I have over ** years of working in IT, Project Management, CMMI and Information Systems Auditing. As a Project Manager, I have managed technical and non-technical projects, with teams as large as fifty (50) members. I have worked in a variety of industries including government, banking, commercial, consulting, telecom and international organizations in Legacy, distributed and Internet/Web-based platforms. I am a CMMI Maturity Level 3 -compliant Project Manager. I have consulted, audited and been a member of appraisal teams in over 13 appraisals (SCAMPI A and SCAMPI B, Version 1.2 and Version 1.3, Maturity

Levels 2 and 3) throughout the Washington, DC metropolitan area and across the country. I have received formal training and/or certifications in project management, CMMI-DEV, CMMI-SVC and Information Systems Auditing. Relevant Experience

I have worked for professional services firms that served both commercial and government clients. From 1980 to present, I have performed the following services.

Management – I have led and managed teams for the federal government and telecommunicati ons

companies. Facilitated meetings with stakeholders, users, developers and other technical personnel to design and implement integration of system fixes, enhancements and new functionality. Managed up to fifty (50) team members including business analysts, developers and testers as well as coordinated with stakeholders and users. I also managed the change control process. I have been a Webmaster.

Engineering – I have progressively advanced from a COBOL programmer to a systems architect and Webmaster. I have progressed from mainframe to client-server to Internet and mobile platforms. I have participated in all phases of the software development lifecycle in a variety of environments including mainframe and web applications. I have participated in and led requirements, design, development, testing and support activities.

Information Systems Auditing – I have progressively advanced from information system auditor to audit manager. I have performed and managed audits for organizations including retail and financial institutions. I led the effort for verifying compliance with legal, regulatory and statutory requirements. I planned, conducted and reported audit findings.

Experience Highlights

Consultant, CMMI SCAMPI ATM, December 2009 – Present.

Participated in CMMI Maturity Level 2 and Maturity Level 3 Version 1.2 and Version 1.3 Appraisals including first-time certifications and renewals as a SCAMPI Class A Team Member (ATM). My areas of expertise are the Management / Project Management process areas but have been assigned the Engineering process areas and the Support process areas as well. I have also assisted in Readiness Reviews (SCAMPI Class B) in preparation for CMMI Maturity Level 3

Appraisals. Provided assistance to organizations to help them meet CMMI Maturity Level 3 requirements. Developed CMMI compliant policies, a project management handbook, Project Management Plan (PMP) templates and CMMI based audit checklists for multiple clients. Reviewed documentation to determine compliance against CMMI Maturity Level 3 practices via Gap Analysis (Traceability Matrix).

Consultant, June 2001 – August 2009.

Pan American Health Organization (PAHO).

Performed Web consulting for the Pan -American Health Organization (PAHO) as an independent consultant and/or Technical Officer. This has entailed maintaining and developing web-based content, in English, Spanish, French and Portuguese for the HIV/AIDS Unit, the Tobacco Control Unit and the Sustainable Development Unit of the Pan American Health Organization (PAHO), a division of the World Health Organization (WHO). This assignment includes

determining requirements and tasks to be performed, analysis and investigations of tasks and functions, scheduling of tasks, analysis, designing, coding and publishing of web pages for the PAHO website, content management, server maintenance and upgrades, email HTML newsletters, PDF documents and other general internet work. One task consisted of researching the Internet for HIV/AIDS-related sites in the Americas, in English and Spanish, and emailing them information about PAHO’s HIV website, that they could included as a hyperlink. Published web pages for PAHO books, booklets, information, articles, conference documents and meeting memorandum to the PAHO web site for the HIV Unit. Basically, I was a Webmaster for the AIDS portal and assisted in augmenting PAHO’s HIV Unit’s presence on the Internet. Besides multiple languages used, target audience also included under-developed countries and older PC technologies that had to be considered when designing web pages.

Consultant, Comsys Information Technologies, July 1999 – June 2001.

Systems Architect, AT&T, February 2001 – June 2001.

Provided analytical and managerial support to the AT&T Business Services (ABS) Architecture Division as a Systems Architect. Worked with senior management, stakeholders, users, project managers, systems engineers, developers and other systems architects, in a team environment, to design integration of system enhancements and new functionality in a

multi-platform environment. Basically, this was a Super-Systems-Analyst position. The entire AT&T Business Services IT organization was reviewed and analyzed to determine the impact of business or regulatory requirements. This would include up to 20 different business applications or more, from beginning to end of the business process. While it was not possible to analyze each individual application in depth, we relied on each application’s project managers, systems engineers and developers to provide the correct and appropriate information, one at a time, following the application flow structure. Once this was done, a report was generated to justify the business case for the modification/enhancement, to give the subsequent requirements phase and to cost the project. If the decision was already made, such as for mandatory regulatory requirements, then the process was used to identify the modifications and the costs associated with the

modifications. The report was then submitted to senior management for further consideration. One such project was local number portability.

