ACCOMPLISHMENTS
• Developed (1995, South Terminal Development and again in 2007, North Terminal
Development), Miami International Airport’s Capital Improvement Program) long-
standing signature Program Safety and Emergency Management Programs (e.g.,
hurricane, tornado and flooding, etc.), that have dramatically reduced damage to on-
going construction projects and the airport by 80%. As a result of these proactive
programs FEMA and Liability Claims related to construction and natural disaster events
have been negligible.
• In 1996, the Miami Airport’s Employee Safety Management Systems and Loss
Prevention Programs were developed and were immediately implemented for their 3,800
employees. During the same year the airport received its ISO 14001 certification with
primary consultation from Dade Aviation Consultants. Since the implementation
countless accolades have been received from senior management along with full
recognition of the long-term sustained reduction of workplace injuries and property
damage. In 1997, JFK Airport fully adopted Miami’s fall protection system developed
for passenger loading bridges.
• Developed the initial safety and health contact language in accordance with global
environmental management system requirements for the Capital Improvement Program

(rolled out in 1995), which included safety provisions and responsibility for:
Construction Management Contractor(s), Architect-Engineers, CCIP, Consultants,
Construction Inspection Services (CIS), Design-Build, OCIP, Project Managers, Safety
Managers at all tiers, and Site Managers.
• In July 2007, the North Terminal Development Program experienced a devastating
project fire loss at one of its multi-million dollar air traffic control towers under
construction. The fire damage was quite extensive, and the effects were wide spread
(e.g., Insurance, Fire Department Inspections, Litigation, Injury to workers,
notwithstanding the construction delay) Hired in (October 2007) to change the safety
culture and eliminate the potential for future fire events. Expertise and guidance were
brought to bar to change the safety culture and eliminate fire risks. Both fire load
reduction and fire prevention technologies were instituted successfully, thus eliminating
fire load and other potential for fire incidents. Zero Fires!
• Since October 2007, the North Terminal Development Program; upon recommendation,
initiated the Zero Accident Program and the Productivity Plus Program (rolled out 2008),
addressed safety compliance and training and have greatly contributed to dramatic
decline in worker injury. As a result of these programs: injuries have been reduced by
36.3%. The recordable incident rate (TRIR) for 201, was 2.03, the lowest on record for
this program, and was 77 below program’s 2009 rate, and a 45% reduction since
beginning the program.
• From 1994-2010, provided project safety oversight for power systems which include:
power generation, transmission and distribution lines, substations, power transformers
and tower (13.2/34.5/115/230Kv) construction. Constructed well over some 4800
electrical panels; 13 Megawatts of Megavolts Amperes; 400 Hz power generator plants
and auxiliaries 3 Megawatts; and 750 DC Power Rails for elevated light-rail train
without electrical mishap.
• From 1994 to 2012 there have been tens of millions of cubic yards of soil removed from
excavations involving millions of man-hours without one single cave-in or mishap
resulting into work stoppage or injury to a worker. Boring and jacking operations; to
include tunneling and diverting of tunnels have been accident and cave-in free. Zero
Fatalities.
• Over 78 million man-hours worked (1994-2007) without a single fatality, zero crippling
injuries zero-structural-fire damage, zero electrocutions, or structural damage; with a
signature 100% workers returned to work. This was accomplished by equipping

employees with the knowledge and tools that enabled them to work more efficiently and
safety; task pre-planning became a value added.
• Established safety cultures for the North and South Terminals of The Miami international
Airport.

