Hired to start up and manage 5R’s Morristown facility, transformed the facility from 5 employees and a
negative profit and loss statement of $150K to more than 50 employees and a positive profit and loss
statement of $500K. Tasks include reviewing data related to facility performance to achieve consistent
service and efficiency, planning, and directing staff activities, establishing and implementing department
goals, locating and procuring appropriate resources and managing budget. Works directly with the
President of 5R Processors and supplies weekly reports as required. Carries out supervisory responsibilities

Provided senior process engineering support to Fluor B&W Portsmouth’ (FBP) Asset Recovery/Recycle Program
by developing a proceduralized approach for FBP’s Cost Analysis Process. Developed the procedure, process
flow diagrams, cost factors and assumptions and facts sheets to support the analysis process. Also acted as the
liaison between B&W Y-12 and the recycle/reuse vendor. Provided critical engineering support to the

MSE Technology Applications, Inc., Butte, MT - Project Engineer 4/2007 to 2/2010
Project Engineer on a project to develop optimization routines (volume optimization and cost minimization)for
DOE waste disposal software. Authored a review of Beryllium management practices at the Rocky Flats Plant
during closure operations. Worked with Oak Ridge National Laboratory (ORNL) to demonstrate GammaCam TM
technology at building 3026C&D at ORNL and in addition worked with instrumentation manufacturers to
demonstrate Asbestos detection instrumentation at ORNL. Both Demonstrations were successful.
CD&G Consultants, Inc. Oliver Springs, TN - Business Development, 2006 to 2007
Developed business opportunities for CD&G. Provided consulting services to commercial clients to facilitate the
recycle and reuse of the client’s surplus property. Also provided process engineering design support to a
government contractor in support of the Department of Defense Base Realignment and Closure Programs (BRAC

