SUMMARY

Alejandro is an Energy and Climate Change Consultant with working knowledge

on Business Development, Economics, Finance and Marketing. More than 10

years of International Assignments.

He has experience in a diversity of energy and climate change projects,

covering power generation, transmission, distribution, clean energy, energy

efficiency, oil and gas, gas and power, LNG, and waste-to-energy projects.

Since 2007, when he joint Mott MacDonald, he has worked on low emission

development strategies and their related issues such as sustainability,

climate finance, stakeholders' consultations, renewable and energy

efficiency due diligences and GHG capacity building programs, climate

change mitigation and adaptation projects, Green regulation, policies and

measures.

He has evaluated low emission opportunities and energy efficiency projects

originated worldwide. Since 2005, he has worked on renewable energy

projects, bio-fuels, climate and environmental finance, Carbon Markets,

CDM/JI regulation, GEF, Kyoto Protocol and Copenhagen Accord issues;

Previous to join MM, Alejandro has extensively worked for Consultancies in

Cambridge Energy Research Associates. He has a rich energy industry

experience as a Non-Renewable and Renewable Energy & Utilities Expert for

Consultancies, Oil & Gas, Gas & Power and Utility firms; working on

Corporate Strategy and Change assignments, covering upstream, midstream and

downstream of energy production, operation, wholesale and retail value

chain, and O&G, G&P and LNG projects;

He worked on several engagements combining finance, economics, strategy and

market analysis and evaluations, including technical and financial

modelling and tax implications for large electric and gas utilities and

financial institutions on gas and power projects and initiatives.

development and financing of power generation, transmission and

Development of Offshore Renewable Energy Technologies - Europe (2010/on-

going). Assessing the barriers and gaps for accelerating the development of

Natural Gas Leakage Reduction Project - Uzbekistan (2009/on-going) Reviewed

and audited CDM monitoring plan according UNFCCC regulatory guidelines and

best practices for a CDM natural gas leakage reduction in the Oil & Gas

Industry in Uzbekistan. Input in the construction and deployment execution

plan. Advisory on the regulatory processes of a CDM natural gas leakage

reduction in the oil and gas industry in Uzbekistan. PDD preparation and

financial model additionally review.

Developing countries, monitoring and reporting on greenhouse gas emissions,

policies and measures - (2009/on-going) - Carbon Finance Key Expert -

Regulatory and technical advisory on measurement, reporting and

verification (MRV) options for developing countries, on ways to improve MRV

of the impacts of actions, including Green policies and measures and on

establishing MRV systems. Conducted intensive stakeholders' consultation to

determine barriers and gaps, and propose Green policies and measures.
