving BLM, State and
Local agencies. Also, evaluated, negotiated,
purchased and mined a new low cost Hogsback
property.
. Fall of 2001, implemented major cost savings
downsizing efforts, due to significant (50%)
drop in market, mining was suspended 9 months.
I focused on significant mine operating cost
reduction measures while implementing
efficiencies and improvements in Operations and
EH&S areas. During this period, we was able to
avoid mine and mill employee layoffs initially
by publicly contracting out our team's services
doing various outside DOGM reclamation projects
of abandoned mine sites and contracted out six
mine GPS surveyors to assist Millard County, at
costs below budget.
FMC GOLD- General Forman/Chief Mine Engineer
. Prepared and implemented operations training
programs, which resulted in a highly motivated,
very flexible, professional work force, with no
MSHA citations for over five years running
from, start up.
. Initiated a fully computerized, mine planning
system tied to a lab bar code sample labeling
system, field surveying total station, assisted
by a rotating laser system for bench control
and heap leach pad installations.
. Initiated low grade heap leach stockpiling,
testing, permitted, constructed and maintained
tailings impoundments, heap leach pads, catch
ponds, increasing mill outputs by approx. 20%
which was not part of the original mill high
grade plan.
. Responsible for the development and construction of all heap leach pads,
piping and site improvement construction. Oversaw the crushing,
agglomeration and stacking of the heaps. Heap leach production was over
500,000 tpy, at .025 oz/ton Au and .52 oz/ton Ag, which optimized leach
recovery and minimized unit costs resulting in substantial additional,
leach process revenues and profit beyond original planned Feasibility and
designed mill capabilities.
. Developed methods specifically implemented to
enhance drilling and blasting, improving
quality control of ore, while reducing
operating costs at Paradise Peak, Ketchup Flat
and later at County Line Mines.
. Reduced mill crushing delays and improved
safety for mill operations, by testing and
implementing a mobile rock breaker at the ore
stockpile/crusher area and implementing new
blending indicator kriging of AG and Hg in the
reserves. Development of the ore stockpile
crusher feed blending program to optimized mill
throughput resulting in increased smoothed
daily production and lower plant process unit
costs, mill management was impressed with the
results.
. Our professional team assisted other FMC US mines with specialty
technical, operational and engineering support.
. Environmental tailings dam expansion project
management, raising the impoundment from 6
million ton capacity to 12 million tons
tailings capacity. The project included
contract preparation and management of outside
technical and construction phases of this
large, 60 mil. HDPE lined, dam utilizing
selective mine waste for the tailings
impoundment.
. Managed all technical and field aspects to
permit, plan, and develop two new satellite
deposits near Paradise Peak. Environmental
permitting included implementing 32" dewatering
wells to assure stable slope designs. Also
implemented prehistoric archeological
protection program for the Ketchup Flat Mine.
GETTY / BARRICK GOLD- Mine Operations Supervisor/Sr. Engineer/General
Foreman
. Prepared equipment operations manual, task training and operator
certification procedures to meet all MSHA standards.
. Reviewed many equipment operator applications,
interviewed and selected 50 top employees.
Exceeded production goal by 60 % while driving
unit costs down to 11% under budget. Maintained
mine production at over 14 million tpy.
. Initiated "sub ore and sulfide ore" waste dump
separation stockpiling program that resulted in
substantial additional revenues through the
implementation of heap leach and mill process
autoclaves at Mercur and other Barrick
operations.
. Project engineer for saddle tailings dam
construction and environmentally approved
impoundment maintenance.
. Initiated the first preliminary heap leach
engineering, testing, permitting and facility
development for the first 250,000 tpy at .035
oz/ton Au. Heap leach operation at Mercur,
utilizing latest cyanide heap leaching
technology's and HDPE leach pad liners coupled
with secondary ground water monitoring program.
. Initiated recoverable ounces (Au/Ag) block modeling to allow for fixed
economics with variable $ cutoffs.
. Onsite land mineral survey coordinator, cleaning up several old complex
land / royalty ownership issues.
KENNECOTT- Front Line Operations and Field Maintenance Supervision/ Truck
Dispatch/Sr. Mining Engineer
. Construction Field Superintendent: Installation of an 8 mile, 10" wrapped
high pressure fresh water supply line through steep mountainous hard rock
terrain to the Yosemite repair shop (MD&E).
. Installed a secondary water collection pumping station, pollution control
exhaust stack air blower system and four story acid cooling tower at the
Smelter (MD&E).
. Developed the first composite long-range dump plan used as a planning
guide for future dump and leach expansions.
. Established a subsidence net along strategic
property boundaries, to monitor settlement and
supervised slope stability dewatering program
to assure stable safe mining of highwalls in
unstable saturated areas.
. Planned and developed a new mine, dump and leach plans/budgets, which
allowed for the expansion of the ore reserve and provided more economical
waste profiles which, resulted in substantial haulage savings as well as
allowed for effective long range dump leach collection system planning
and construction savings.
. Developed annual operating and production budget for the dump leaching of
copper at the precipitation plant.
. Planned and field tested productivity of new large dozers (plus 400 HP)
for comparisons in projecting future dozer specifications and
requirements. This resulted in many improvements and capabilities while
reducing operating costs.
. Improved Mill primary crushing through put and safety by testing and
implementing secondary blasting methods and the use of a high impact rock
hammer. This reduced mill costs and by minimizing boulder mill delays and
improved related safety issues at mill. Received a Letter of Commendation
from the General Manager / UCD for this effort and results.
. Mechanized railroad track maintenance equipment and procedures. This
yielded much lower track maintenance labor costs while improving overall
track maintenance efficiencies and safety.