Frankie Friend & Associates, Inc. Oak Ridge, TN - Program Manager/Project Engineer 2003 - 2006
Program Manager/Project Engineer - Homeland Defense Equipment Reuse Program (HDER), Cooperative
Radiological Instrument Transfer (CRITr) Project and Materials Recycling for Federal Facilities. The HDER
Program provided surplus radiological, security, and safety equipment to emergency responder agencies
nationwide to enhance their domestic preparedness capabilities. The CRITr Program was a joint effort with DOE’s
National Nuclear Safety Administration and Interpol. The CRITr Program provided surplus radiological
instruments to partner European countries to eliminate the transport of radiological materials across borders that
may be used for terrorist’s activities around the world. Was responsible for managing all technical, financial, and
human resource aspects of the programs. Was in contact with government agencies on a regular basis to identify
available equipment to be used by the programs. Was responsible for transferring and shipping the equipment to
the warehouse, tracking the equipment through the warehouse via the inventory system; rehabilitating the
equipment and shipping the equipment back out to responder agencies and US Embassies overseas. Worked with
DOE to develop an inventory software program that tracked the equipment through the process. Hired specialty
contractors to rehabilitate the equipment, managed the onsite personnel, managed the inventory, purchased
supplies, managed the budget, and reported on the programs finances and successes.
Shaw E&I (IT Corporation) Knoxville, TN - Project Manager/Process Engineer, 1998-2003
Provided technical support to DOE Oak Ridge Operations Office’s Facilities and Materials Reuse Division
(FMRD) by facilitating projects around the DOE complex to disposition surplus materials in a cost-effective
manner. Over 88,000 metric tons of materials from 20 DOE sites have been recycled/reused, resulting in cost
avoidance for DOE of over $105 million. Supported the development and continuing operation of the following
Programs that promote beneficial reuse: (1) Homeland Defense Equipment Reuse Program - Providing surplus
DOE radiation detection equipment to police and fire departments. (2) National Center of Excellence for
Materials Recycle - Developing cost-effective recycle/reuse options for scrap metal, equipment, and concrete. (3)
The Oak Ridge National Recycle Center for Electronics Recycle - Providing environmentally sound recycle/reuse
options for surplus electronics and cold war era scientific equipment as well as providing for the destruction of
business sensitive and classified data storage media. (4) DOE's Clearinghouse for Lead Recycle/Reuse - Providing
reuse alternatives for surplus lead including shielding, shielded containers, shield walls etc for DOE and
commercial nuclear applications. Provided process engineering/ technical support by initializing contact with the
site and project personnel, defining the recycle/reuse options, and facilitating all the documentation required for
the chosen recycle reuse option, facilitating the chosen option, and then following up with a cost analysis and fact
sheet describing the project and its success. Solicited project funds from applicable DOE programs to support
FMRD’s recycle/reuse programs ($750K). Developed cost savings for all of FMRD’s projects, which went
through a third party validation process and provided this information as requested to Site Programs and Site
Specific Reports as well to DOE Head Quarters.
Lockheed Martin Energy Systems (LMES), Oak Ridge, TN
Project Engineer III - Process Engineer Supporting Environmental Management at ETTP, 1991-1998
P2 Program Manager for Environmental Restoration (ER) at the Oak Ridge Operations Office (ORO Includes
ETTP, ORNL, Y-12, Portsmouth & Paducah Plants). Developed the ER P2 Program from the ground up;
managing the five site program, its personnel, subcontractors, and budget; issuing guidance and instructions to P2
program managers at Portsmouth and Paducah, and Site Coordinators at ORNL, ETTP, and Y-12; and interacting
with DOE counterparts at ORO and HQ. Developed several tools including: Five site ER P2 Program Plan; P2
Opportunity Assessment Training Program used throughout the DOE Complex; P2 Training for ER Program
Managers and Project Teams being used throughout the DOE Complex; and development of an ER P2 data base
(ERP2IMS) that is used by DOE Sites to track and document waste reductions and their associated cost savings
resulting from P2 initiatives on projects. LMES Process Engineer II, Y-12 Plant - Lead Project Engineer for the
Reduction of Mercury in Plant Effluents Projects. Project integrator required interfacing with project customers,
engineering, Architect engineer, and the construction contractor. All projects included preliminary investigations
into the source of ground water contamination and treatment technologies. Was responsible for management of in-
house conceptual design, A-E final design, and of both in-house maintenance personnel and on-site contractor for
the installation and construction of the new treatment facilities. Lead Project Engineer to replace a clarifier at the
Central Pollution Control Facility. Determined a more cost-effective approach to replacing the clarifier by simply
relining it. LMES Process Engineer II, K-25 Plant - Lead Project Engineer for the conceptual design, design
and construction of a 1.5 million-gallon lagoon to treat the residual waste streams from the Water Treatment Plant.
Project Engineer for the research and development of a Feasibility Assessment for the treatment and disposal of
PCB and PCB contaminated transformers. Provided Process Engineering support for the Pond Waste Management
Project by providing engineering support for the conceptual design, design and construction of facilities to treat
and dispose of sludge stored in 55 gallon drums.

Lead Project Process Engineer, 1989-1991 Authored several technical memoranda identifying specific
requirements for retrofitting a 250 million-gallon per day Wastewater Treatment Plant in Minnesota with
fine bubble aeration. Assisted in evaluating and quantifying storm water runoff for Jefferson Parish, LA to
meet permit limits. Performed field sampling and analysis of waste streams to ensure compliance with their
NPDES Permit for an industrial client in Alabama. Investigated, evaluated, and recommended a reuse
alternative for liquid sodium nitrate to an industrial client to avoid costly disposal. Investigated
instrumentation technologies for characterizing waste streams for a large industrial client in Arkansas.
Pasadena, CA - Lead Project Process Engineer, Lead process engineer for the conceptual design of an Interim
Centrifuge Expansion Facility at the 380 million-gallon per day Hyperion Wastewater Treatment Plant
(WWTP). Assistant Technical Lead on the conceptual design, technical lead on the design and assistant
technical lead on the construction of the Centrifuge Test Facility at the Hyperion WWTP. Evaluated the
capabilities of the digester mixing systems at Hyperion and Terminal Island WWTPs. Wrote a wastewater
treatment plant design manual for the City of Los Angeles.
