Business Process Reengineering (BPR) Study for the United States Forest Service (FS)
June 2008-present
Manages a large BPR study of the FS Fleet Management Program with a focus on improving current fleet
management practices, policies, and procedures throughout the agency.
Works extensively with fleet management subject matter exper ts and agency line officers from various
geographic locations and at all levels of the FS.
Analyzes current operations and associated costs of numerous functional areas within the Program.
Identifies areas within the Program where improvements can be made and efficiency gains realized.
Develops specific solutions that will lead to greater efficiencies and cost savings for the agency, and that
will increase safety and decrease the agency’s environmental footprint.
Implements specific solutions for the progra m regarding: organizational structure and makeup, fleet vehicle
painting and marking policies, vehicle disposal procedures, ownership and operation of bulk fueling
facilities, and the size and type of the current fleet of vehicles and equipment.
Large-Scale Facility Assessment Cost Model for the United States Army
June 2004-present
Serves as the Program Manager for a multi -year project involving development and maintenance of the
Installation Status Report - Infrastructure cost factor database for the Office of the Deputy Assistant
Secretary of the Army, Cost and Economics.
Annually updates and revises this model to generate new construction, renovation, and sustainment cost
factors. Resulting data is used to help the Army quantify the resources required to perpetuate installation
infrastructure readiness. This model covers over 245,000 real property assets valued at more than $190
billion.
Organizational Assessment for the United States Geological Survey (USGS)
October 2010-March 2010
Conducted an Organizational Assessment for the Office of Acquisitions and Grants (OAG) to improve the
quality of services provided, increase organizational efficiency and effectiveness, and improve customer
service.
Conducted numerous interviews with OAG managers, employees, and customers, and conducted a
benchmarking initiative to gain valuable feedback form other agencies performing similar functions.
Developed key recommendations to achieve the desired outcomes of the study, focusing on standardization
of positions and business processes, improving policy review and enforcement, increasing training and
development, improving communication, and considering alternative staffing models.
Consulting Support to the National Institutes of Health (NIH)
October 2007 – July 2008
Developed critical Standard Operating Procedures (SOPs) for the Real Property Management Office (514
FTE) and analyzed current operations to create detailed work flow diagrams.
Identified various areas of inefficiency and proposed solutions to improve operations.
Feasibility Study for the United States Forest Service (FS)
May 2007 – December 2007
Conducted an analysis of the FS Fire and Aviation Management Program to assess the appropriateness of
conducting public-private competitions on aviation related activities.
Focused on several core aviation business units such as aerial delivery of firefighters, aerial fire
suppression, and aviation program management.
Developed recommendations regarding the appropriateness of conducting public-private competitions and
developed other specific solutions to improve the effectiveness of the Program and create cost savings for
the agency.