Technical Project Manager, XO Communications, July 2000 – November 2000.

Formerly known as Nextlink. Provided analytical and managerial support to XO's Web-based Online application as the Technical Project Manager. Managed multiple tasks with an emphasis on schedule tracking. This project included providing support for maintaining and enhancing the application that allowed XO's many thousands of customers to view their billing statements online via the Internet, Online Bill Presentment. Statements from one page to thousands of pages could be viewed online by customers. Search and analysis tools were also provided to assist customers in searching within the statement. The business and personal / individual customers could also make payments online to pay for their

statements. Managed all implementations of projects and getting deliverables done. Worked with stakeholders, users, developers, testers and other Internet applications to design and implement integration of system fixes, enhancements and new functionality. Managed two (2) Business Analysts and up to eight (8) Developers (between Northern Virginia and Plano, Texas) as well as coordinating with stakeholders, users and testers. Managed the project to control future enhancements to the application through major releases, schedule minor fixes, resolving issues and determined new features to be implemented.

Technical Project Manager, Cable & Wireless, July 1999 – May 2000.

Provided analytical and managerial support, as a Technical Project Manager, to C&W's new Dial-up Internet service, recently purchased from MCI. Managed multiple projects and multiple tasks with an emphasis on schedule tracking. Responsible for managing a task of implementing a Internet provisioning front-end site in Dallas, Texas, as well as

connectivity t o the Internet and with switching primary sites from Washington, DC to Dallas, Texas to share the load and as backup, redundant provisioning sites. Worked with stakeholders, users and developers to design and implement integration of system fixes, enhancements and new functionality. Managed all implementations of projects and getting

deliverables done. Managed a team consisting of C&W employees and contractors/consultants such as IBM (Tivoli on a AS400 mini-computer) including developers and network engineers and network administrators, up to fifty (50) team members, throughout the world. Tasks managed included Internet provisioning and Internet billing, financial interfaces

(credit card authorization and payments, lockbox and collection interfaces) and managed change control.

Consultant, Maxim Group, June 1998 – June 1999.

Systems Analyst, GEICO.

Provided analytical and technical support to COGEN/GBS Billing System as a Systems Analyst. Analyzed and documented system functionality and developed systems requirements based on user requirements including projects to add functions such as real-time payment posting information to the Billing System (GBS) databases, replace the on-line CICS Cash Entry (KASH) screens, replace the Cash Management System (CMS) and replace the Cash Remittance

System (GCC). Worked with stakeholders, users and developers to design and implement integration of system enhancements and new functionality to the existing billing application.

Consultant, Vital Consulting, October 1997 – June 1998.

Systems Engineer, AT&T.

Provided analytical and technical support to Middle Marketing Provisioning Systems as a Systems Engineer, part of a five-person Analysis Team. Developed systems requirements based on user requirements for CDIS (Customer Data Interface System, a high-end client-server provisioning system used to provision many order-entry systems), SDM (Service Delivery Manager, provides provisioning service delivery functions) and CWT (CaseWorker Tool, provisioning system for long-distance services). Worked with stakeholders, users and developers to design integration of system enhancements and new functionality. Spent time and traveled between Middletown, New Jersey and Herndon, Northern Virginia.

Formerly Bell Atlantic. Provided analysis, technical and programming support to the Integrated Testing (IT) Unit and the IBS (Billing) Unit, as a Senior Analyst Programmer, using COBOL, DB2, IMS, CICS, and JCL. For the IT Unit, participated in projects such as an NPA Split for Virginia. For the IBS Unit, responsible for implementing the AT&T CIC Code Change project, an analysis of Sprint IBS process to be used as a basis for BACI Local Number Portability project and implemented the CCIT Attestation/Pseudo CLEC Test task.

Formerly Bell Atlantic. Provided analytical and technical support to the Bell Atlantic (BACI) Long Distance Project as Team Lead. Limited Long Distance service was implemented in August 1996 for three (3) states. Developed Test Plans and Test Scenarios for the batch and on-line aspects of the project, as well as other documentation. Designed test data