$3.5 Billion Capital Improvement Program:
The North Terminal Development Program at Miami International Airport (MIA) is a $3.5
billion dollar capital improvement program (3.5 million square feet) designed to construct the
Latin American hub for American Airlines. Construction of this hub included significant
demolition of existing concourses, the modernization of existing spaces, and the adding of new
facilities and special systems while the airport continued to operate at full capacity. Adding to
the myriad of challenges of constructing this hub was the construction and full integration of the
1.2 miles of single-lane elevated Light-Rail Automated People Mover (APM) System, hundreds
of electrical panels 13 Megawatts; 750 DC Power rails, hundreds of electrical vaults with an
average of 27.5 Megavolts Amperes; 400 Hz Power generator plants and auxiliaries 3
Megawatts, and a 10 mile conveyor baggage handling system with TSA security components.
Reporting directly to the Chief Executive Office, the Director of Safety served as the senior
safety and environmental professional responsible for both, the vision and execution of Program
Construction Safety, Environmental Protection, Risk & Claims Management and Security. The
Director of Safety, Security & Emergency Management exercised broad leadership along with a
high degree of specialized expertise in all phases of the project’s safety life-cycle within a highly
complex and regulatory aviation construction environment. This increasingly complexity of
aviation construction requires close integration of advanced safety systems technology and many
sub safety systems and their individual components which also includes safety sustainability.
The Director of Safety defined, coordinated and directed all elements of programs construction
safety and environmental protection, while leading the entire safety team and working
collaboratively with the: architects-engineers, construction management contractor, contractors
(and their trades at all tiers), consultants, environmental consultants, project managers, OCIP

insurance administrators (Third-Party), safety directors and safety managers, security managers,
and site managers to ensure that construction activities are conducted in accordance with sound
environmental safety practices and regulatory requirements. Duties include:
o Established organizational goals with accompanying key performances; leading and
lagging safety performance indicators and various metrics measurement tools.
o Monitored all aspects of business related to safety, health, and environmental programs,
including capital and overhead budgets, OSHA Recordkeeping, Pre-Employment
Screening, Drug Free Workplace, Ergonomics, and Alternative Work Program.
o Collaborated with senior management, construction management contractors and
insurance administrators to develop the direction and implement safety specific
strategies, action plans, policies and procedures to improve overall safety performance
and drive the safety culture.
o Served as an expert policy and program resource in the areas of aviation security,

o Provided guidance, expertise and simplification for contract requirements for safety and

o Oversaw program-wide safety, claims management compliance, environmental

union trades and some 300 support personnel (e.g., architects, construction management,

o Evaluated construction management contractor’s operation for loss potential through site
visits, reviewing loss history, leading and lagging indicators and personal interviews.

connectors, emergency and disaster preparedness, environmental practices and
procedures, high-rise garages (post-tension); lift-stations, light-rail elevated trains,

$4.5 Billion Capital Improvement Program (South Terminal)
The Capital Improvement Program (South Terminal Development) at Miami International
Airport (MIA) is a $4.5 billion dollar capital improvement program designed to expand airport
terminal space (4 million square feet); improve efficiency of runways and taxiways; divert
underground tunnel; increase international passenger gate capacity; enhance connections to the
surrounding expressways (highway system), and MIA Intermodal System (Automated People
Mover Train), expand parking and create new facilities while the airport continued to operate at
full capacity.
Reporting directly to the Chief Executive Office, this position required the Director of
Construction Safety & Emergency Management to serve as the senior safety and environmental
professional responsible for both the vision and execution of Program Construction Safety,
Environmental Protection, Risk & Claims Management and Security. The Director of Safety

Energy Initiatives in the Caribbean)
The Managing Safety Consultant exercised broad, but yet, highly specialized expertise in all
phases of the construction and subsequent commissioning of the land-based wind turbines’ safety
life-cycle. Operating within the highly complex and regulatory environment, these complexities
required close integration of advanced safety systems technology; notwithstanding, several other
sub safety systems and their individual components. Duties included:
o Provided expert safety consultation in the erection and commission of land-based Wind
Turbine Towers (Siemens SWT-2.3-108 Turbine); Nacelle, Step-Up Transformer (700
Volts Step-Up to between 11Kv and 132 Kv); Collection System, Substation and
Transmission.
o Developed guidelines for safety system management; with emphasis on accountability
and sustainability.
o Provided on-site safety training for project managers, site-safety offices, commissioning
agents, contactors and trades at all tiers having workers working at elevated heights
during the tower erection phase of the project. Other safely training included:
excavation, foundation, tower, transformer, hub, nacelle, rotor tip, rotor blades,
underground transmission cables and connection to power grid.
o Provided safety plan and program for a 75 Megawatt (MW) wind project for the
installation of the Siemens SWT 2.3-108 Turbine. (E.g. excavations and placement of
concrete; operating cranes for unloading and installation of equipment; and commission
of new equipment.
