Local Agency Program Liaison
Provide guidance and assistance to local government agencies and consultants about ODOT and FHWA
policies and guidelines. Assist these agencies in developing and administering transportation projects that
receive State and Federal funding. Represent ODOT and FHAW in projects meetings and public hearing
that are projects related and resolve any conflicts that may arise during projects deliveries. Assist in the
implementation of ODOT's Local Agency Certification program in collaboration with ODOT's Local
Agency Certification program manager. Develop and deliver training to local agencies, ODOT staff and
consultants. Oversee and monitor project progress as outlined in the inter government agreements. Review
consultant work order contracts for ODOT approval. Propose and facilitate procurement methods outside of
the usual Commission Services bid/award scenario. Review and circulate project design and environmental
reports for adherence in policies, for comments and for approval. Review, verify readiness, and submit final
plans, specifications, and estimates to the Office of Project Letting. Review and recommend design
exceptions. Ensure that all documentation, permits, progress payments, time extensions and consultant or
contractor claims are completed in accordance with State and Federal regulations. Initiate, negotiate and
conclude intergovernmental agreements (IGA's). Approve, adjust, amend and request programming of funds
for federal aid projects. Review and approve consultant billings and Local Agency requests for
reimbursement. Participate in final inspections of construction projects and review final inspection reports
on completed projects.
Otak, Incorporated: July 2008 – January 2010
Prepared Plans, Specifications and Estimate of Cost (PS&E) for roadway projects, represented Otak
roadway section on a multi discipline team in scoping and preparing feasibility studies, initiated planning
and design team for the Safe Route to School (SRTS) projects, lead and provided assistance in writing many
Request for Proposals and marketing efforts, prepared feasibility work cost estimate for sub consultants,
and conducted Quality Control and Assurance for roadway project documentation.
Illinois Department of Transportation (IDOT): June 1998 – July 2008

Provided guidance and assistance to local government agencies and consultants about IDOT and FHWA
policies and guidelines. Represented IDOT and FHWA in meetings and public hearings and resolve
conflicts and complaints about projects when they occurred. Responsibilities included regulating local
agency use of Federal and State transportation funds on local agency infrastructure projects, and preparing
statewide pavement preservation policy. Managed highway projects that included: new construction, bridge
replacement, storm sewer, pavement rehabilitation, and pavement preservation projects. Experience also
included final inspections, maintenance inspections, bridge posting and loading inspections.

During the last 7 months I have managed 19 projects and assisted in managing additional 18 ARRA funded
projects. Worked diligently with external (Metro, Local Agencies and FHWA, and Consultants) and internal
ODOT (ROW, Environmental, Tech center in R 1 and Salem) clients to insure the application of ODOT and

As sub consultant to DKS, prepared estimate costs as a feasibility study to four intersections
improvements in the City of Eugene. The design included estimate of costs for the addition of turn lanes, new
sidewalk, new bike lanes, drainage and water treatment facilities, and bridge replacements. Estimate of cost
ranged from $500,000 $3,000,000.
Bureau of Environmental Services, City of Portland, Oregon October 2009 – January 2010
Teamed with Water and Natural Resources section of Otak in the Johnson creek flood mitigation
project, I lead the roadway design team to prepare PS&E for new curb, sidewalk, retaining wall,
drainage structures on 112th St from Brook St to SE Foster Road. The roadway improvement
estimated cost is $77,000.

Negotiated a contract with the City of Lake Oswego to review the SRTS infrastructure grant
application and to prepare a cost estimate that meets ODOT/ FHWA standards. The cost estimate
included the construction of a new sidewalk, planter strips, roadway striping, and three
intersections improvements. The total cost estimate was $484,435.
Assisted City of Milwaukie in preparing SRTS grant application and estimate of cost. The project
included the construction of new sidewalk, traffic signal replacement, and an addition of flashing
beacons. The total cost estimate was $499,000.
Rural Highway Design
Oregon Department of Transportation:
US 395: McKay Creek to Silvies Slough Bundle 414: August 2008
Prepared PS&E and design exceptions for the roadway section of the design build bridge
replacement over John Day River. The design included new horizontal and vertical alignments,
pavement reconstruction, and roadside development.
Large Culvert Scoping: July 2010 – November 2010
Represented Multi discipline team roadway section of to prepare estimates of costs for 10 culverts
replacements on state highways. Cost ranged from $500,000 to $6,000,000.
Tillamook County Public Work Department, Oregon: October 2008 – March 2009
Lead the design of PS&E for culvert replacement on South Prairie Rd over Fawcett Creek. The project
design was accelerated due to culvert wash out. The design included horizontal and vertical
alignments, pavement reconstruction, water treatment facilities and right of way acquisition and
development. Project estimate of cost was $1.2 million.
Bureau of Land Management, Roseburg, Oregon August 2009 – January 2010
Lead a team to design solutions to 10 roadside slides on Rock Creek Road (BLM 01), and prepare
comparison alternative solutions, plans, estimate of cost and CSI format specifications. Estimate
construction cost: $1.8 million
Selected Project Experience at Illinois Department of Transportation (IDOT)
Urban Roadway Design
Grade Separation; Galesburg, Illinois (Context Sensitive Solution Project)
As a Local Road Liaison Engineer was Responsible for review agreements, design exceptions,
and prospectus, as well as set design criteria. Helped prepare and review environmental
documents (EIAs) and represented IDOT as a project stakeholder in context sensitive solution
designs. Construction value: over $50 million.
Route 136; Macomb, Illinois
As a construction manager ensured that the project was built according to plans, specifications,
and departmental policies. Resolved any design errors that occurred. The project included

reconstruction of 1.25 miles of rural 2 lane highway into an urban 4 lane highway and 3
frontage roads.
Safe Route to School Experience
City of German Town Hills, Illinois
The school of German Town Hills received $260,000 under SRTS program administered by
IDOT. The project included the construction of sidewalks and curbs & gutters. As IDOT’s local
road field engineer; coordinated the grant agreement, consultant selection.
Rural Highway Design
Route 150; Tazewell County, Illinois
As a project engineer, prepared phase I of design plans and standards for undercrossing of bike trail
under Route 150. Design included horizontal and vertical re-alignment, bike lanes, and drainage
structures.
I-74; Galesburg - Woodhull, Illinois
As a project engineer prepared preliminary PS&E for pavement preservation of 13 miles of westbound I-
74. Design included grind, overlay, safety audit and guardrail design, structure reports to overcrossing
bridges, and drainage improvements.
